Additionally, the incumbent is a working supervisor who manages a caseload for a group of attorneys and performs legal tasks at the level of a senior legal analyst. A minimum of 40% travel per week is required. Duties include but are not limited to the following:Specific Tasks [Essential (E) / Marginal (M) Functions]Caseworker Supervisor: 35%(E) Supervises the activities of OSPD’s caseworker staff in both the Sacramento and Oakland Offices, including planning and controlling work assignments; evaluating work performance; approving leave requests and travel related documents; review and sign timesheets, and informing and directing staff on departmental policies and protocols, administrative matters and pertinent legal procedures affecting OSPD’s mission. Provides the unit with expertise, oversight and training; completes probationary reports, annual appraisals, and disciplinary documents with the input and assistance of attorneys; reviews staff work for accuracy and completion; gathers and shares information with the unit from attorneys, external entities such as changes occurring at SQ or the court, changes in internal policies, etc.; attends monthly unit meetings; assists staff to resolve issues; and ensures adherence to OSPD’s Equal Employment Opportunity policies. 30% (E) Responsible for general program and policy formulation as it relates to the caseworker unit; consults with, Business Services, Human Resources, and staff attorneys on caseworker issues, case assignments and personnel matters including hiring and disciplinary actions; advocates for the caseworker unit; represents the unit at monthly Team Leader meetings and provides verbal reports on unit news and issues; supports the Office Managers in regards to front desk and phone coverage when needed; serves as OSPD’s Agent of Service and assists attorneys and caseworkers in providing documents pursuant to the California Public Records Act.Direct Appeals/Post Conviction: 25% (E) Independently reviews, indexes, and summarizes the record on appeal; drafts documents and correspondence; reviews court records; prepares motions; e-file documents with the court, conducts legal research; participates in Moot Court; and attends hearings. Independently identifies and gathers social history records; locates and interviews witnesses; creates and maintains case databases; summarizes testimony, drafts declarations; prepares expert witnesses; creates and maintains client’s social history and life chronology documents; and organizes and prepares exhibits for filing. Miscellaneous:10% (M) Other related duties and tasks as assigned.Supervision ReceivedThe incumbent reports directly to the Assistant Chief Counsel or her designee.Supervision ExercisedSupervises the caseworker unit which consists of Legal Secretaries, Legal Analysts, Senior Legal Analysts, and Research Data Analysts.Administrative ResponsibilityNonePersonal ContactsContinuous contact with Management, staff attorneys, Human Resources, Business Services and other OSPD employees of all levels, and regular contact with OSPD clients (all of whom are incarcerated), clerks of various county courts and the California Supreme Court, employees at prison institutions, and other government agencies. May also include personal contact with witnesses and out of state public, private, and government agencies.Actions and ConsequencesThe Caseworker Supervisor performs high-level analytical and legal tasks and supervises the work of caseworker staff. Failure to perform these duties adequately could negatively affect OSPD’s reputation and mission to provide high quality representation to its clients.Functional RequirementsWorks 40 hours a week and travels between the Sacramento and Oakland Offices a minimum of two days a week. While in the office, sits most of the time under fluorescent lighting with sufficient temperature control, in close proximity with other employees, and utilizes typical office equipment such as, but not limited to, telecommunications equipment, computers, photocopiers/scanners, and fax machines. Able to occasionally lift and transport small office equipment. Travel is required and includes the ability to drive.
