July 25, 2019Subject: EXPRESSION OF INTEREST: EOI TFATS-JRM-19-07-25IntroductionEXPRESSION OF INTEREST (EOI) FOR PROVISION OF TEST FACILITIES AND TESTING SERVICES Washington River Protection Solutions (WRPS) is seeking prospective contractors who are interested in and capable of providing a test facility and testing services for filtration testing in support of the 200 Area Liquid Effluent Treatment Facility (ETF) at the U.S. Department of Energy’s Hanford Site in southeastern Washington State using actual ETF influent water.BackgroundThe Hanford Site Effluent Treatment Facility’s (ETF) mission is to receive, treat, and dispose of liquid effluents from on-site programs and projects. Its role in the management and mitigation of tank waste volume is integral to the overall Hanford tank farms mission, as tank space is limited. ETF’s role will become even more essential as the Direct-Feed Low Activity Waste process comes online at the Waste Treatment and Immobilization Plant. In order to accommodate the additional liquid effluent streams, the ETF is undergoing a number of facility and equipment upgrades. Historically, ETF has experienced high filter change out or backwashing frequency associated with certain waste streams, negatively affecting efficiency, a concern as ETF prepares for continuous operation and increased influents. WRPS is looking into replacing the (dead end) cartridge filters in ETF with a different filter technology in order to reduce operator dose uptake, reduce filter fouling, improve filtration efficiency and improve plant throughput. Simulant studies are currently ongoing with several different filtration technologies with the goal of downselecting the best available technology for confirmatory testing on actual ETF influent water. The ETF treats water that is Resource Conservation and Recovery Act (RCRA) listed hazardous waste (F001-F005)/Washington State dangerous waste. The composition of this influent water is provided in Attachment A.Summary of Work ScopeWork associated with this EOI includes the following activities:Receive approximately 2000 gallons of ETF influent water in totes for filtration testing.Install a pilot scale filtration test skid which will be provided as GFE for testing. Footprint required is approximately 42” by 95” for the skid, plus extra for totes and any other required equipment.Write run sheets based on buyer supplied test plan.Operate the test skid for a period of approximately one month.Write up test report.Return all equipment and liquids to buyer after testing is complete.Requested Information in ResponseInterested firms are invited to submit an expression of interest letter to include a response to the following: Your company’s desire to participate in the competitive opportunity for a future contract of this work scope. Details of your company’s environmental permit which would allow acceptance of ETF influent water and testing thereof, or how you would modify your existing permit and the timescale to do so.Your company’s expertise, experience, and approach in performing pilot scale testing.Size of your company, how many employees and annual gross income (see note below).Note for responses regarding standard sizes for #4 above.The size standards are for the most part expressed in either millions of dollars (those preceded by “$”) or number of employees (those without the “$”). A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in the Code of Federal Regulations (CFR) at 13 CFR § 121.104 and 13 CFR § 121.106, respectively. SBA also includes the table of size standards in the Small Business Size Regulations, 13 CFR § 121.201. This table includes size standards that have changed since publication of the last annual edition of the CFR.
