ABOUT THE POSITION:This is an ideal opportunity for an exceptional leader who is passionate about success for all students to play a significant role in leading Delaware through a monumental shift in how it addresses Career and Technical Education. The Director will oversee the delivery of world-class CTE programs to ensure that students graduate college and career ready with industry-recognized credentials. The Director is also responsible for ensuring that Delaware’s STEM initiatives result in measurably improved outcomes for students in math and science. Reporting to the Chief Academic Officer, the Director will serve as the leader for the state on CTE strategic planning, oversee STEM/ CTE integration , and manage the implementation of federal, state, and district CTE grants and requirements related to students.Major responsibilities include:Strategic PlanningDevelop, clarify and communicate the vision and strategy for CTE in DelawareEstablish partnerships and collaborate with post-secondary institutions to create or maintain alignment with high school programsUse data analysis to develop new CTE pathways to meet current and projected economic and workforce needs in high wage, high demand, high skills industry sectors representative of a global economyLead the development of 21st Century and STEM aligned career pathwaysNetwork with businesses, chambers of commerce, and regional economic and community development organizations to communicate the evolution of CTEIntegrate CTE initiatives with other instructional initiatives in the Teaching and Learning BranchGrant ManagementMonitor and serve as a point of contact for compliance tracking, technical assistance, and reporting for state and federal CTE grants Oversee the preparation of state grant applicationsCollaborate with staff members and program managers to ensure full federal and state compliance, track funds, and ensure all grants are reviewed in a timely and effective manner Direct the development, revision, and monitoring of the department’s budgetSupport the advancement of capital improvements that emulate business and industry standards in support of CTE deliveryProgram Support and Monitoring Orchestrate approval and renewal processes for CTE pathways and programs of studyDevelop and implement a differentiated model for technical assistance for strategic planning and utilization of CTE programs of study Provide a bank of state endorsed program of study models and technical skills assessmentsDevelop systems to approve and monitor local programs and assess district progress with the development of programs of study Oversee professional development for CTE teachersEnsure that accurate, timely and complete information is available regarding CTE on the DDOE website and other communication meansLeadership and SupervisionServe on state and regional CTE committeesSupervise personnel responsible for program components including state standards development, administrative code, and federal data collection and reportingProvide leadership and vision for the planning, development, and implementation of initiatives related to high school students’ preparation for both college and careersConduct all staff evaluations in a timely manner in accordance with the Department Staff Performance Evaluation SystemAssist staff to develop individual work plans that support Department and Branch goals, monitors work plans, and provides regular an ongoing feedback to staffPerforms other duties as required by the Chief Academic OfficerCANDIDATE REQUIREMENTS:The ideal candidate will possess the following qualifications:Experience:A minimum of three (3) years demonstrated successful leadership related to Career and Technical Education programs, working in a high school, central office, or in the public or private sector Bachelor’s degree, with a Master’s degree strongly preferredExperience in managing multiple projects while ensuring that goals and priorities are metKnowledge of Career and Technical Education programs and policies relevant to STEM initiativesExperience with federal grants, department monitoring, and technical assistance preferredSkills:Interpersonal skills and the ability to communicate technical subjects to both technical and non-technical staffExperience working effectively in a team-oriented environmentStrong oral and written communication skillsAbility to effectively establish collaborative relationships to pursue goals common to both the Department, post-secondary institutions, and the business communityInterest in participating in Department decision making by serving as a member of the Director’s CouncilAbility to work cooperatively with other Directors and Department groups to enhance communication efforts, eliminate the overlap of services, and achieve the Department’s strategic goalsStrategic planning and project management experience COMPENSATION:Salary will be computed in accordance with educational level and work experience of the individual selected in accordance with the salary schedules for employees of the Department of Education.
