Dear Ms. Rowan,

Rock Creek Wind, LLC ("Applicant" or "Rock Creek"), an affiliate of Invenergy Wind Development North America LLC ("Invenergy"), is pleased to submit this Project Application to the Carbon County ("Carbon County") Planning and Development Department for a Conditional Use Permit ("CUP") to permit and construct a commercial scale Wind Energy Conversion System ("WECS").

The Project is a commercial WECS planned to be approximately 590 megawatts ("MW") and a maximum of up to 129 turbines spread over approximately 14,900 acres in Carbon County and 32,620 acres in Albany County, for a total of 47,520 acres. A detailed outline of the permitted project area is outlined in the map in Appendix 01 ("Permit Area"). The Permit Area encompasses the maximum potential geographical footprint of all WECS facilities associated with Rock Creek Wind, LLC's Conditional Use Permit application. Rock Creek is applying for a Carbon County Conditional Use permit for just the Wind Turbines and the associated wind power facilities that are located in Carbon County, but will be presenting the project in its entirety to highlight the cumulative effects on the County.
