Bar Code/Radio Frequency Identification (RFID) Tracking Project

for

Offices of the Marshall and the Clerk of the State Court

1 - Technical Approach

Implement customized, enterprise class database management software configured to DeKalb County requirements, as set forth in RFP 11-500193, to streamline information capture, information flow, file/document locations and file/document status, including:

enterprise-class, scalable database management system optimized for records / document management

implementation of application on hosted server in commercial data center, or, installed on local Server(s) via Network, Intranet or Extranet, with support for Windows, Linux and Solaris/Unix environments

customization of application software according to DeKalb County requirements, including option for parent/child relationship between case and/or defendant 'parent' records and 'children' civil lawsuit, dispossessory warrants, garnishment actions, demands and levies records

interface with Banner and/or O.J.S. for population of the records management database with 'new' records, name change records, docket change records, etc. (to eliminate or minimize reentry of data), including bi-directional data interface for pushing file location, 'service attempt status' and/or other data elements from the records management software to Banner and/or O.J.S.; as well as data interchange relative to cases required for Court by Judge, Court and Docket, with reciprocal 'file pull lists' for each file room housing records for such purposes, sorted in file system (year/case #) sequence (interface means each appropriate software product pushing data to an electronic folder that is accessible to the other software products that need to import the data, such that 'integration' is accomplished by simple file/data imports rather than more problematic and difficult database table integration...though table to table database integration is possible)

label printing functionality to produce all-in-one RFID file folder labels, at time of file origination, using standard office printers, including case # color-coding, text fields, bar code and RFID (RFID label will match the label on the pre-labeled file folders currently used by the Courts, and can include any additional data or coding that is deemed appropriate (while maintaining the current color scheme and color block positions)

reenginnering of paper-based forms with separate bar code, to electronic forms workflow and digitally assigned/printed bar codes on the electronic forms

customization of portable scanner software, with support for bar code and/or bar code/RFID devices, to identify file transfers, file locations and the performance/status of 'service attempts'

bi-directional interface between portable device software, Banner and/or O.J.S., for updating and data syncing between the applications, including update of 'service attempt' status

implementation of USB-connected RFID/Bar Code Scanner(s) to facilitate file tracking and transfers of files Into or Out-of filing systems, including tracking of files going out to specific destinations (people or places)

implementation of RFID detection-zones and/or USB desktop RFID detectors to track files passively and/or semi-passively when they arrive at discreet locations/destinations

track files at building entrance/exits with enforcement of business rules to ensure that folders are only removed by authorized personnel, and triggering of alarm, flashing lights and/or video camera pursuant to unauthorized file removals; this also provides location tracking at the building 'layer', with more finite locations within buildings captured by portable scanner inventories, desktop tracking, RFID detection-zones and/or desktop detectors

provide 1-screen casual user interface that enables staff to look-up the location of record(s), Request required records and transfer records if handing-off

where appropriate, implement electronic signatures to validate chain-of-custody and transfers-of custody

maintenance of complete audit trails of all case records and all 'service' documents, from origination through final disposition, including 'status' and 'location' changes, and including electronic signatures for proof of custody; printable as may be required for Court, etc.

integration of State and/or County and/or Federal 'Retention' guidelines for automated scheduling of records-due-for-archiving and records-due-for-destruction; within software provide direct link to the appropriate retention schedule(s) via dynamic intranet link and/or static document formats

automatically Queue records due for archiving or destruction; trigger Queues-with-Records display window upon logon showing the Queues with records and the # of records in each Queue

facilitate archiving of records-to-boxes (transfer of records to archive boxes) using box bar code labels printed from the software, or, provided by archive center, and using the bar codes or RFID on the folders; the software will then track boxes and folders and folders-in-a-box

create Queues for any desired tasks, workflow, events, milestones etc. where folders need to be aggregated and organized for processing

utilize native reporting sub-system to generate unlimited standard or custom reports, by executing SQL queries and rendering of data in customized format, .csv or .html, with the ability to render as .xls, including the ability to generate complex reports requiring multi-table database joins

the proposed solution, as a single database instance, while being optimized for file/document tracking, can also be used for and is also in use by the US Military, Police Departments and Crime Labs and can be used for tracking weapons/gear, evidence, assets, inmates/trustees, vehicles and/or other serialized items/people

the proposed solution, as a single database instance, also supports 'access control' for visitors and/or personnel, by implementing RFID that detects ALL people going through a detection-zone, whereas commonly used HID access control enables doors to be opened by a single person while allowing multiple, undetected people to pass through the door once opened

ATTACHMENT C - Compliance Matrix

1) The system has to use the latest Radio Frequency Identification (RFID) and barcode technology for identification and tracking of case files and civil case paperwork.

Answer: Complies.

Supports UHF 860 – 960 MHz Ultra High Frequency RFID, USA standard and as supported by DoD and Walmart. Supports 1D and 2D bar coding.

2) The system’s database must be Oracle based 10i/11g. The system has to use Application Programming Interface (API) to pull information from Oracle.

Answer: Complies with modification.

The intended interface is to be via file / data exchanges, versus database table-to-table integration, as it is not typical to integrate at the database table level, given each software product's need to maintain data integrity and to prevent possible database / data problems. The solution we are proposing will interface to Oracle by importing and exporting files/data to a commonly accessible electronic folder for import / export by Oracle and by the records management software. The proposed software's preference is MySQL database, owned by Oracle. Being a Java/EJB3 software architecture, the software is designed to be database independent, and can support Oracle and required API interface at additional time and cost.

3) The system must operate on a Windows 2008 Server Operating System (OS), 64-bit.

Answer: Complies.

4) The system must be completely browser-based (except where a software component is required with peripheral hardware), working with Internet Explorer (IE) 8 at a minimum.

Answer: Complies.

5) The system must incorporate Windows Active Directory Authentication, at the court’s election, to automatically

authenticate users, by-passing the login challenge.

Answer: Complies.

6) The system must include enough licenses to accommodate access by 102 clerks and 24 deputy marshals and civilian staff within the Marshal’s Office.

Answer: Complies.

7) The system must utilize and include globally-unique, pre-programmed tags, to ensure that independent adoption of this system by law firms, prosecutors, probation, human resources, and other agencies will not create conflicting or erroneous tracking information.

Answer: Complies.

Each tag has a unique 96-bit number encoded into the RFID chip by the manufacturer, and, the tags can be encoded (original # superseded with new ID #) if and as may be required.

8) The system should have the ability to generate a unique identifier that associates the paper or file to a specific case file i.e. lawsuit or dispossessory warrant.

Answer: Complies.

System can assign unique #'s to files and/or 'services' and/or use existing unique ID's, to 'marry' the appropriate folders and/or documents.

9) The system must also allow for the laser printing of barcodes that must match up to the case file for all necessary civil process paper.

Answer: Complies.

Laser and/or ink jet sheet printers are supported for bar code printing, and some models can be adapted for roll-feed. Our preferred system solution would be to convert paper-based forms to electronic forms, and 'stamp' each such electronic form with bar code at time of origination and printing, precluding the need for ancillary bar codes.

10) The system should have the capacity to print thermal labels dynamically.

Answer: Complies.

The system can print to any printer that is listed in the Printer Dialog Window displayed by Windows when executing a print job. Our preference for any label, with or without bar coding and/or RFID, is to print on sheeted printers, with the ability to render color, text, bar code and include RFID on underside of label. However, if the preference is thermal printing, we comply.

11) The system must track locations of case files as they move to courtrooms and chambers, without depending on court staff to deviate from their normal activities.

Answer: Complies.

This is accomplished by:

passive RFID detection zones at defined locations and/or choke-points

periodic inventories utilizing handheld scanner

desktop USB detectors can also be utilized, but require human to place folder in proximity

12) The system must allow any court staff to search and see what volumes exist for a given case and see the location of each volume.

Answer: Complies.

The software enables opening an existing record, to preclude the need for re-entry of data, and then to update the record with a volume #, thereby creating a new, unique record in the database and a unique bar code and/or RFID # for tracking purposes. Volume records are also associated with the 1st volume/case, such that database searches for a case record will return rows of data (search results) for the 1st and all volume folders/database records.

13) The system must operate for all our divisions, accommodating the file rooms and clerks’ activities independently.

Answer: Complies.

The software includes a 'site' classification, that enables access restriction to appropriate Users for appropriate record-types, while enabling appropriate administrators to see across all data.

14) The system must perform all tracking transactions either for one case file or for a batch of case files in a single transaction.

Answer: Complies.

The software includes a 'batch' tracking screen for case file transfers, which allows a single screen/transaction to aggregate multiple, batches of records as a single transaction, utilizing a USB-connected RFID/bar code scanner to scan multiple files all-at-once (using the scanners RFID capability) and/or one-at-a-time (using the scanners bar code capability).

15) The system must have a portable RFID tracker process to hunt for case files, like a metal detector, that could not otherwise be found, issuing an audible and on-screen alert when these case files are found. It should display the person or location to which the file should be routed, so that it is not necessary to return to a Personal Computer (PC) to research where to send it.

Answer: Complies. Complies with modification.

Scanner includes the ability to input multiple RFID-tagged folders, documents, items for a single 'FIND' transaction (rather than require one item at a time to be entered and searched-for). Folders can be changed to 'missing status' in the software, and any time a FIND transaction is to occur, any or all 'missing' folders can be entered to the scanner...so that one-pass through facilities finds a specific and/or any 'missing' file. The scanner includes audible and visible cues to alert User when a folder is found, and then to guide the user right-to the folder.

We are not currently pushing data to the handheld as per the display: folder ID = route-to (or some other designation that represents who the folder should be routed-to; we think of this in terms of the software being used to Request folders, and then a Found folder can trigger the Route-to based on who Requested the file; however, other logic could be applied and/or developed); but, we can do so. This would build data on the handheld for each record requested, and who requested the record. As such, during the 'FIND' (and also the Inventory) function, anytime a folder is found, we can query the database to determine if any person(s) are waiting on the Found folder. To emphasize, we anticipate no problem with this deliverable; software at its core is logic, so if there is more precise logic that would work better for DeKalb County, we can modify the logic and leverage the existing, similar code to achieve whatever is needed as to displaying “route-to” upon a folder being found that has such a pending transaction.

16) The system must include a portable RFID tracker device that can be used to locate lost files in any location.

Answer: Complies

This is essentially part and parcel to # 15, if we interpret correctly. The FIND function on the handheld handles unlimited locations, as the FIND function is not logically connected to location. It would be unusual to first choose a Location, and then enter a record to Find; rather, if a file is missing, no matter what the location, if you are performing a Search, and independently of the location itself, if the file is Found, the User would want to know that...rather than NOT finding a file, because the selection of a Location precluded certain case #(s) that represent lost files and file(s) that would have been found if the Search had not been filtered by location.

It should be noted that UHF RFID will not transmit through metal or liquid, rather, these reflect-back the RFID radio waves (similar to a mirror reflecting an image); so, any files behind metal or liquid would not be able to be found. Otherwise, yes, unlimited locations are suppored for finding files with the handheld.

17) The RFID tracker device should emit an audible alert and display on a screen the file number that has been located when it is located.

Answer: Complies

Typically, a User enters the missing file #'s through searching/selecting, keyboard input or bar code scan, and each file entered for Finding would display as a row of data, such as 'File #', 'Last Name, First Name MI'. As such, the data does not display at point of detection, rather, at point of entry. However, more importantly, we do achieve what you request, but we do so by putting a check mark and/or color highlighting the Found record on the handheld screen; as such, if there are more than one files listed as rows for searching, you know the exact folder that was found by highlight and/or check mark.

18) The RFID tracker device should be one that can also be used to conduct audits of offices, cubicles.

Answer: Complies.

Typically, an organization does not have budget for placing RFID fixed antennas at the number of discreet locations at which a folder could reside and/or a detection-point through which they will pass, as necessary to detect enterprise-wide, unlimited, real-time locations. For example, the RFP asks for 12 'Fixed Readers', which in our mind = 12 RFID detection zones; it is our assumption that the folders can be at 12 x 'n' locations (more or many more than 12 locations), emphasizing that passive RFID will likely have many omissions as to antennas at all locations at which a file may be located and/or pass. As such, the portable scanner often is a critical component to optimized chain-of-custody and location tracking, as ALL files at UNLIMITED locations can be inventoried. It is true that organizations typically envision a real-time tracking system covering unlimited locations, but which is often not within budget, due to the # of fixed readers/detection zones...the goal being 'passive' but the cost often prohibitive. However, we think it very important to differentiate 'passive' versus '# of people impacted'. So, a portable inventory is not passive, in that a human performs the task, but, only one person is impacted, and even if there are 100's or 1,000's of Users and Locations, only one or a finite # of people actually have to do the inventory, and are 'impacted', whereas to the rest of the organization it is indeed passive!

19) The system must track case files in to a storage box, and track that box as it moves to and from storage. The system should provide an integrated view of the box and files in it.

Answer: Complies.

The software tells Users when records are due for archiving, and enables the entry to the database an 'entity' for a Box record. As such, the database manages:

The software can generate a box label with bar code, or, vendor provided labels can be used. The software's Tracking Screen includes a global field = box #; the bar code on the box label can be scanned, or the box # entered by keyboard, to populate 'box #' field. Then, each folder going into that box can be scanned in batch using RFID, or one-a-time using bar codes, to update the database with 'what box each folder went into'. This screen automatically renders an instantly printable 'transmittal' form providing a line item listing of the box detail and a listing of each folder in each box. For the critical transfer/chain-of-custody at time of physical transfer of box(s), the software supports electronic signature of courier picking up the boxes, and specifically signing for each box picked-up. As such, tracking and chain-of-custody (and printable audit logs) is provided at the box and at the folder level. If the County maintains an archive center, the software can render a CAD drawing of the shelving and will show used and available spaces, with additional logic existing for placement of boxes. Finally, Users of the system can search-for and/or Request boxes and/or records via their browser, wherever the boxes/records may be, even if with a 3rd party vendor.

20) The system should be capable of searching by case #, party name, badge#, date range and location and with capacity to use other user-defined fields.

Answer: Complies.

The software supports unlimited data views and data fields for each data view, ie for example, a data view for records and a data view for 'document-types' served. Each data view can include unlimited fields. Each field can be configured for data entry, drop-down list selection, YES check box and/or calendar pop-up. Each such record can render labels and/or electronic forms for any data fields desired. The database enables searches on:

and data fields defined for the project

any meta-data fields (which are automatically updated and managed by the database)

any text within the Notes field

21) The system must allow the Marshal’s Office to determine the assignment of the civil papers and the status of service while in the field.

Answer: Complies.

Our current contemplation is that each civil paper/action would be a discreet record in the database, probably as a child record to the parent case record. A such, the bar code on the civil paper(s) would be scanned and a destination scanned, or input, to transfer custody of the document, and to assign responsibility to whom the document custody was transferred and whom is responsible for serving the document.

Further, the handheld scanner will have software that enables the Location of the document(s) to be entered or scanned, and either:

change the location of the document and/or

change the status of the document (such as 'delivered to person')

As such, the software will manage assignments, locations and status.

22) The system should provide each deputy with the ability to show that a paper has been assigned to him for service such that the paper can be tracked continuously while it is in the Marshal’s office for service.

Answer: Complies.

The database can be queried (Search using the Search screen on data and/or meta-data and/or Notes text and/or date, beginning date, ending date and/or date-range) to determine all papers assigned to a deputy. The search can be filtered by date, as described in above sentence. Once a paper has been assigned to a deputy, using the software and/or tracking technologies, the database will continue to show that deputy as current holder of the document, until or unless the document is transferred and/or the status updated using the software and/or via detection by bar code and/or RFID device.

APS FCIC ( Florida Criminal Information Center ) allows police officers to run automobile tags and drivers license queries against State and Federal Criminal Databases from handled and mobile computers. The handled and mobile clients share a single code base written in C++, and recompiled for the target platform using either Microsoft eMbedded Visual C++ 4.0 for the Hewlett-Packard iPaq, or Visual Studio 2003 for laptop and mobile computers. These clients communicate with APS FCIC Server, written in C#, via the Internet using Winsock. This server component repackages the data into the proper FCIC II message and queries the Florida Department of Law Enforcement's FCIC computer. Upon receiving a response, the server component then routes the result back to the specific handheld or mobile client.

APS Field Reporting is a based forms package for creating field reports such as the Florida Uniform Traffic Citation. Unique to this product is the ability to create and layout all the data entry screens externally via XML. Using the same XML, client-specific code, packaged as assemblies, can easily be plugged in. The combination of these features allows the product to easily be configured and extended. APS Field Reporting is written entirely in C# and uses Reflection heavily.

Additionally, I integrated the HP Photosmart Mobile Camera into APS's existing iPaq product, PocketCitation.

4a – Project Management

Southern Business Systems and Virtual Doxx Corporation would meet with DeKalb County project stakeholders and Users, in person, to establish firm scope-of-work and deliverables. The project genesis is a clear and concise and complete understanding of Requirements, the corresponding options and capabilities for delivery/performance and consensus building for system/solution architecture.

Project Documents

Once consensus has been established, a formal 'Solution Architecture and Specifications' document is authored by Virtual Doxx; this document can be posted on Google.docs and/or otherwise placed online, for collaboration, and/or a static document can be emailed to Stakeholders. This document can be iterated as appropriate by any party(s). A final version of the document will be signed-off by DeKalb County, Southern Business Systems Inc. and Virtual Doxx Corporation. The project has to have this foundation in order to be optimized and/or successful.

Once approved, the 'Solution Architecture and Specifications' document, a spreadsheet-view 'Task List' of every task, decision point, milestone etc. for the project, including responsible party(s), elapsed days to expected completion and actual date of completion is authored. As with all critical project documents, the document is iterated and collaborated upon by all stakeholders to consensus. Again, this can be an on-line collaborative document and/or a static document. The task list is embedded within the below described 'Status Report', and guides and is the primary project management tool to ensure proper project performance. The Task List does not 'live' as an independent document, rather becomes a component of the Status Report document.

A second document critical to project management is the 'Status Report' document. The purpose of this document is to highlight the status and status changes of the project on a weekly basis. This document contains all known items of importance to date and can be used as a reference should any clarification of tasks or focus be required. The Status Report includes:

'Meeting Notes' log

Southern Business Systems and Virtual Doxx put forth extraordinary effort in ensuring that project relevant content or information originated in phone conversation(s) and/or email(s) are translated to the Status Report document, as it is fundamentally flawed to require opaque references to conversations or emails and/or having to research emails over time to extract critical, or needed, information. This type of project could easily generate over 1,000 emails and an extensive # of conversations and meetings, so it is critical that all relevant data be incorporated into a 'living document'; in our case being the 'Status Report'.

The Status Report can be collaborative and up-datable by many stakeholders, or can be maintained by a single author. If the Status Report is collaborative, then color of text and/or other methodologies are utilized to identify the person that modified the document and the date of such modification.

The 'Stakeholders List' defines project team members and their project role. It also provides contact information for each.

The 'Project Narrative' provides a conceptual and technical project description, and is the principal, high level understanding of the parties and consensus to overall and specific project components and delivery. This narrative would be similar to this document's 'Technical Approach' bullet list, framing the primary components of the project. Each appropriate bullet list would be expanded and/or augmented as layers of detail become clear. As such, the narrative ultimately defines specific software and hardware specifications, and the document naturally includes sections, narrative and bullet lists defining all aspects of the project. For example, this iterative document may start with a bullet point such as “deliver handheld software and portable devices', but would evolve to define detailed specifications and requirements, such as 'handheld software to have the following functionality and design', and, 'handheld bar code scanner to be 'xyz' operating system', and, 'list of service attempt actions displaying on handheld is to be 'xyz', 'etc.

This component of the 'Status Report' includes itemization of any unresolved issues included in the Project Narrative, as well as those that are revealed during email, phone and/or other correspondence. The 'Meeting Notes Log' is a dated narrative and/or bullet lists of each conference call and/or software demonstration. Southern Business Systems and Virtual Doxx and/or key subcontractors, as appropriate, are encouraged to participate in weekly, pre-scheduled conference calls. The purpose of this call includes review of the 'Status Report' document to ensure that all participants are 'on the same page' and that there is agreement on the overall project status. Further, these calls facilitate and require that the 'Listing of Project Gateway Items' be carefully reviewed, discussed and progress achieved. The 'Listing of Open Discussion Points' should also be reviewed, discussed and progress achieved. As appropriate, the 'Task List' can be reviewed, as the Task List incorporates all previously resolved Project Gateway and Discussion Point items, including task status.

Software Configuration

During phone, computer and/or onsite 'Requirements Analysis' and solution design discussions, a key component is a 'Software Configuration and Specifications' document that is used to capture all aspects of the software design, including:

database schema and data views, including parent/child structures

field definitions as to unique identifier, min/max, duplicate check, etc. formatted as:

This 'Requirements Analysis' document is a living document and iterates over time, as may be appropriate. It is the 'blueprint' for configuring the software. This document is signed-off by appropriate stakeholders, at which time software configuration / development ensues.

Based on the approved 'Requirements Analysis' specifications document, the software is configured, and any new code written, if required, to achieve the specifications defined. Upon completion, a personal and/or GotoMeeting call(s) are scheduled to review the software design with DeKalb County stakeholders. The software design process is inherently iterative. During the first demonstration, Virtual Doxx staff will receive feedback from DeKalb County as to approvals, change requests, deletions and additions. This feedback is incorporated into second phase software configuration, a 2nd demonstration/feedback, and the iterative process continues to 'acceptance' by all parties. Only upon and following acceptance, the software is installed on internal server(s), or, migrated to a cloud-based Internet server. This process intends to eliminate the risks associated with software implementation, because the software is fully developed, and approved, prior to implementation.

Once the final version of software is approved, the software goes into testing phase on the specified server. A customized 'Users Manual' is provided for DeKalb Users, and appropriate, preliminary training provided for KeKalb Test Users. DeKalb Users would thoroughly test, in conjunction with Virtual Doxx staff, to ensure that all aspects of the system are functioning properly, and the software often undergoes a final phase of tweaking, based on feedback during the testing phase. The software is continually modified to incorporate all appropriate feedback, and stays in 'test' mode until go-live acceptance by DeKalb County. As may be appropriate, data is refreshed and/or the server/data reinstalled after testing is completed, and training and go-live can be scheduled.

Hardware

The 'Server, Hardware and Technical Requirements' document is dedicated to listing and grouping of all required RFID, bar code, server, workstation, networking, communications, etc. component of the project. The deliverables are tightly defined and signed-off by appropriate stakeholders. As such, when the software is ready to go-live, all appropriate technical requirements are accounted for and in place. This includes any software that works in conjunction with the hardware and networking environment. At the culmination of the team's review and acceptance of said infrastructure, a sign-off document is executed itemizing all items to be installed and implemented, and the items are ordered from appropriate suppliers and/or reserved from inventories.

Implementation & Training

Once the software has been tested and accepted and approved for go-live, and, the 'Server, Hardware and Technical Requirements' document approved by appropriate stakeholders, implementation and training tasks and durations are committed to a living document. This document details each component of installation, implementation and training, and is signed-off by appropriate stakeholders in conjunction with scheduling same. As with most software companies, we prefer that there is a 'train the trainer' component to training, in addition to or in conjunction with training of all appropriate Users. Installation and training is provided consistent with the mutually approved implementation task list and time line, and culminates with DeKalb County's acceptance of the project.

4b – Availability and Allocation of Resources

Southern Business Systems and Virtual Doxx have the appropriate resources, personnel, partners, industry specialists, skills and resources to implement the system proposed. In submitting this proposal, we provide DeKalb County the assurance that the appropriate resources will be dedicated to the project for timely execution.
