Introductions? ? ? ? ?2. CDPHE / Ombudsman / CHCA UpdateJo Tansey: There are changes to how we need to handle self-reported incidents. If any? abuse is self reported there will need to be on-site investigation now. “Occurrence” or “FRY” surveyors will be recruited, but there isn’t the money to do this. Will have to figure out how this should be accomplished if this mandate from CMS goes through – there were 609 self reported occurences last year. Each one of these self reported incidences will also have a tag when investigated because the facility has obligation to keep residents safe. There will be a citation even if everything has been done correctly.?It isn’t enough just to cite it, the rules are now such that someone has to go out to the site. CDPHE will do their best to appropriately push back as it’s impossible to recruit enough surveyors.CMS is still taking comments. Colorado has to adhere to state law as well as this new regulation. Randy hopes this won’t stand for too long.Ann Kokish: Update on CHCA. Good news all of phase 3 and payment model. Colorado has had the position that we can do our own reporting and self-policing. There is a huge problem with having to investigate every incidence.? ? ? ? 3. Thank you to Alan Miller and Holly Bodine? ? ? ? 4. Regulatory components involving the EMS interface with facilities - Dr. Jeff Beckman: Regulations involving EMS – State of the State. His power point goes through the new law that EMS providers can work in facilities up proper supervisoin. He reviewed the type of EMS providers and their certification. He also reviewed the type of skills and services the EMS providers can legally give. EMS providers can not give out regular medications to patients but can triage and give emergency care.?Please see the CMS EMS Power Point for specifics. EMS doesn’t have oversight with agencies, but with providers.Here are a few factsIn Colorado along with 18,000 EMS providers, there are approximately 200 licensed ground ambulance services.Different levels: very different training than that for nurses. Extrication, radio communications, initiating TX and care according to protocols.150 hours necessary to earn Advanced EMT.How do these folks keep track of everything they do/need to do etc.?? There are about 400,000 plus calls per year. Education, certification & licensure, competency certification. Physician does the credentialing/licensing according to level of practice required.EMS providers are protocol driven. When hiring such technicians, there are many resources available.?There are two qualifications: licensed in CO, trained in ACLSBe actively involved in the provision of EMS in the community.Medical Directors are required to disclose egregious errors.SB52 EMS scope of practice initiated all this.(ALRs: Assisted Living Residents)Can be both a supervisor and medical director if a physician wants to do bothMedical Director must be a physician? ? ? 5. Vaccine Storage - What we need to know - Dr. Greg Gahm: proper vaccine storage in LTC. An “excursion” in the vaccine world is when the temp increases or decreases. The amount of time spent outside safe zone is extremely important. A few minutes won’t make a difference, but an hour or so may render the vaccine worthless. A 24-hour alarm system is very useful. Starting next year the protocol will have the refrigerator and then folks come up one by one, administer vaccine, so the vaccine is not left out for 30 minutes, then the last resident vaccinated could have received an inactive vaccine as it had been left out too long.?? ? ?6. CMDA Annual Conference review and feedback / update on payment communication - Dr. Leslie Eber: Top Ten Pearls of the conference. power point attachedFeedback: wonderful conference with great stuff. Need some representation for Home and ALFs. More representation from hospice and palliative care. Tap into the University more. Need more time for folks to interact and network. Not enough time for questions.Give Allison topics and ideas for speakers. Has always been a home run when hearing from CMDA folks.? ? ?7. CMDA elections - Dr. Greg Gahm: Allison is running for Secretary of CMDA, although she couldn’t be here today.???????Leslie Eber was re-elected President, Sing Palat was re- elected Treasurer, Allison Villegas was re-elected secretary and Travis Neill was re elected Educational liason? ? ?8.
