Duties include, but are not limited to the following:A.Specific Assignments [w/Essential (E) / Marginal (M) Functions]55%Certificates of Analysis (E)Review, evaluate, analyze, track, and make determinations on cannabis goods batch regulatory compliance Certificate of Analysis (COA) laboratory data. Research, identify and report potential errors in COA’s to include missing/incomplete data, failed test results, and discrepancies which may require follow-up. (20%)Provide complex analytical support for the California Cannabis Track and Trace (CCTT) program. Utilize the CCTT-Metrc system to track and compare certificate of analysis (COA) results. Provide well organized, detailed statistical reports to meet the Bureau’s needs. (15%)Compile, interpret, and track failed batch progress and status; create weekly and monthly reports on productivity, batch summaries, and other internal reports using Bureau software programs. Collect, tabulate, and analyze data; conduct trend analyses; anticipate future program needs; provide interpretation; and make recommendations to management. (10%)Correspond with licensees regarding failed regulatory compliance tested commercial cannabis batches. Review and ensure proper plans for remediation or destruction of failed batches is completed compliantly, makes recommendations regarding any compliance issues to manager or the Bureau’s Enforcement Division/Complaints Unit. Track the referral to the Bureau’s Complaints Unit related to the non-compliant commercial cannabis testing activity. Provide additional administrative assistance to the Complaints Division as needed. (10%) 35%License Application Review and Processing (E)Track testing laboratory application assignments and status of each application. Maintain accurate information in database at all times, record and manage Laboratory Division data using Excel spreadsheets and report findings. Arrange, schedule, and conduct inspections of licensed laboratory premises when necessary for licensure verification purposes. Review and evaluate Notification and Request Forms from testing laboratory applicant/licensees to determine if requirements for requested action are in line with statutory and regulatory requirements. Research, review, and analyze and make determinations for complex applications requiring an in-depth review and determination the applicant meets the requirements as set forth by statutes and regulations.Field complaints and inquiries from members of the public related to BCC violations. Research, and answer questions from representatives of businesses or governmental organizations related to general regulatory compliance testing provisions. 5%Notify and Collaborate (E)Notify licensee verbally, or in writing of additional documentation or clarifications needed. Work with Bureau scientific staff to ensure complex technical issues are completed in accordance with Bureau statues and regulations.5%Special Projects (M)Preform special projects assigned by the Senior Environmental Scientist, Supervisor (SESS) or the Environmental Program Manager I (Supervisory) (EPM I) as needed. The incumbent has occasional to frequent contact with departmental program staff, other state agencies in response to pending licensing actions, regulatory agencies, and consumers.F.Actions and ConsequencesFailure to effectively participate and contribute to the Laboratory Unit testing team could directly harm or injure California consumers as the failure to identify and take prompt and effective licensing and enforcement actions will jeopardize the livelihood of California consumers and could jeopardize the confidence and integrity of the Bureau and/or the Department of Consumer Affairs.G.Functional RequirementsThe incumbent works 40 hours per week in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements are consistent with office work. It is essential that the incumbent have the ability to professionally and courteously at all times. Incumbent is required to work standard operating hours from 8AM -5PM.H. Other InformationIncumbent must possess good communication skills, use good judgment in decision-making, exercise creativity and flexibility in problem identification and resolution, manage time and resources effectively, and be responsive to Bureau management needs. The incumbent must communicate effectively, both written and verbally and be proficient in the use of a personal computer, including various software such as Word, Excel and Outlook. The ability to meet deadlines while handling multiple tasks with varying timeframes is crucial for successful job performance. Regular attendance and punctuality are an essential part of this job. CORI-Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DCA’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times. Conflict of Interest (COI)-This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.Travel- The incumbent is required to travel throughout an assigned geographical area by various methods of transportation.I have read and understand the duties listed above and I can perform these duties with or without reasonable accommodation.
