Select Board members present via Microsoft Teams: Mary O’Brien, Gordon Richardson, Phil Hobbie, Curtis Atkisson, Martha McGlinnTown Manager: David OrmistonApproved Minutes from the meeting on May 18, 2020. Mary O’Brien made a motion, seconded by Phil Hobbie, to accept the accounts payable warrants as presented. The motion passed unanimously.Public Comments:Sarah Bruce questioned the amount to be paid by the town for the Three Corners intersection project.John Bruno asked in light of the present economic situation, will we actually get state money? Why was the utility pole not shown on the original plan? Will the archeological study be up for a vote? What is the cost estimate? When we vote on the bond, will possible cost overruns be considered? Ariel Arwen asked about the possibility of re-voting on the project by Australian ballot now that the amount has exceeded $500,000.Laurel Stevenson asked when is the public hearing? Isn’t it time to revisit original project?Tom Ripley also asked why not revote on the six-year old project?Town Manager, Dave Ormiston, addressed these comments and questions:By statute a public hearing is required sometime between Aug 2-9 before a vote on August 11. We will only vote on the issue of burying the utility lines. The original project is not up for a vote. Because the original project was to be funded over a period of 5 years or less it was voted at Town Meeting.Concerning the beautification issue – no money for this was included in original project. Concerning the safety issue – a study 8 years ago addressed pedestrian safety in the intersection. In addition, traffic safety was cited as an issue.No contingency amount was included in the original cost estimate. However, we have received a paving grant for the Quechee Road section of the project and a bike/ped grant and more grant money may be available. Dave will have more details at the next meeting. The original vote approved borrowing $450,000. The August 11 vote on the project including burying the utility lines and relocating the pole will need to be bonded. Old Business:COVID-19 update: Damon Hall is now open, limited to 2 people at a time, wearing masks. The Rec Department will follow state guidelines when planning summer activities which will begin June 22. Playgrounds are still closed. Gatherings of less than 25 have been okayed. Listers will schedule grievance hearings beginning June 16, 2020 and will be held remotely this year. The Hartland Public Library is providing curbside lending Tuesday, Wednesday and Thursday. Book returns will be allowed in the next week and inter-library loans will resume mid-June. New Business:Open Appointments: Rob Anderegg, representing the Conservation Commission, announced that Cordie Merritt and Knox Johnson are stepping down from the Commission. Two candidates have expressed interest in joining: David Sleeper for a new four-year term and Sarah Wood to complete Knox Johnson’s term ending in 2022. Curtis Atkisson moved to accept these two candidates for the Conservation Commission and Phil Hobbie seconded and the motion passed unanimously.Old Home Day: A motion was made by Curtis Atkisson, seconded by Phil Hobbie, that the fireworks on July 4 be cancelled because of the continued ban on large gatherings. The motion passed unanimously. (Northstar Fireworks will allow us to apply our payment to next year.)Manager’s Notes:Work on Weed Road has been finished. The Quechee Road section has been paved. Work on the County Road is expected to begin in August. The public hearing for the Hartland Flood Plain Review for the Mace Hill project will be Wednesday, June 3, 2020. The contract was signed with Nott’s Excavating for the Mace Hill culvert work. The new roadside mower has arrived and the full road crew is scheduled to be back on June 15th when BJ comes back.Meeting adjourned at 7:30 p.m.Next meeting Monday, June 15, 2020, at 5:30 p.m.Martha McGlinn, Clerk? ................
