|Job Summary: The unit supports the In Home Supportive Services (IHSS) and the Waiver Personal Care Services (WPCS) programs. The unit is responsible for contributing |

|to the development of IHSS and WPCS Programs’ regulations, policies and procedures (P&P), and ensuring the P&Ps are fully implemented and properly followed. The unit |

|is also responsible for performing tasks that are directly related to accomplishing the IHSS and WPCS Programs’ objectives and providing essential support, guidance, |

|and technical assistance of HCBS Programs providers. |

|Description of Duties: This position is engaged in a wide variety of sensitive, administrative, and analytical task. The incumbent performs routine analytical tasks |

|of average difficulty. The incumbent carries out a wide variety of consultative and analytical assignments, such as: the application of principles, practices, and |

|trends of public and business administration, management, research, analysis, and use of independent judgement and discretion to interpret and apply statutes, |

|regulations, and policies and procedures to specific situations. In addition, the incumbent completes tasks such as gathering and tabulating data, reviews and analyzes |

|proposed legislation and advises management of the potential impact, makes recommendations to management on policies and procedures, prepares reports, and program |

|correspondence. |

|25% Performs the routine analytical assignments in the research, development, and recommendations of IHSS and WPCS Programs’ statewide policies, procedures, policy |

|changes, letters, and forms management. Assists with answering provider questions received through the WPCS hotline. |

|15% Performs the routine analytical assignments in the development and coordination of IHSS and WPCS Programs’ interagency agreements; contract scope of work; |

|procurement; vendor scope of work; and, audit and compliance tools associated with the IHSS and WPCS Programs. Assists the HCBS Operations team, as required, with |

|training, education, and technical assistance of new WPCS Program providers. |

|15% Performs the routine analytical assignments in the development, coordination, and review of provider timesheets, invoices, payment reconciliations, and overtime |

|exceptions and violations associated with the IHSS and WPCS Programs. |

|10% Performs the routine analytical assignments related to stakeholder engagement and advisory groups as well as managing/maintaining a good working relationship with |

|the Centers for Medicare and Medicaid Services (CMS) and sister departments. |

|10% Performs the routine analytical assignments in the development and coordination of HCBS Programs’ budget, including but not limited to: policy changes, budget |

|change concepts, and budget change. |

| |

|10% Performs the routine analytical assignments in the development and coordination legislative proposals, legislative analysis, and media requests associated with the |

|HCBS Programs. |

| |

|5% Prepares and coordinates documents for web posting, including; American with Disabilities Act (ADA); Office of Communications (OC) review; special reports; letters; |

|memos; and various other correspondence. |
