Three Non-executive Whistleblowing Champion Board Members appointed to NHSScotland Boards

The Cabinet Secretary for Health and Sport, Jeane Freeman MSP, today announced the appointments of NHSScotland Non-executive Whistleblowing Champion Board Members to Healthcare Improvement Scotland, NHS Golden Jubilee and NHS National Services Scotland.

MEMBERS

Healthcare Improvement Scotland

Keith Charters brings a wealth of experience that includes private equity, medical insurance, wholesale financial markets, publishing and consulting. His skill set encompasses financial oversight, risk management, organisational structuring, compliance and governance. Keith’s third sector involvement has included being treasurer of a charitable company, chairing a book festival charity’s Board, and advising cultural organisations on enterprise structures and governance.

NHS Golden Jubilee

Callum Blackburn has over 20 years’ experience working in public bodies including audit roles in health service and environmental regulators. Callum worked in Falkirk Council for over 8 years and latterly was responsible for the Environmental Health and Environmental Protection services there. He has extensive policy development expertise in both local authorities and the Scottish Government, most recently as the Head of Policy, Research and Evaluation at Zero Waste Scotland; where he helped pioneer government policies on creating a more Circular Economy to combat resource use and climate change. He also served as an External Adviser to Standard Life’s Ethical Advisory Group for pension fund investments for 9 years. Callum has a passion for achieving best practice in governance and management and has qualifications in Management Consultancy and Public Finance.

NHS National Services Scotland

Professor Arturo Langa has had a career that spans 30 years of public services in the NHS and includes working at a senior management executive level, both chairing, and being a member of a variety of leadership committees, he is currently a Consultant Psychiatrist for NHS Lanarkshire. Patient safety is an area he has been passionate about for many years. Additionally, he is an experienced Non-executive Board member who has chaired Board Committees and provided strategic input, business knowledge, and strong governance. Arturo sits on the Court of Queen Margaret University as well as being a Visiting Professor at the University of Highlands and Islands.

APPOINTMENTS

Mr Charters’ appointment will be for four years and will run from 12th October 2020 to 11th October 2024.

Mr Blackburn’s appointment will be for two years and will run from 1st November 2020 to 31st October 2022.

Professor Langa’s appointment will be for four years and will run from 19th October 2020 to 18th October 2024.

The appointments are regulated by the Ethical Standards Commissioner.

REMUNERATION

The remuneration for NHS Golden Jubilee and NHS National Services Scotland is £8,842 per annum for a time commitment of one day per week. The remuneration for Healthcare Improvement Scotland is £170.03 per day for a time commitment of two to four days per month.

OTHER MINISTERIAL APPOINTMENTS

Mr Charters, Mr Blackburn and Professor Langa do not hold any other public appointments.

POLITICAL ACTIVITY

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.

Mr Charters, Mr Blackburn and Professor Langa have had no political activity within the last five years.

BACKGROUND

NHS Scotland currently employs approximately 140,000 staff who work across 14 territorial NHS Boards, seven Special NHS Boards and one public health body.  All NHS Boards work together for the benefit of the people of Scotland.  They also work closely with partners in other parts of the public sector to fulfil the Scottish Government’s Purpose and National Outcomes.

The NHS is one of the most valued organisations in the country and whistleblowing should be welcomed as it allows the organisation to put right anything that may compromise patient safety or the integrity of the Board.

The Whistleblowing Champions will promote a culture of openness and transparency in their Board’s where all staff feel confident to raise any concerns they may have in the knowledge that they will be supported and their concerns properly investigated. Being able to provide assurance that staff are able to raise concerns in an open, honest, and supportive workplace is a hugely worthwhile role.
