ARTICLE I : PurposeThe UFL is a keeper fantasy football league. Eight teams make up the league. Every player drafted by their respected team is kept on that roster until dropped, traded, or retired. The UFL is a professional fantasy football league (FFL). This league is for potential owners wanting to play in a no nonsense league.ARTICLE II : VotingVoting is conducted by all owners in league matters. League matters consist of the operation and rules of the league itself such as fees, rosters, points and various non-discipline issues. Voting is awarded by 5/8 majority vote. A split vote (4/4) does not get awarded. Voting of these matters will take place during the three (3) mandatory meetings set by the league. Only officers of the league will set and approve discipline with a unanimous vote if an owner(s) violates the bylaws and/or the signed contract of commitment. Non-officer owners do not have voting rights to peer owner discipline. However, non-officer owners do have voting rights to set and approve discipline with a unanimous vote against an officer(s) if a league officer(s) has violated the bylaws and/or signed contract of commitment. Special mandatory meetings will be held for such voting issues and discipline.ARTICLE III : Discipline (The Gordon Rule)If an issue arises that discipline needs to be addressed it must be addressed immediately and action must take place within that season. Notification will go out to all the owners of the league to let them know that there has been a violation and has to be addressed within five (5) of the notification followed up with what actions are taken.ARTICLE IV : Officers of the UFL, Leadership Process, and PunishmentThe officers of the UFL will consist of a three (3) officer panel; a commissioner, vice commissioner, and a treasurer. There is no monetary value in being an officer. The roles of the officers will go as follows;Commissioner: is head of the league and is responsible for maintaining the bylaws, communicating with the owners of upcoming events, schedule changes, informing the owners of rule changes, maintain all records for the league, start off all meetings, announces rulings on issues, and sets and approves discipline. The commissioner has a 1/3 vote to set and approve discipline. (Discipline can only be decided and enforced by a unanimous decision by the officers.)Vice Commissioner: over sees the responsibilities of the commissioner and assists with any functions the commissioner needs help with. The vice commissioner will also assist with the treasurer and make sure the finances are correct. The vice commissioner has a 1/3 vote to set and approve discipline.Treasurer: is responsible for all money transactions to collect fees, fines, and distributes money. The treasurer is responsible for keeping a tally of all the money and to give annual report at the mid season mandatory meeting. The treasurer has a 1/3 vote to set and approve discipline.There will be a proxy vote once every two years at the third mandatory meeting for the officers of the UFL. An officer can be replaced with a 5/8 majority vote. An officer must set themselves to a higher standard in the league. Breaking the bylaws of the league will be disciplined by non-officers of the league with a unanimous vote. Officers will sign a separate signed contract of commitment that can impose fines that double and or penalties when violating the rules that harm the integrity of the league.ARTICLE V : Signed Contract of CommitmentA signed contract of commitment is a contract that binds the owner of a team to abide to all the rules and regulations of the league. They include and are not limited to every article of the UFL bylaws and the signed contract of commitment itself. ***It is imperative that every owner read and understand all the bylaws governed by the UFL and the signed contract of commitment itself. Ask questions if you do not understand any bylaw(s) and/or the signed contract itself.***ARTICLE VI : League MeetingsThe purpose of League meetings is to amend, dispute and resolute any issues that may come up at anytime, off season or in season. There will be specific dates posted for the current calendar year. There will be three mandatory meetings that will take place during the calendar year. The day of the draft, mid-season of the UFL (Week #7), and the first weekend after the season has been concluded. Emergency meetings are allowed to be called if the commissioner feels right to do so. It is strongly recommended that every owner attend but is not mandatory. Emergency meetings are for issues that may have been overlooked that requires immediate attention and to settle disputes or discipline.ARTICLE VII : Amendments to the leagueAs the league evolves, there may be a need for changes to any of the articles that are in the bylaws. Also there may be a need to add to the bylaws as the league sees fit. Any amendments or additions will come down to a 5/8 majority vote from the owners. Amendments and additions to the articles will be addressed at the first mandatory league meeting.ARTICLE VIII : OwnershipOwnership will be obtained by a signed contract of commitment. Owners will be mandated to follow all rules and responsibilities associated with the league. Owners will be nominated and voted in for league duties and responsibilities while having ownership. League positions will consist of a commissioner, vice commissioner, and treasurer. Other positions can be created as seen fit by the owners of the league and final approval by the commissioner.Owner can opt out for their UFL Franchise Contract by sale. The sale has to be sold to a suitable owner and must be voted in for approval on a 5/8 vote by the other owners. The league will recoup the “buy in” fee plus 20% (if applicable) of the total sale of the sale. Any monies left over from the sale go to the former owner.ARTILCE IX : Code of ConductEvery owner will treat each owner with dignity and respect. No owner will personally attack the other. If there is an issue or dispute, it must be taken up with the commissioner. If the commissioner feels that this cannot be resolved By both parties, the commissioner will seek a unanimous vote from the other officers to impose a punishment. This policy also covers any owner(s) of cheating. Voting rules apply to this article as they are written. Any violation of the code of conduct will be subject to fines or penalties.ARTICLE X : FeesAnnual fees will be based on three factors: 1) there will be a “buy in” to purchase a franchise, 2) thereafter, an annual fee will be applied for league functionality to run the league, 3) and a award fee will be collected that is designated to the championship team and runner-up of the league. Fees will be determined once all owners agree. Unanimous vote of fees is mandated.Other fees may be instituted as the league owners with a 5/8 majority vote see fit and approved by the commissioner.All fees have to be paid up front before the annual free agent period in accordance with the signed contract of commitment.The treasurer will be responsible for all fee collections and monies distributed.ARTICLE XI : Fines and PenaltiesFines and penalties can be imposed if an owner(s) are not following the bylaws of the UFL and its signed contract of commitment. Fines and penalties will be determined by the officers of the UFL. Before each season there will be a list of what the fines are and/or penalties will cover. Voting rules apply under this article with a 5/8 majority vote.ARTICLE XII : Team Name and LogoQualifications for a team name will consist of a non-NFL city or begins with the name of any of the 50 states. The nickname has to be a non-phrase and appropriate. The commissioner has the final approval of city/state, name and logo (no NFL MLB, NBA, or NHL logos, past or present, can be used).The league will provide assistance to find proper logos that can be used through various logo websites. Chris Creamer’s Sports Logos looks to be the best to find a logo. ()ARTICLE XIII : ConferencesThe UFL will consist of two conferences; east and west with four teams in each conference. The league will reevaluate the two conferences annually with any changes with a 5/8 majority vote upon any issues with the conferences and/or city relocation that may affect conference location.ARTICLE XIV : SeasonThe UFL is a 14 week season. Each team in the league will play each opponent twice. ARTICLE XV : PlayoffsThe UFL will consist of a one conference champion team and one wildcard team from each conference. Week 15 will be the conference championship game and week 16 will be the league championship game.ARTICLE XVI : Team RostersTeam rosters will consist of three (3) quarterbacks, four (4) runningbacks, four (4) wide receivers, Three (3) tight ends, two (2) kickers, and two (2) defenses. A complete roster is composed of 18 players total. No team can have no more or less than 18 players on the roster; unless a player goes injured reserve (IR), in this case there will be three (3) roster spot designations open for players that go on the IR. At the end of the season, teams could possibly have more than 18 players on their roster. Teams have to be down to 18 before the next scheduled free agency period begins.A starting roster for each game will go as follows:Quarterback One (1)Runningbacks Two (2)Wide Receivers Two (2)Tight End One (1)Kicker One (1)Defense One (1)A team will have eight (8) players to play in each game. A team cannot have less than eight (8) players start in a game.ARTICLE XVII : The DraftAn annual draft will take place two weekends before the start of every season. The inaugural draft will be supplemented from a pool of NFL players, veterans and rookies. Drafts thereafter will only be supplemented by rookies only. The team awarded with the first overall pick in the inaugural draft will be conducted through a lottery. Draft orders thereafter will be based by team record from the previous year. The first overall draft pick in the annual draft thereafter will go to the team with the worst record and then go in order from there.The inaugural draft will consist of 18 rounds. Each of the eight teams will have five minutes to draft a player in the first round (40 min). The second round will give each team three minutes to draft a player (24 min). Rounds 3 through 18 will give each team two minutes to draft a player (256 min). The inaugural draft will be 320 minutes long (or 5 hours, 20 minutes). Each annual rookie draft thereafter will only consist of two rounds. Each of the eight teams will have five minutes to draft a player (rookie) for the first and second rounds (80 min). The draft will be 80 minutes long (or 1 hour, 20 minutes).ARTICLE XIII : Free Agent PeriodsThere will be two (2) free agent periods except for in the inaugural season. The only free agent period of the inaugural season takes place the week leading up to week one (1) of the regular season and ends week 14. The last team that picks in the first round of the inaugural draft will receive first rights to choose the first free agent (veteran players only before week one (1) and both veterans and rookies after week one (1)). Once a free agent is awarded to that team, the team will be moved to the bottom of the free agent list and can obtain their next free agent player as long as another team ahead of them on the list doesn’t want the same free agent and so on. Once a team obtains the free agent they want, will go to the bottom of the free agent list.Free agency signing periods thereafter will take place twice a season; one (1), before the annual rookie draft and two (2), the week leading up to week one (1) of the regular season and ends week 14. The first free agent signing period will take place the same day as the annual rookie draft. The team with the worst record from the previous year will have the first choice of a free agent. Once a free agent is awarded to that team, the team will be moved to the bottom of the free agent list and an obtain their next free agent player as long as another team ahead of them on the list doesn’t want the same free agent and so on. Once a team obtains the free agent they want, will go to the bottom of the free agent list.The second free agent period takes place the week leading up to week one (1) of the regular season and ends week 14. The last team that picks in the first round of the annual rookie draft will receive first rights to choose the first free agent (veteran players only before week one (1) and both veterans and rookies after week one (1)). Once a free agent is awarded to that team, the team will be moved to the bottom of the free agent list and can obtain their next free agent player as long as another team ahead of them on the list doesn’t want the same free agent and so on. Once a team obtains the free agent they want, will go to the bottom of the free agent list.The free agency period order will be maintained throughout the season until the season is complete. Trading or monetary payments to move up the free agency list is prohibited.ARTICLE XIV : TradesThe trading period for the league is between draft day to week #7. Trading can involve players and draft picks. Trades can consist of a ratio of 1:1 and 2:1. Anything above a 2:1 ratio is not allowed. Examples of a 2:1 ratio would be two (2) players for one (1) player, two (2) draft picks for one (1) draft pick, and/or two (2) players for one (1) draft pick (and vice versa). Monetary trades are prohibited.ARTICLE XX : Coercion / Collusion (The James Rule)Coercion is strictly prohibited in the UFL. An owner is not allowed to persuade another owner by intimidation or threats in any way. This includes but is notlimited to: asking for money to pay fees or fines, to make unwarranted trades or roster moves for advantage gain. The points go to the defense/ special teams. Points can only be distributed once, not to the individual player and the defense/ special teams.ARTICLE XXIII : Award CeremoniesThe league award ceremony will be conducted the first weekend after the season has concluded; immediately after the third and final mandatory meeting of the season. The award ceremony will take place at a mutual location voted by the owners. There will be an annual ceremonial dinner. Following dinner, the commissioner will speak to the owners to conclude the season. Conference and individual player awards will be presented to respective winners. The runner up team will receive their award money and the UFL champion will be presented with the championship trophy and award money. After the awards come to a close, an after-party will commence at each owner’s leisure. ................
