MINUTES OF A REGULAR MEETING OF THE

BOARD OF PARK COMMISSIONERS OF DECATUR PARK

DISTRICT, MACON COUNTY, ILLINOIS, HELD AT

DECATUR PARK DISTRICT ADMINISTRATION OFFICE

620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS

AT 12:00 NOON ON THE 3rd DAY OF FEBRUARY, 2016

The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 3rd day of February, 2016 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Bob Brilley, II, Vice President

Chris Harrison, Commissioner

Chris Riley, Commissioner

Stacey Young, Commissioner

A quorum of the members of the Board of Park Commissioners being present, President Kenny called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

NO. 15639 A motion to approve items 1 - 4 on the Consent Agenda was made by Commissioner Riley and seconded by Commissioner Young. Upon call of the roll, all voted aye.

3. Ordinance No. 2016-4 Abatement of Taxes for Alternate Revenue Bond Debt

4. Bills for Approval

BOND RATING PRESENTATION CFO Buhr introduced Dan Forbes from Speer Financial, who has worked with CFO Buhr through the capital budget and financing stages and also facilitated the rating and bidding process.

Mr. Forbes explained that the District received the rate of AA-/Stable through Standard & Poor’s Ratings Services (S&P). The report highlighted positive aspects of the District, its financial strengths, and financial management. Two bids were received for the $4,425,000 General Obligation Park Bonds, Series 2016. The recommendation was to accept the bid from Jefferies & Company, New York, NY with a true interest rate of 1.0987%.

NO. 15640 Commissioner Riley stated that the Board, CFO Buhr, and staff have done a good job in maintaining the AA- rating. This rating is important to save taxpayers’ money. A motion was made by Commissioner Young and seconded by Commissioner Riley to approve Ordinance No. 2016-2 as stated. All voted aye upon call of the roll.

AIRPORT Local pilot Bart Cole recently received the honorary Wright Brothers Master Pilot Award from the FAA. This award recognizes pilots who have demonstrated professionalism, skill, and aviation expertise by maintaining safe operations for 50 or more years.

Air Choice One has started offering four flights to Chicago and two to St. Louis. They now have a plane that stays overnight at Decatur Airport and departs for Chicago at 6:00 a.m. each day. Gaitros Aviation, LLC houses the plane. Adding the Chicago flights is a 6-month trial run, with Department of Transportation approval.

GOLF Scovill reopened Friday after the rain and snow cleared. The weekend was quite busy, and we have had excellent numbers for the end of January.

Forty kids participated in junior golf last week at the DISC Indoor Golf Room.

RECREATION & FACILITIES Perform! tickets went on sale Monday and 25% have already been sold.

Baseball/softball registration begins next Wednesday and will run through mid-March. Sign-ups will be held at South Shores and Baum Schools as well as at the DISC.

Interviews start next week for seasonal positions at Scovill Zoo and Overlook Adventure Mini Golf. Staff is planning mini golf theme nights and special events.

Three outdoor movies are in the budget for this summer, two at mini golf and one in Fairview Park. Last year’s mini golf location was a good way for families to enjoy CherryBerry, Ted’s Taters, mini golf and a movie.

CHIEF FINANCIAL OFFICER Admin staff has started preparing the 2016-17 budget. Staff will meet with Commissioners later in the spring to discuss.

Human Resources is gearing up to hire seasonal staff.

ATTORNEY BOOTH An executive session is needed to consider the lease of real estate.

EXECUTIVE DIRECTOR CLEVENGER commended staff for their day-to-day work and Commissioners for making tough decisions, which aided in securing the District’s good bond rating.

COMMISSIONER COMMENTS

Commissioner Riley Last Friday was the end of the Parks at 5 radio show. Park District partners were on the show the last two weeks. All had great things to say about working with the Park District.

Commissioner Brilley has heard a lot of positive comments regarding the Park Police. He asked if all of the cars will be rewrapped with the new police logo. Chief Culp replied that the police cars will not all be redone, but as new cars are brought into the fleet, they will display the new emblem.

Commissioner Harrison Kudos on the bond rating. Good work everyone!

Commissioner Harrison made and Commissioner Young seconded a motion that the meeting adjourn and move into closed session. All voted aye, and the regular meeting adjourned at 12:35 p.m.

Commissioner Riley made and Commissioner Harrison seconded a motion that the meeting move into closed session to consider the lease of real estate. All voted aye and the meeting moved into closed session at approximately 12:40 p.m.

Commissioner Riley left the meeting at the end of the executive session.

When the Commissioners returned into open session, Commissioner Young made and Commissioner Harrison seconded a motion approving a 15-year lease with Jacob Sams for one acre of land in the Girl Scout Camp. Commissioners Kenny, Brilley, Harrison and Young voted aye; no nays were received, and the motion was carried.

Commissioner Young made and Commissioner Harrison seconded a motion that the meeting adjourn. Commissioners Kenny, Brilley, Harrison and Young voted aye and the meeting adjourned at approximately 1:00 p.m.
