What is OASIS?

? OASIS is a collection of 14 multiple-award IDIQ contract vehicles that can be used by any agency to purchase knowledge-based services, including R&D services.

? It is already the second largest MA-IDIQ in the $60 billion knowledge-based services market after SeaPort-E and will likely become the largest in the next two years.

? OASIS' creators at GSA pioneered several innovations, including the scorecard technical evaluation scheme, the highest technically rated with fair and reasonable prices selection method, new on-ramp and off-ramp procedures, subpool creation options and volume-based contract access fee reductions.

? It is a model for what GSA and OMB are calling "best-in-class" contracts.
