Our Mission: To provide exceptional human resources leadership and services with integrity, respect and accountability to state departments and all current and prospective employees.General Statement Under the general direction of the Staff Services Manager II, this position is responsible for the maintenance (configuration, administration, validation, creation, review, revision, approval, and archive) of the Department's new enterprise Learning Management System (LMS), CalLearns. Incumbent works independently on a variety of systems and processes; assists analyses, implementation and evaluation of system releases; oversees system security roles, and system configuration/customization for CalLearns process and learning management; evaluate Department training needs, coordinate training using a variety of methods and perform administrative work necessary for CalHR statewide programs. This position will also create and facilitate technical training of CalLearns to end-users with differing levels of knowledge, responsibilities, and position.The incumbent may be responsible for sensitive and confidential matters and requires the use of tact and sound judgment that recognizes the best interests of the state and the Department of Human Resources. Duties include, but are not limited to, the following: Job Functions [Essential (E) / Marginal (M) Functions]: 45% Learning Management System Administration– (E)In general, for the BLACKBOARD/LEARN side of the LMS, be the main point of contact for new course creation/updates/edits (users, training items, course content, etc.). Collaborate with the Training Operations GENIUS side LMS Administrator to ensure smooth integration and operation between the BLACKBOARD/LEARN and GENIUS LMS workflows. Conduct system monitoring to ensure BLACKBOARD/LEARN side LMS data is complete and accurate. Generate training, system, and custom reports. Train other administrators on key system functionalities, administrative tasks, and processes. Analyze and recommend new ideas for identifying improvements. Specifically:Collaboration with the GENIUS side LMS Administrator to:Set-up user and administrator accounts. Maintain appropriate LMS access for users of the LMS.Create and populate content for the creation and posting of Courses/Sections.Develop and generate standard and customized reports associated with data from the LMS.Monitor and test the LMS system as needed to ensure functionality, operational readiness and reliability, as well as the integrity of data and other content as they relate to the use of the LMS to support the mission of the department.Maintain and post a shared, historic log of LMS associated improvements/enhancements that have been implemented as well as lessons learned.Maintain and post a shared, current status log of pending LMS issues and suggestions for future consideration.LMS Records and Data:In coordination with Training Operations, edit/adjust Learner progress/results (within the BLACKBOARD/LEARN side of the LMS) for particular course modules. Upon request, extract and provide Learner course related data (e.g., results from course surveys, assessments) that resides within the BLACKBOARD/LEARN side of the LMS.Identify and assist Training Delivery and Training Operations in the creation of reports and queries based on data that resides within the LMS system.Upon request, educate Training Delivery, Training Operations, and key Stakeholders on the capabilities of the LMS. Workflows / Technical issues:Collaborate with functional representatives to ensure LMS BLACKBOARD/LEARN workflows and processes are properly performed as well as monitored and controlled. Create and maintain associated documentation, including training procedures, work instructions, a data dictionary, technical documentation, and process flows associated with the BLACKBOARD/LEARN side of the LMS.Troubleshoot and resolve content and integration/access/system administration issues.As appropriate, participate on any CalHR LMS associated project teams.35%Development and delivery support for employee training, curriculum, resources, and cost-effective delivery methods. – (E) Create, review, and integrate eLearning and other training collateral leveraging rapid authoring and LMS tools. Support the design and development of course materials by the Training Delivery/Academy groups.In collaboration with course developers, develop or enhance training documents, quizzes, and support materials as needed.Support learning professionals and subject matter experts on virtual delivery options like WebEx, Teams, and Zoom; serve as the technical expert and producer for virtual delivery events.In conjunction with course developers, create, test, and troubleshoot, and upload SCORM content associated with courses. Generate and provide LMS GENIUS Administrator with content that is necessary (i.e., course tile information and images) for the posting of courses.Create and populate Master Courses within the LMS with all content that is necessary for the GENIUS side LMS Administrator to create and post Courses/Sections.Collaborate with Training Operations to ensure all course associated BLACKBOARD/LEARN responsibilities are completed with sufficient lead time for Operations to post courses. Ensure that governance is maintained and that all products and learning objects on CalLearns meet statewide standards. Consult with learning professionals and subject matter experts to develop and deliver learning objects within CalLearns. 15%Managing and measuring employee training execution, delivery, effectiveness, and compliance. – (E)Collect and analyze data to periodically validate the relevance of leadership and staff development competencies and assessing competency-related training and development needs by leveraging data from training needs assessments, department leadership, training evaluations, and other sources. Establishes key performance indicators for measuring the effectiveness of the statewide talent development program. Develop evaluation methods to determine that training meets objectives; analyze programs, and work with management to update training to meet changes and improve results of the learning process.5%Communication, governance, education, and outreach – (E)Collaborates with CNLP, vendors, partners, and stakeholders to build and facilitate an employee development community of practice for state employees to share best practices and experience with human resources. Provides expert advice and consultation on Learning Management Systems to help organizations address challenges and achieve their talent development and business goals and objectives. Prepares and delivers informative and educational talent development presentations and workshops. Keeps up with talent development industry trends in order to propose innovative ideas for maximizing the effectiveness of workforce development initiatives. Works collaboratively with division staff to design, produce, and review a wide variety of division marketing and communication deliverables. Involved in Enterprise HR efforts and provides support to other state departments during their LMS onboarding. Leads CalLearns Governance Board and documentation to ensure that department values are upheld and that we are maintaining the highest quality standards of program delivery.Supervision ReceivedThe CalLearns Administrator reports directly to and receives the majority of assignments from the Statewide Learning Manager (Staff Services Manager II) over the HR and Lean Academies; however, direction and assignments may also come from the Chief Learning Officer (Staff Services Manager III.) Supervision ExercisedThe Staff Services Manager I (Specialist) exercises no supervision. The Staff Services Manager I (Specialist) may act as a program lead and coordinate the efforts of staff to meet division needs. Special Requirements / Desirable QualificationsAbility to operate standard office equipment such as, but not limited to: a personal computer (desk top or lap top models), paper shredder, basic calculator, document system (copier, facsimile, imaging). Ability to move training materials and equipment, including boxes up to 25 pounds. Working ConditionsThe duties of this position are performed indoors. The employee’s workstation is located at 1515 “S” Street building and is equipped with standard or ergonomic office equipment, as appropriate. Travel may be required to attend meetings or training classes. Ability to operate standard office equipment such as, but not limited to: a personal computer (desk top or lap top models), paper shredder, basic calculator, document system (copier, facsimile, imaging). Ability to move training materials and equipment, including boxes up to 25 pounds. CalHR has temporarily adopted telework for employees who can perform their essential work functions remotely. This is contingent upon the employee accepting the CalHR telework policy, and is subject to change based upon the needs of the program and the department..
