We had 22 participants this year who spent the day advocating for Emergency Nurses. We had several great speakers including Debby Rogers from the California Hospital Association who presented on Leadership and Public Policy, Linda Tenerowicz from Assembly member Rodriguez’s office and Dr. Carrieann Drenton who sits on the Board on California Association of Emergency Physician. After exciting morning of education, all 22 participants walked across the street to the state capitol to meet with legislators to discuss the needs of emergency nurses and our patient population. Due to limited time for the meeting, there was a nice discussion on AB1795 and the impact of alternate destinations. California ENA is in support of this bill. Another bill that was discussed heavily was SB 1152 which would increase the resources that hospitals would provide to homeless patients upon discharge. The discussion focused on the intent of the bill, but the burden it would place on ED’s and hospitals’ to comply with the regulations. Other bills briefly discussed include ? We are expecting them to come 4th quarter of 2018. The updates will have more interactive lectures, more online, and there is discussion on a one day renewal class for ENPC. There are discussions about making ENPC and TNCC TNP’s similar. State sponsored course for ENPC instructor will be August 9, 2018 the day before the state meeting in Sonoma. This will be an opportunity for more of our members to attend the state meeting, which is the next day in the same venue. The group agreed that the committee would work with social media to promote any education or events specific for pediatrics. There was discussion on pediatric medication safety in Emergency Department. The ENA has created a position statement on this process. We encourage all ED nurses to read this paper and implement the suggestions, if not done already. Submitted By: Mindy PotterEMS (Scott): Chapter/Committee News: :As always, the EMS Committee reviewed multiple reports from a variety of Committees and Task Forces throughout the state. Core Measure - The final issues have not yet been approved by the EMS Commission. The topic is on the June agenda. At the present, they are considering 16 measures. The EMS Commission report from the 21 Mar meeting is listed separately. The State Stroke Task Force has their report in the Finance Committee at present and the STEMI TF document will soon be out for public comment. Wall time is still a controversial issue. Be sure to review AB 2280. Could be away to bypass the normal review process. Other bills you should follow AB 238, AB 1795, AB 2156, AB 2983. Community Paramedic programs are still alive. The aim is to continue discussion through 2018 and hopefully in 2019. See SB 746 A recent research report states elderly patients generally have a poor outcome when returning to the Emergency Department within 30 days of a previous visit.. A risk factor to note in triage. During the Round Table it was discussed to always have one staff nurse from EACH department report to the Emergency Department automatically when Code Triage is paged. Fortier) EMS Commission (Snyder): Chapter/Committee News: :Minutes to EMSA commission meeting can be found on the EMSA site:? Measures: EMSA has revised the Core Measures program to accommodate the transition to the NEMSIS Version 3.4 standards. EMSA initiated an ad-hoc work group comprised of EMS stakeholders to enhance the existing Core Measure set. This group, which met on November 2nd, 2017, reviewed each of the California Core Measures as well as those developed through the EMS Compass Initiative. The recommendations from the ad-hoc group were discussed and reviewed by the Core Measures Task Force on November 28, 2017. The EMSA commission deferred approval until the June meeting. Disaster: There will be a 4% cut to HPP funding for the state. Drug Shortages: EMSA is reporting pain medication shortages and is considering adding Ketamine, IV Tylenol and Nitrous Oxide to the optional scope of practice for paramedics. Regulations: The following information is an update to the regulation rulemaking calendar approved by the Commission on EMS on December 6, 2017. In accordance with Health and Safety Code Section 1797.107, the Emergency Medical Services Authority is promulgating the following regulations: EMSC Open for public comment until April 30th. STEMI and Stoke regulations passed through finance department. APOT: Ambulance patient offload times: Ambulance patient offload times (APOT) continue to be submitted quarterly to EMSA. To date, 15 of the 33 LEMSAs have provided at least one Quarter’s worth of APOT information, represented 238 (non-unique) hospitals for 2017 Data. Of those reporting LEMSAs, only 8 LEMSAs provided the full years’ worth of 2017 data. Currently, EMSA is working to develop a repository for this information to enhance the ability for review and analysis. Doing so will help to streamline future submissions of APOT information. Additionally, EMSA revised the APOT reporting spreadsheet to include clearer instructions, formatting enhancements, additional aggregate information, and cost per unit hour. EMSA continues the review of APOT submissions and is working to determine the best ways to visualize the information in a meaningful way. LEMSAs are encouraged to complete and submit APOT information to EMSA each quarter and continue to monitor and analyze APOT data to help identify and implement quality improvement strategies where needed. The DHV Program has over 23,500 volunteers registered. Over 20,900 of these registered volunteers are in healthcare occupations. All 58 counties have trained DHV System Administrators in their MHOAC Programs. EMSA provides routine training and system drill opportunities for all DHV System Administrators. Over 9,300 of the 23,500 plus DHV registered responders are Medical Reserve Corps (MRC) members. EMSA publishes the “DHV Journal” newsletter for all volunteers on a tri-annual basis. Ongoing technical support and clarification is provided to public safety agencies, LEMSA’s and the general public regarding all AED statutes and regulations. EMSA is working on a webpage to provide information regarding AED statutes for clarification. Review and approval of public safety AED programs according to Chapter 1.5 Section 100021 continues. On February 10, our chapter met at The Daily Brew Coffee Bar in Montebello. We watched/listened to a webinar from the American Hospital Assoc. entitled Mass Casualties Preparation and Response; Lessons Learned from Las Vegas and Orlando. Afterward, we had a great discussion about practical things we could implement in our own hospitals in the event of a mass casualty event. Our next chapter meeting is April 12 and will be a sponsored event at Bourbon Steak in Glendale. The topic will be treatment options for patients with von Willebrand disease. We are also offering $50 worth of opportunity prizes to entice members to attend. At our April 12 meeting, we will encourage members to serve on the chapter board for 2019. We will arrange our elections to coincide with the states elections in May 2018. We have sent out a "Save The Date" for our big event, The CEN Olympics, on June 23 at Huntington Memorial Hospital. We are already getting a lot of interest in this event and hope to have a very exciting and fun afternoon of competition between teams from area hospitals. Great prizes will be awarded to the top 3 teams. Lunch included. Registration with a minimal entrance fee are required. CEs will be provided for RNs and MICNs. We are continuing to promote service as a delegate at the upcoming National Conference in Pittsburgh. Keniston, PresidentGLA : May 1st update:On April 12, 2018 at Bourbon Steakhouse in Glendale we were fortunate to be a part of a very interesting presentation by hematologist, Dr. Vinod Balasa, MD on the first ever product created by Shire specifically for the treatment of von Willebrand Disease. The speaker was excellent and the attendees agreed that they took away a lot more information and knowledge that they had prior to the presentation. There was an excellent turnout for the meeting. Following the presentation, we discussed upcoming events, such as the State Meeting in Santa Barbara on?May 11, becoming a delegate for the upcoming National Conference in Pittsburgh, plans for other speakers at our chapter meetings, and discussion about becoming involved in the chapter at the board level. A primary focus of our discussion surrounded our upcoming CEN Olympics event, how to get involved and a request to encourage our colleagues to participate. In February the Inland Empire Chapter partnered with a local hospital to provide a day of education on the Las Vegas tragedy. Thank you Diane who provided the CE's for the course! The conference had over 330 attendees with some great speakers. The chapter hosted at booth thank you to Leslie Duke and we yielded 9 new members in the month of February! That was our biggest month so far this quarter we had a total of 20 new members! Next month our meeting will be hosted by the Cheeta Medical group at Eisenhower medical Center.
