Diversion will be deeper than Maple River so it will be bridged under Maple. Large aqueducts to channel water. MVFD: Kayla–Met with Mark H (Moore) Fire Code–not the ones enforcing, they do not do inspections. City needs to determine if codes will be kept local or use state model.Retirement bylaws of West Fargo retirement are being reviewed. Auditor requested what fund to take the $1000. for the start of the retirement account that council approved at last meeting. Council unanimously decided water fund.Mill levy vote to increase fire by 5mills (on June) ballot – special meeting April 3rd at 6:00 pmP & Z – Auditor – reviewed minutes – WBI plat approved with 100’ right of way for the county on new area purchased of 8.6 acres. Current land (transfer station) left at 75’Pods – appearance, fire load, setbacks & zoning discussed.Public HearingOpenDiscussion – WBI - Mike Johnson & Bob Stanhope – Current measurement site treats & measures gas (Xcel and/or NSP hooks up and feeds Fargo & W Fargo) Compressor attached to new pipeline from Felton meet with Viking/One Oak pipe line (pulling from MN and push to Jamestown & Valley City areas). Construction ? mile north - 3 buildings will be similar to existing (1 @ 30x60) with 3.5’ raised flood plan & fencedClosedMotion Odegaard approving final plat, 2nd Sprecher RCV/MCAttorney: Sarah McDonald house extended deadline. Motion Sprecher to proceed with demolish (acquire bids), 2nd Odegaard RCV/MC. State Water meeting April 12, mayor Lund will attend with Brandon. Final State Water Commission request for additional funding & 2nd request for closure structures sent. Still need to apply to Cass Cty Flood Sales Tax. MG 2nd, MG 1st, St 2014-1– asphalt corrective work meeting = spring. Survey staking needed on unbuilt lots (sidewalk $225 & $400 for sidewalk & backyard), add to permit fee. Motion Odegaard, 2nd Sprecher RCV/MC1st Str Recon–Imp Dist 2016-4 – Requested Ottertail power to provide updated cost to move utilities underground, waiting for response. Street lights to be installed – all north side between share use path & street curb. Prestaking to be done for proper placement, going to end of pavement.WW Treatment Exp. Schedule meeting with City of WF to discuss $/1000 gallon & agreement. Barry & Alden will attend. Current study fees $73,076. Can empty lagoons twice a year (every 180 days). Hold off construction - financing. Concern with wet years. Water System Study Report – final report submitted. Review Cass Rural Water User Agreement. Motion Odegaard, agreement for Ohnstad to represent both parties, 2nd Sprecher RCV/MCGround storage reservoir – Motion Sprecher submit proposal plan to state to be on priority list for 2021, 2nd Draeger RCV/MC (SRF fund cost share program) GIS web map – sent to city for older divisions to be recorded. Handheld not purchased as of R Report to be submitted. Auditor updated council on seminar in Bismarck. New auditors are now required by the state to be certified. Mary took tests and is certified. Medical marijuana update & “no tolerance policy” suggested to be adopted by the Health Dept. Requested 2020 Census info has been submitted.
