Slide 6 - Enhancements Overview

The first feature we will be discussing is Roth 401 (k) and Roth Catch-Up. You can now configure these types of elements using system delivered deduction categories and rules. Then we will look at the Employee W-2 and W-2 Register reports. These are run at year-end. The first report creates the year-end tax form to be distributed to the employee. The second report is used for verification and reconciliation of the employee W-2s. Next we will focus on the legislative reports. First, we will look at the New Hire Electronic Report. It is used to report your new hires and re-hires to the proper state agencies. Second, we will look at the EEO-1 Electronic Report. It is used to report employment data categorized by race/ethnicity, gender, and EEO-1 job category to send to the appropriate federal agency. Finally, we will look at the VETS-100 and VETS-100A Electronic Reports. These are used to report employment opportunities provided to various types of veterans to send to the appropriate federal agency.

Slide 7 - Roth 401 (k) and Roth Catch-Up

With the Roth 401 (k) feature, you can create voluntary deduction elements using a secondary classification of Deferred Compensation 401k Roth and Deferred Compensation 401k Roth Catch Up. The appropriate legislative limits and rules will be observed in the payroll calculations. You also have the option to create Roth 401 (k) elements at the same time as your pretax 401 (k) deduction elements. When creating your pretax 401 (k) deduction element, an additional question will appear, asking if you want to create an associated Roth element.

Slide 8 - Employee W-2

The Employee W-2 refers to the tax form that is distributed to the employee at year-end. It includes details of the earnings and taxes paid by the employee for a given year. A PDF document is created that can be printed using a four-part horizontal (4up horizontal) paper format for those employees who elect to receive a printed copy from the employer.

Slide 9 - Employee W-2 – Setup Summary

No setup is required for this new feature to be available, however certain information should be configured for this report to work as expected. These initial setups are part of Setup and Maintenance in FSM. First, make sure the registration for the United States Federal Tax jurisdiction is completed for each TRU. Use the Manage Legal Reporting Unit Registrations task to properly capture the Federal Employer Identification Number or FEIN. The FEIN prints in the Employer identification number box on the W-2. Second, make sure the registrations for State Income Tax jurisdictions are completed for each TRU. Use the Manage Legal Reporting Unit Registrations task to capture the State Identification Numbers. This number prints in the Employer’s state ID number box on the W-2. Third, for New Jersey, if you have a private plan for either Family Leave Insurance or Disability Insurance, make sure the private plan numbers are captured. Use the Manage Legal Reporting Unit HCM Information task to enter this data. These plan numbers print in Box 16 and 14 on the W-2.

Next, if you have any user-defined information to print in Box 14 , the lookup code ORA_HRX_US_W2_BOX_14_USER_DFND must be configured. Use Manage Common Lookups task to enter the meanings for each code you plan to use. These meanings print as the label in Box 14 on the W-2.

Slide 10 - Employee W-2 – Setup Summary Continued

These tasks listed here are part of the Payroll Calculation Work Area. First, you must define balance feeds for any W-2 balance that is applicable to your business. These balances are not seeded with any feeds. You must define the feed using the proper user-defined elements you have configured. Use the Manage Balance Definitions task to define the feeds. See Related Help Topic “Form W-2 Box Information” for a list of the balances. Second, you must define balance feeds for any W-2 Box 14 balance you want to use. For example, W2 Box 14A. This balance is used in conjunction with the Box 14 lookup code configured earlier. Third, you must identify any statutory employees on the Federal Employee Withholding Certificate using the Manage Calculation Cards task. This information is used to populate Box 13.

This task is also part of the Payroll Calculation Work Area. The Reporting Information card has fields that can be configured for the Employee W-2. Use the Manage Calculation Cards task to navigate to the Reporting Information card to set any of these fields appropriately. The Eligible for Retirement Plan field can be set in order to populate the Retirement Plan on Box 13 on the W-2. Most common use case for this is where an employee is eligible to contribute to a defined contribution plan and chooses not to but the employer still contributes funds. In this case, the Retirement Plan in Box 13 must be populated. If the employee is eligible to contribute to a defined contribution plan and chooses not to and there are no employer matching funds, then the Retirement Plan in Box 13 does not have to be populated. Different rules apply for defined benefit plans. The Retirement Plan in Box 13 will be populated automatically if the employee has balances greater than zero for the appropriate W2 balances such as W2 401k. The remaining two fields are used only if you have selected ADP to print your W-2s.

Slide 12 - W-2 Register

The W-2 Register refers to a report that is generated at year-end. This report is generated in PDF format. You can use this report for pre-print verification, balance verification, and exception verification for the employee W-2s. An option is available to create an additional report showing the employee detail for the amounts reported in each W-2 box. Another option is available to create a totals report summarizing the data by tax reporting unit for each W-2 box. You can use this report to reconcile your year-end totals.

Slide 14 - New Hire Electronic Report

You can use this report to meet legislative compliance with reporting new hires and rehires to the state agencies. The process generates a file suitable for electronic submission. An additional audit file is generated and can be used for verifying the data on the electronic file. Support for the following states is available: Arizona, California, Colorado, Florida, Georgia, Illinois, Indiana, Maryland, Massachusetts, Nebraska, New Jersey, North Carolina, Ohio, Pennsylvania, Texas, Virginia, Washington, and Wisconsin. For all other states, a generic electronic file format will be generated.

First, a default TRU must be associated to the legal employer. This can be configured using the Manage Legal Entity HCM Information task in FSM. Second, contact details for the employer must be configured using the Manage Legal Reporting Unit task. Third, make sure the registration for the United States Federal Tax jurisdiction is completed for the default TRU. Use the Manage Legal Reporting Unit Registrations task to properly capture the FEIN. Finally, make sure the proper new hire status is configured for the employee. This field is found in the work relationship details on the Employment Information page. This field indicates if the employee should be included or excluded from the report.
