Also present Stan Hanson, Orville & Jo Ann Spiesz, Pat Samson, Nathan Keller, David Gust, Troy Feeken, Patti Preston, Mark Hayes, Shana Wilson, Jason Olheiser, Auditor Sherry Morris and Deputy Auditor Cayla Mosser. Agenda: Mayor Rohrich asked for any additions anyone may want to add to Agenda. Residents wanted to add conversation to the Resident Open Forum regarding the City Shop vs. resident backyard(s), Prairie Wood Estates street lights and LOMR-F Maps.Motion by Spiesz to approve the November Agenda with the above mentioned additions, seconded Sundberg. Upon roll call vote with all in favor, motion carried.Consent Agenda: Motion by Spiesz to approved the October meeting minutes and payment of November Bills/electronic transfers, seconded Peyerl. It was asked to of Deputy Hames to see if she could still provide this report. She was going to check with her supervisor and let us know.Resident Open ForumE1.) Patti Peterson wants to know if there is plan to see what will happen after the water project for her backyard. The trees along the backside of her property were surveyed and found that they belong to the homeowner and that they are responsible for cleaning them up. The City did have some workers back there who did clean up trees and branches that were on the cities property so that the workers could put in the water line. Bernie noted that there was no place for a building at this time. Patti understands that we as the city can’t do anything about what it looks like now, with all of the workers back there. Mayor stated, he wants to wait and see what happens in the end with the project and financials to see if we have funds available. Bernie will meet with Patti to go over the property lines in her backyard to verify what trees she is responsible for.E2.) Prairie Drive Street Lights do not work. Troy Feeken is here speaking on behalf of the Prairie Drive residents about the lights not working for about 2 months or so. Bernie and the City knows about the outage and we are on the work list to have someone come out and work on the lights. We are waiting for Moorhead Electric to fulfill the work order.E3.) Chad is due to pay his flood insurance this year and wants to know where we are with the LOMR map. The bill is in FEMA’s court. Stan Hansen, city engineer, is following up with Curt Skarpohl with the FEMA question. Chad wants to know if they will be reimbursed for services that have been paid for in the past. We as the City can’t answer that right now, because we are not FEMA nor is a representative here from FEMA. Review Assessed Farmland – Water Improvement #2015-1.Sherry received a phone call from David Gust regarding a 20ft strip of land that runs parallel to CO. RD 81. Gust was assessed .5 parcel for the Water Improvement Project #2015-1. This was an oversight by the Zoning Committee. Ployhart motioned to pay all of the agricultural farm land assessments in an amount of $50,000.00 out of project funds. Motion dies due to lack of seconded. Spiesz motioned to pay .5 parcel of David Gust’s 20ft strip, seconded by Sundberg. Roll Call, motion carried.Engineer Report. Mr. Hanson reviewed progress of water/flood protection project. Project should be completed in the next couple of weeks. At the December meeting we will have a better understanding of where we stand financially. Motion by Ployhart to approve Pay Request #4 to H&S Construction for $116,069.40, seconded by Sundberg. Upon roll call vote with all in favor, motion carried.Attorney Report. Harwood has finally received the check from the City of Fargo for the sale of the lagoon land. $250,000.00 check was issued by City of Fargo for the Lagoon to the City of Harwood. Check was deposited and $79,962.52 was then issued to City of Relies Acres.Cass County Report: Bernie and Sherry met with Jason about multiple issues/concerns. Speed limit on west side of bridge will be 30mph through town, until after Rivershore drive, then speed limit will increase to 45mph then to 55mph. On the bridge that crosses the river, on the North side of the road, there will be 2 street lights added (E & W side of the bridge) so it is not so dark on the bridge anymore. On the corners of CO. RD. 81 and Cass 22 there will be 4 blinking stop-lights added. Also, the speed-limit going North on CO. RD. 81 from the intersection of CO. RD. 81 and Chapin Drive will be 30 mph until you reach Ted Ave. It will increase to 45mph until after the turn-in to Prairie Wood Estates on Nelson Drive then it will increase to 55mph. Also, talking about a possible new school light. Waste Management: Garbage date was changed from Wednesdays to Tuesdays. Letter was sent to residents by WM and the city. Nothing with recycling has changed right now. The city is working with WM to increase recycling to 2 times a month. Reevaluate Water Charge Rates: Sherry brought up that the city is losing revenue on the utility bill, mainly the water charge due to the Council placing a water rater per gallon versus a flat rate. Council had minor discussion and it was tabled for next month. Building Permits.Motion by Ployhart to approve Christ Construction/Hendrude Building Permit #703 for new home & garage, seconded Sundberg. Motion carried.Motion by Ployhart to approve Schmit Bros. Construction/Albrecht Building Permit #704 for new deck, seconded Sundberg. Motion carried.State Bonding Application. Motion by Spiesz to approve submission of the 2016 State Bonding Application to the North Dakota Insurance Department, seconded by Peyerl. Motion carried.Approved Signatures – Harwood State Bank. –Motion by Spiesz, seconded by Peyerl to remove Toni Maki and add Cayla Mosser to the Signature Card. Consider Fundraiser. – Sherry looked to the Council for approval of designing sweatshirts to sell for the holidays. Will take orders and collect money ahead of time and then order in bulk. Motion by Spiesz to do fundraiser but not to spend over $1000 out of City Money, seconded by Peyerl. Other Business. – Pictures were taken of the damage the leak at Community Center caused. Insurance will be calling and talking to Bernie about what the next steps are. Caulking on the outside of the building helped keep out the rain. Clean up debris/branches at the City Shop – Ed stated he had some stuff to take to Fargo and he can come and help with BernieUses for Community Center – Cayla Mosser sent out a survey on Survey Monkey to compile a list of what residents would use the community center for. This information will be shared at the Park Board Meeting on November 10th, 2015 at 7pm at City Hall. It will also be in the mintues.Reviewed Correspondence:Application for Assistant Public Works Superintendent. Todd Lang reconsidered taking the position of Assistant Public Works Superintendent. Mayor Rohrich is looking for approval to extend an offer to Todd Lang for $21/hr. $43,680 annually (same conditions as previously offered) motioned by Spiesz, seconded by Sundberg. Portfolio Reports: Public Works Portfolio: Sundberg spoke and called on Jason Olheiser to explain his situation. Olheiser has a fire hydrant that is in his yard near his driveway. It is not high enough and he wants the hydrant moved so that the driveway can be made wider so he could access his garage. Tabled, Spiesz will talk with Fire Chief Marc Mosser regarding the hydrant as a courtesy and see if would affect the ISO Insurance rating at all. Deputy Auditor: Mosser reported that there was 1 resident that had a delinquent bill over 90 days and 6 residents with bills 60 days delinquent. 6 of the 7 residents have paid their delinquent portion of the utility bill and are now current. 15 residents received meter reading reminders as well.
