DUTY STATEMENTClassification:Associate Governmental Program Analyst Name:XXXXXXXX Position Number:813-440-5393-XXXSupervised by:Staff Services Manager I, Team ManagerJob Title:Lead Employment CoordinatorDivision:Greater Los Angeles District, VRED / BFS Branch:District Office Primary Assignment:District Lead Employment Coordinator JOB OBJECTIVES:Under the general supervision of the Regional Director, in the Greater Los Angeles District, District Office Location of the Vocational Rehabilitation Employment Division/Specialized Services Division, and working cooperatively with program units and supervisors throughout the District, the Lead District Employment Coordinator (LEC), Associate Governmental Program Analyst (AGPA), in a lead working capacity provides a variety of high level analytical support and training relating to employment/placement activities, employment preparation skills instruction, business relationship building, identifying and supporting the implementation of regional sector strategies, and marketing to increase employment opportunities for individuals with disabilities. The LEC provides support within and across districts in the communication to and in support of large, regional, multi-district businesses contacts to ensure consistent communication and responsiveness. The ________ (name of district) is responsible for the service delivery of the Federal Title I Vocational Rehabilitation Services Program. The services assist eligible individuals in achieving their employment goals by providing training, assistive technology, supported employment and job placement support. District staff will also conduct eligibility determinations for applicants for services and direct post-employment services for individuals who find jobs as a result of DOR services. ESSENTIAL JOB FUNCTIONS:Specifically, the Associate Governmental Program Analyst, as the district Lead Employment Coordinator (LEC) will perform high level and complex analytical duties and provide subject-matter training toward ensuring the efficacy and consistency of Employment Coordinator (EC) services, responsiveness to businesses and the effective delivery of employment services across the district and their market-sector region in the following areas:Program Responsibilities35% Job Development and Placement: Provide direct job development and placement information and services, as applicable, to consumers and to their representatives who have the most complex or comprehensive needs or requirements, including Customized Employment. Provide information and referral and career guidance to appropriate individuals with disabilities. Provide district-wide coordination of direct employment services to job ready DOR consumers including intake and employment preparation; job development and placement; and job retention and follow-up in a variety of employment settings. Ensure timely development and successful completion of district and regional hiring/placement activities such as Work Experience Programs, Job Placement Circle programs, Job Clubs, reverse job fairs and hiring events within the district, or region, as applicable.20% Analysis, Training and Support: Offer feedback directly to the district administrator and the Department's Workforce Development Section in Sacramento regarding training on, and interpretation of, new and modified business engagement and consumer service procedures and policies as they are approved and distributed by the DOR's central office, including, the Workforce Development Services Unit (WDS). Under the direction of the Team Manager, as Lead Employment Coordinator, provide subject-matter training for newly appointed and incumbent Employment Coordinators on job preparation, placement and other designated EC responsibilities. Act as lead district trainer and coordinator of disability sensitivity and etiquette training to business partners and the community using Windmills and/or other training curriculum.15% Communications: Write, review, and/or edit individual consumer and district/regional reports and otherwise provide information related to employment services for purposes of planning and placement activities. Develop and distribute business and labor market information such as sector strategies, labor market trends, and job leads to district staff, including providing and or tracking follow-up to the more complex received business contacts, job leads and business requests for assistance. Consult with District Team Managers and counselors to advise on the most complex labor market data and new or expanded employment services for consumers. Act as the district liaison to large businesses seeking supports, information or assistance. Coordinate district-wide responses to businesses, within the district and with other DOR districts, including, but not limited to accurate tracking and reporting of business engagement, networking, outreach, and other interactions with businesses in the community. Analyze and report to district staff and the DOR's WDS unit on local and regional labor market and service needs. Promote and market the benefits of employment of DOR consumers, (i.e. tax incentives, On-the-Job Training (OJT)). Act as district coordinator with local/regional employment service providers to ensure the delivery of quality services and to assist in the evaluation and development of improved methods of service delivery to support the increase of employment outcomes. Serve as the District technical resource for the provision of employment services for the most complex cases (i.e. those consumers with multiple barriers to employment). Assist Workforce Development Section in establishing statewide employer relationships.15% Technical Support and coordination: Provide coordination, analysis and technical expertise on the development of district-wide Job Club rooms and Job Club activities including but not limited to the development of district procedures/polices for the utilization of space, equipment and scheduling. Develop and share standardized curriculum for assisting consumers with career assessment services, mock interviews, resume development, interviewing skills development, job searching skills, and enrolling Business/Employer participation. Assist in the provision of information and technical assistance to employers on their responsibilities under the WIOA Section 511. Provide subject matter expertise and tracking of district utilization of both Limited Examination and Appointment Program (LEAP) Certifications and Schedule A letters for Federal employment for all district staff. Act as lead liaison with DOR Workforce Development Section and with the Americas Job Centers of CA (AJCC) Business Engagement projects.10% Research and Analysis: Obtain, review and analyze relevant materials such as labor market data and career development information to DOR consumers as determined by the District Management Team or Regional Managers. Provide regular reports of regional and local LMI to district counselors and managers. Establish links to local and regional business partners and maintain a district database for these business contacts. Attend local/regional meetings and perform presentations to market DOR and disseminate information on DOR services and resources to businesses, professional organizations, and other employment related resources and service groups including the American Job Centers of California. Provide information and resources to district employment coordinators, counselors and managers, and community businesses and employers regarding incentives and supports available to business such as for workplace accommodations, barrier removal, WOTC, On-the-Job Training, and other tax incentives and other resources that may assist a business with understanding the benefits and incentives of hiring individuals with disabilities. Work with district Work Incentive Planners (WIP) to coordinate benefits advisement and placement services in support of DOR consumers receiving public assistance. Provide information to businesses and consumers regarding special services and considerations for employment of DOR consumers including, but not limited to ADA, and FEHA. Note: The work of this position requires up to 40% fieldwork and travel in the community All Times: Responds to all inquiries and takes appropriate action in a timely manner; provides excellent customer service to both internal and external customers; interacts with consumers and coworkers in a professional manner with integrity and respect.
