MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE

There was a brief moment of silence. The Pledge of Allegiance was led by Mayor Mike Smith.

ROLL CALL

On roll call were Trustee Curt Leman, Trustee Jeremy Hilton, Trustee Jerry Hasler, Trustee Bob Knepp, Trustee Ken Hodel, and Trustee Wayne Blunier. Mayor Mike Smith was also present.

PRESIDENT’S REPORT

INFRASTRUCTURE GRANTS – Mayor Smith received a letter from State Representative Ryan Spain to ask the village to consider applying for money for infrastructure projects. Mayor Smith thought the project involving the County’s Revolving Loan Program would be a possibility.

WATERWORKS AND SEWERS

WATER METER REPAIR – A resident moved to town around August and has only paid one water bill because the others were paid by someone else. The resident was delinquent on the November bill and claimed she did not have all of the money to pay the entire bill to prevent the water from being shut off. Boni Oltman then allowed her to pay $80 of the bill which is what she said she could pay that week. The resident came in to pay the $80, but refused to speak to Boni about payment. Mayor Smith happened to be in the office at the time and spoke to the resident about taking responsibility of paying the bill and also asked the resident to come up with some sort of payment arrangement for the remainder of the bill which she did. The resident defaulted on the arrangement and has not contacted the office. Mayor Smith asked for the advice of the board members as to what course of action to take in a situation like this. The board members agreed to allow the resident to pay the remainder of the November bill by Friday, December 21st, if not, the water will be shut off. The board members then discussed raising the deposit the renters have to pay which is currently $50.

DISCONNECTION OF WATER - Trustee Blunier explained that there are about 875 meters in residents’ homes. One resident was notified of low water usage after the meters were read. Boni Oltman then called the resident to inform her of this and asked if the homeowner was out of town, therefore not using a lot of water to which the homeowner replied she was not. Oltman made an appointment with the homeowner to have the meter repaired. Ben Fehr appeared at the house at the scheduled time, but the homeowner refused to let him in. Trustee Blunier informed the board members that the problem has since been resolved after the homeowner decided to let Ben in to repair the meter. Mayor Smith’s presented a question of what to do if this happens again. The board members want to direct the public works employees to shut the water off until there is a resolution of the broken meter.

FINANCE

TAX LEVY ORDINANCE - Trustee Blunier motioned to approve Ordinance 2018-13 Making the Tax Levy for Corporate Purposes for the Fiscal Year Commencing the First Monday in May 2019; Trustee Hodel seconded.

Motion carried by roll call vote.

STREETS, ALLEYS AND ORDINANCES

INCREASE IN ORDINANCE VIOLATION FINE – Trustee Hasler reported the fine for ordinance violators is currently $100. The violators who do not pay the fine can be taken to court, but Attorney Scott Brunton informed Trustee Hasler that attorney fees will not be paid by the violator for this type of case. Trustee Hasler would like to raise the original fine amount to accommodate some of the fees the village would have to pay the attorney if the case is taken to court. Trustee Hasler suggested raising the fine to $500 if the first $100 is not paid. The board members agreed to this suggestion. Trustee Hasler will contact Attorney Scott Brunton to initiate a change in the ordinance dealing with fines.

ATTORNEY – Attorney Scott Brunton informed Trustee Hasler of his inability to counsel the village board on an ordinance violation matter because he also has the violator as a client. Brunton recommended an attorney outside of his firm to assist the village board. The board members agreed to allow Trustee Hasler to contact this recommended attorney to assist the village with this matter.

KROESCHELL CONTRACT NEGOTIATIONS – The board members met with members of Kroeschell Operations to discuss hiring a person to fill the public works department vacancy. In the interim, an ad was placed in the paper soliciting applicants for the same position. There have been a couple of applications submitted as a result of the publication in the newspaper. Mayor Smith pointed out the cost of hiring someone from Kroeschell is slightly higher than hiring someone on our own. Trustee Hilton’s thought was to allow more time for potential applicants to return applications. Trustee Hodel suggested allowing more time also since there is some investment after publishing the ad. Mark Aeschleman agreed. Mayor Smith asked about tabling the subject until January 21st to allow more time for consideration of applicants. There will be a meeting on Friday, December 28th for an executive session regarding personnel.

PAYMENT TO STEFFENS 3-D FOR SEAL COATING – Trustee Hasler motioned to pay Steffens 3-D Construction for seal coating in the amount of $76, 765.15 from MFT funds; Trustee Blunier seconded.

Motion carried by roll call vote.

Trustee Hasler asked Mark Aeschleman if the leaf pickup project is almost done to which Aeschleman replied it would be finished up this week.

PUBLIC SAFETY AND INSURANCE

MONTHLY POLICE REPORT – Deputy Cody Geick reported there were 122 calls for service, 46 stops and 4 citations.

OLD BUSINESS

Trustee Knepp asked about the outcome of the meeting with the IEPA and American Environmental concerning the underground storage tank. Mark Aeschleman provided an update of what has occurred since the meeting. The samples that were taken do not look promising and Aeschleman feels like the area will require excavation.

NEW BUSINESS

A previous employee, Ryan Durbin, has filed a claim against the village with the Department of Labor. Clerk Crumrine will investigate the matter.

UPCOMING MEETINGS

The next regularly scheduled Board meeting will be Monday, January 7, 2018 at 7:00pm. An executive session will be held on Friday, December 28th at 1:00pm to consider applications for the public works position.
