NOT REQUIRED ?GENERAL STATEMENTUnder the direction of the Chief Deputy of Legislation and Policy, the incumbent is responsible for reviewing introduced and amended legislation for potential impact on the Department and its programs; conducting legislative research, analyzing, and developing policy recommendations on a broad range of complex topics including apprenticeship, wage and hour law, workers’ compensation, occupational safety and health and prevailing wages. % OF DUTIESESSENTIAL FUNCTIONS45%Legislative Analysis: Review, research, analyze and draft legislative proposal ideas received from the Division and Policy Chiefs, Executive Officers, Chief Counsel, the Director, the Labor and Workforce Development Agency and the Governor’s Office. Advise Department management on proposed legislation’s possible effects on Department and Division programs including but not limited to fiscal impacts. Review and edit bill analyses prior to review by senior executive staff. Work with Department staff to develop recommendations for formal positions for the Department to adopt on bills. Handle correspondence relating to legislation within Department, Agency, the Governor’s Office, Department of Finance, the Legislature and other stakeholders. 35%Legislative Coordination and Tracking: Coordinate the Department’s bill analysis process including tracking staff assignments for the completion of bill analyses. Track local, state and federal legislation related to wage and hour, occupational safety and health, employment law, workers’ compensation and any other labor law that may impact the Department. Track and assign legislative analyses to appropriate Division or Unit. Continuously monitor legislation as it is amended throughout the legislative process. Keep Department and Division staff apprised of amendments. Advise Department and Division staff and legislative unit of internal and external deadlines and ensure analyses are received, reviewed and submitted for Director and Agency review on time. Track, monitor and compile reports regarding legislative meetings and correspondence for weekly Agency updates. Participate in regular meetings with executive staff to provide legislative updates. Maintain and update the Department’s legislative file system and provide all relevant information such as: staff assigned to bill analyses, Department’s position, Agency’s position, and Governor’s Office position on legislation.10%Legislative Liaison: Serve as one of the Department’s first point of contact or liaison for the Legislative Division and respond to inquiries from Agency, Department of Finance, legislative staff, constituents, and stakeholders. Assist Director’s Office staff in responding and managing legislative inquiries. Ensure sensitive and political responses are elevated to the Deputy Director of Legislation and Policy for review.MARGINAL FUNCTIONS5%Hearings and Special Presentations: Attend legislative hearings and other public hearings as required throughout the state.
