General Summary of Function/Purpose of PositionPosition functions as a first-line manager of a complex work area.? Position is responsible for managing the Geographic Information System (GIS) Unit within the Bureau of Transportation Planning.? The position is responsible for coordinating the activities of the GIS Unit and direct oversight of the GIS Unit staff.? This unit is responsible for the coordination of geospatial technology and critical business workflows related to physical transportation assets.? Activities range from data collection methods, data definitions and ensuring adherence to the department’s data standards to delivering data to end users for decision support on a variety of platforms.? The GIS Unit serves in a critical central role as it relates to the GIS centric Transportation Asset Management System (TAMS).? The GIS unit manager is responsible for partnering with DTMB to ensure that departmental geospatial data is properly maintained, stored and delivered to customers, business systems and software as required.? This includes the administration of MDOT’s ArcGIS Online (AGO) and SDE database environments.The GIS unit has a prominent role in the management of the GIS roadway and Linear Referencing System (LRS) for the State of Michigan in partnership with the Center for Shared Solutions and in cooperation with the Michigan Geographic Framework (MGF) and establishing transportation LRS standards.? Ensuring the adherence to those standards and federal program requirements is critical to the success of maintaining the department’s eligibility of receiving federal funding.The GIS unit is also responsible for conducting the Road Asset Inventory (RAI) program. ?This is the repository for several key state highway attributes including its primary purpose of maintaining trunkline total lane miles which is used to help distribute maintenance funding to MDOT’s seven regions.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:50Operate in a supervisory role to facilitate the ongoing operation of the GIS centric TAMS solution by leading a cross functional team of GIS professionals.Individual tasks related to the duty:Partner with DTMB to ensure MDOT business needs are met and paired with the appropriate technology and environment that ensures immediate benefit while architecting the solution for broad and long-term value.Build expertise in the new TAMS software solutions that support critical MDOT business needs, including support for the new GIS centric HPMS solution.Support the ongoing development and deployment of Roads and Highways technology, and partner with various MDOT business areas and systems to take advantage of this technology.Support GIS staff in their efforts to prepare geospatial data for incorporation into map services to support decision support solutions.Oversee the management and oversight of the SDE database, which is the default storage area of all MDOT geospatial data.Facilitate sound data management practice by establishing and enforcing department geospatial data standards.Oversee the structuring of MDOT corporate data for use in the new TAMS platform and set the vision to ensure MDOT meets long term goals to realize the benefits of centralized geospatial data.Duty 2General Summary:Percentage:15Oversee the Road Asset Inventory (RAI) Program to ensure ongoing success of the program.Individual tasks related to the duty:Oversee GIS staff to guarantee the RAI program requirements are being met and the overall program is on task and on schedule.? Provide guidance to staff as needed.Conduct annual sponsor update meetings to provide program update as well as outline plans for the current year and seek input and direction as needed from sponsors.Certify that annual reporting requirements are met and delivered to OAS to support budgeting needs. Ensure RAI standards and deadlines are met or exceeded.Duty 3General Summary:Percentage:15Supervise the management of the ArcGIS Online (AGO) program.Individual tasks related to the duty:Supervise the AGO program administrator to ensure ongoing support for existing program solutions.Work with the AGO administrator to set future vision and establish needed partnership and technology acquisitions.Continue to expand the deployment of AGO solutions that are sustainable within and by the business areas that adopt them.Partner with DTMB and other state government departments as needed to seek innovations and solutions to ongoing business needs.Continue to research and develop AGO solutions.Duty 4General Summary:Percentage:10Oversee GIS software, mapping, and related GIS technical support department-wide.Individual tasks related to the duty:Supervise GIS Unit staff in their efforts to meet a wide range of GIS support tasks and project solution requests.Ensure MDOT business needs are represented while partnering with DTMB to solve and/or support GIS technology needs.Provide oversight for GIS software training efforts including classes being conducted by Michigan State University and ongoing TAMS software knowledge transfers.?
