This includes developing and implementing schedule changes, data and run-time analysis and integration with Smart Bus programs. This position manages the Scheduling team in a multi-disciplinary team environment, and works collaboratively with various departments, including Planning, Corporate Strategy and Performance, Victoria Operations, Marketing and Communications and Regional Transit Systems.ACCOUNTABILITIESScheduling Team ManagementOversees and leads a team in the planning, analysis, development, monitoring and coordination of detailed transit schedules and runcuts which reflect service designs, including leading the team in:Development of transit schedules that reflect service planning specifications and align with the goals of short and long term regional transit plans; Analysis of runtime and ridership data from a variety of sources, including APC and AVL data to establish effective runtime, deadhead and travel time matrices for schedule development;Developing vehicle assignments designed to maximize productivity and minimize required vehicles, while providing service reliability and capacity in keeping with community demand and operational constraints such as vehicle type restrictions and garage storage capacity;Liaising with Planning staff to ensure proposed schedules meet transit service planning specifications within the identified service hour allocations;Liaising with Operations and Maintenance staff regarding transit service reliability, manpower requirements and vehicle utilization to ensure consistent, reliable and efficient service delivery for each community transit system;In the Victoria Region, oversees vehicle blocking and runcutting to create crew schedules designed to minimize the cost of delivering service while providing high levels of reliability and aligning with applicable collective agreements to create a reasonable working environment for employees, while meeting the related needs of Operations, Service Plans, and company policy.GeneralCoordinates and facilitates the Victoria Region Service Review Committee meetings with UNIFOR representatives.Ensures consistent reliable provision of schedule information to Operating Companies, Local Government Partners and customers including schedule data exports in a variety of formats, e.g. GTFS (Google Transit and IVR), AVL (NextRide), APC, web schedules, Riders’ Guides and maintenance of the vehicle destination blind database. Provides solutions for identifying and improving transit efficiency, effectiveness, and productivity.Develops and implements business processes that aid in the development of schedules and data analyses and assist in meeting the needs of internal customers such as Operations and Planning.Manages projects for various initiatives undertaken by the department and may be designated to lead those at a corporate level.Develops and manages overall department operating budget.Manages the work of assigned staff, maintains responsibility for unit productivity, provides for training and professional development of assigned staff and participates in the selection of staff for the department.Manages assigned personnel and consultants; assigns work and directs the timely completion of complex reports, other written materials and oral reports for dissemination to BC Transit management, the BC Transit Board of Directors, local government elected officials and staff, First Nations, external agencies and the general public.Contributes as a member of the BC Transit management team, identifying and taking action on program-related risks and opportunities.Develops positive relationships with government agencies, operating subsidiaries, contractors, distributors and other various stakeholders as required to ensure the department is meeting its objectives.Assists regional operating partners by serving as first point of contact regarding scheduling.QUALIFICATIONSEDUCATIONPost secondary degree in transportation planning, computer science/engineering or business plus a minimum five (5) years progressive management experience in transportation planning and scheduling, preferably using Hastus scheduling software. A combination of the above will also be considered.EXPERIENCEExperience working in a unionized environment considered an asset. An equivalent combination of education, training and experience may be considered.
