Job Title:Learning & Organisational Development Adviser Job ID/ Post ref:Directorate:HRRole Profile:Service Area:Learning & Development Grade:8Reporting to:Principal Learning & Organisational Development Adviser Date of Issue:Job Purpose: Responsible to the Principal Learning and Organisational Development Adviser for the provision of a professional, client centred people and organisational development service. Providing specialist advice and support and making recommendations for action on a wide range of learning and development issues, that meet the business needs of the organisation and in particular the transformation agenda.Principal duties and responsibilities:To design, deliver and evaluate a broad range of generic and bespoke people and organisational development interventions and programmes including leadership and management development, talent management, change management and the Authority wide transformation agenda. To work strategically and operationally in a Link Officer role, proactively developing effective working relationships with managers at all levels of the organisation. Providing them with support and advice to identify workforce development initiatives in response to organisational need, offer pragmatic solutions that meet the needs of the service area, make recommendations for actions and facilitate learning and development interventions for individuals and teams. To maintain a comprehensive understanding of cutting edge thinking and best practice in relation to people and organisational development. Provide a well informed source of advice and specialist expertise to strategic and operational managers to improve performance and enable the successful delivery of the organisation’s objectives. To provide Corporate Learning and Development support to Elected Members throughout their term of office. Designing and delivering induction programmes and subsequent annual programmes of training. To manage and prioritise own portfolio of work to include learning and development, people and organisational development and corporate projects to meet the objectives of service areas and/or the transformation agenda.To provide, both on line using a blended learning approach and face to face: expert facilitation, coaching, personal and team development interventions to improve individual and team effectiveness, achieve better business outcomes and deliver the organisation’s objectives. To champion a continuous improvement mind-set consistently researching and disseminating best practice in training, management and organisational development.Maintain professional networks across the region, keeping pace with national developments and maximise opportunities to work collaboratively on a regional and national basis. Use assessment, development and psychometric tools to determine how best to support personal, team and organisational development outcomes as required. To support the organisation and managers to develop consistent and rigorous systems of performance review, resulting in training plans that contribute to the identification of skills gaps and support workforce planning.To evaluate the requirement for external training provision, negotiate with suppliers and obtain cost effective interventions.To liaise with HR colleagues to deliver the objectives of the transformation agenda, wider organisational aims and to ensure an integrated approach to meeting identified skills gaps. To design, promote and implement a comprehensive programme of e-learning. Demonstrate creativity and innovation and an awareness of the benefits of ‘blended learning’, choosing options that meet learning and development needs and the objectives of the business/organisation. Person specification – Qualifications, Knowledge, Experience & Skills:EssentialDesirableQualified to degree level or equivalent experienceAppropriate professional qualification in organisational development or L&D and accredited professional status within specialised discipline e.g. CIPD or equivalent recognised bodyCoaching or mentoring qualification (Level 5 or equivalent) Greater than 5 years’ experience in a people and organisational development role Possesses well developed and proven research and analysis skills, has the ability to engage, conduct diagnosis, generate options and build commitment to identified solutionsExperience in the design, delivery and evaluation of a broad range of training interventions and facilitation of bespoke learning events, using both an online blended learning and face to face approach Demonstrates effective influencing skills to achieve effective outcomes.
