Systems Performance was one of my final classes in college while I was in Europe. Our final class project was to write a paper evaluating operations or systems that were failing, and in turn, we were to offer recommendations to keep these operations from failing. At the time I was a Quality Assurance Branch Supervisor in charge of military finance offices in three cities in Europe. I used the Systems Performance approach to identify how Quality Assurance Branches worldwide were failing in their objectives. I identified Thirty-Seven areas that could be changed or improved within Quality Assurance Branches, Military Finance Offices, Military Battalions and Companies, as well as the Support and Services Divisions within military communities. All Thirty-Seven recommendations were approved. After my class project, US Army Finance and Accounting Center Inspectors evaluated our finance offices as the Most Superior Financial Operation in Europe, and I also received an A on my final project for my Systems Performance class. I was assigned to the United States Army Finance and Accounting Headquarters in Indianapolis, Indiana where I wrote Disbursing and Banking Policy for the Assistant Comptroller of the Army and served as Congressional Liaison for the United States Army Finance Center.

1992 to Present PRESIDENT/CEO – JCI PRODUCTIONS, INC. We create film, music and television product through normal channels and through creative Internet opportunities. We contract and subcontract for Special Event Services in all capacities.

2009 to Present HOST/DIRECTOR - JCI LIVE AUSTIN

JCI First Coast Publishing produces books and magazines in both hard copies for sale as well as digital products for sale over the Internet. Our In-House team has produced our internationally famous Just For Kids Magazine, First Coast Travel and Tourism and First Coast Magazine for Television. I negotiated contracts, procured products, and controlled all shipping and receiving of products. I wrote a technical manual on how-to market to the military using the latest Internet technologies available. Built company to top supplier of books to Department of Defense and Federal Government.

 Top store in company last 27 months. Handled training, hiring, budgeting, sales analysis, customer service and merchandising. Customer service best in company. Store was ranked number 127 of 128 stores nationwide upon my arrival.

1984 STAFF WRITER - ACTION OFFICER
 Pentagon level position. Developed Army-wide policy for the Assistant Comptroller of the Army. Implemented programs emanating from the Department's of Treasury, Commerce and Defense as related to Disbursing, Banking and Commercial Contracting. Wrote the Army's policy on the processing of checks. Implemented the conversion to paper checks. Designed and tested ATM's with positive recognition pay system. Implemented the Army's Travelers Check program.

1981 to 1984 SUPERVISOR - FINANCE OFFICE 
 Supervisory positions included Disbursing, Quality Assurance and Financial Services. In Disbursing, I taught Personal Affairs Check Writing Classes in three cities. I streamlined the Check Control Branch earning the best rating in Europe. I created a Check Control Checklist that was later adopted for use by US Army Finance Offices Worldwide. As Quality Assurance Supervisor I identified 37 areas for improvement. After implementation our offices identified as most Superior Financial operation in Europe. In Financial Services I decreased lead times for appointments for pay and travel to a one/half day lead time. I developed a Fraud Control Program in my Travel Branch that was unmatched in the world.

1979 to 1980 MANAGER - 84 LUMBER COMPANY Duties included public relations, sales-personnel management training, purchasing, marketing, management and inventory control. Top store in region last six months. Won top sales awards, and promoted to manager in the fastest time in the history of company.

1973 to 1979 SUPERVISOR - US ARMY FINANCE Locator and tax analyst for the largest reserve processing office in the world. Perfected the Jumps Automated Supplemental System, which was later adopted for use by the entire Army in the area of Finance and Personnel. Supervised Finance Services and Control Branches. I increased productivity by saving an average of over 20 days processing time for financial service appointments and for document control processing.
