ACADEMIC RULES, REGULATIONS, STUDY SCHEME AND COURSES OF READING FOR DIPLOMA PROGRAMME

The Govt. of India in 1991 has established Sant Longowal Institute of Engineering & Technology (SLIET). It has got the status of Deemed-to-be-University in 2007 and is presently offering following types of study programmes:

Certificate Programme

Diploma Programme

Degree Programme

Post Graduate Programme

Doctor of Philosophy Programme

The academic year is divided into two regular terms (excluding the industrial training term). Each term of nearly eighteen weeks is known as a semester. The program of study consists of prescribed courses that are sequentially distributed among relevant semesters.

The system of examination is internal and is based upon continuous evaluation. This system inculcates the habits of punctuality and hard work among the students and consequently reduces the percentage of failures. At the end of a semester the semester transcripts indicating the performance of the students are prepared and issued to the students.

1. ACADEMIC CALENDER

The academic calendar shall commence from a date in the first week of August and end on a date in the last week of June. The tentative duration of semesters is given below:

Odd Semester: August to December

Even Semester: January to June

A date wise calendar shall be issued every year before the commencement of Academic Session.

2. ADMISSION

Details of admission procedure, reservation of seats etc. in any of the programme viz. Certificate, Diploma, Degree and PG programme, is published every year in the month of January/ February in the form of “Information Brochure”. However, summary of admission procedure is given below:

2.1 Admission to Certificate Program

The admission to certificate program is made through an all India level Entrance Test known as SET, conducted by SLIET on a date notified from time to time which shall normally be in the 2nd week of June every year.

2.1.1. Eligibility

The minimum qualification for admission to certificate program is 10th pass along with pass in English, Mathematics and Science from a State Secondary Education Board/ CBSE/ ICSE or equivalent.

2.1.2. Duration

The duration of certificate program is two years.

2.2 Admission to Diploma Program

There are two categories of seats in diploma program

1) Vertical entry seats only for SLIET students

2) Direct entry seats

2.2.1 Vertical Entry Seats (only for SLIET Students)

For vertical promotion from certificate to diploma course against the reserved seats, the certificate course students shall appear in a Special Entrance Test designed for them in order to enter into the diploma stream. Inter-se merit of such candidates shall be based upon 60% weight-age of the score in the entrance test and 40% weight-age of their marks obtained in the qualifying certificate programme.

2.2.2. Direct Entry Seats (for non-SLIET and SLIET students)

The institute for admission to these seats conducts National Level SLIET Entrance Test. Non-SLIET candidates; and SLIET candidates admitted before previous session in certificate course are eligible to get admission against these seats. Even a SLIET candidate admitted in previous session is entitled to apply for admission under direct entry seats in any diploma program but he/she will be considered for the direct entry seats in that programme only which is not available to him/her by the way of vertical promotion. SLIET students competing for direct entry seats shall have to appear in SLIET entrance test and shall be treated at par with the outside candidates for admission to this category without any weight-age to their score in the qualifying certificate course.

2.2.3 Eligibility

The minimum qualification for admission to the Diploma Program is 10+2 pass with physics, chemistry and mathematics from a recognized board /University or a certificate holder from SLIET in any trade.

2.2.4 Duration

The duration of Diploma program is two years.

2.3 Admission to Degree Program

There are two categories of seats in Degree programs

1) Vertical entry seats only for SLIET students.

2) Direct entry seats.

The admission procedure for these two categories as under:

2.3.1 Vertical Entry Seats (only for SLIET Students)

For vertical entry from diploma to degree course against the reserved seats, the diploma course students shall appear in the special entrance test designed for them in order to enter the degree stream. Inter –se merit of such candidates shall be based on 60% weight-age of the score in the Entrance Test and 40% weight-age of their marks obtained in to the qualifying Diploma programme.

2.3.2 Direct Entry Seats (for non-SLIET and SLIET students)

A National Level SLIET Entrance Test is conducted by the institute for admission to these seats on the basis of merit. Non-SLIET candidates; and SLIET candidates admitted before the previous session in diploma course are eligible to get admission against these seats. Even a SLIET candidate admitted in previous session is entitled to apply for admission under direct entry seats in any degree programme /specialization but such a candidate shall not be considered for admission against direct entry seats in that degree program /specialization which is available to him/ her by way of vertical promotion. The SLIET students competing for direct entry seats shall have to appear in SLIET entrance examination and shall be treated at par with the outside candidates for admission to this category without any weight-age to their score in the qualifying diploma course.

2.3.3 Eligibility

The minimum qualification for admission to the degree programme is Diploma course in any discipline from SLIET or any other polytechnic of any State Board of Technical Education.

2.3.4 Duration

The duration of Degree programme is three years.

2.4 Admission to Post Graduate (PG) Programme

The admission to PG programme is made through an All India Level Entrance Test known as SET, conducted by SLIET on a specified date and which is normally in the 2nd week of June every year. Moreover, GATE qualified as well as industry/institute sponsored candidates are also eligible to get direct admission directly in PG programme.

2.4.1 Eligibility

The minimum qualification for admission to PG programme is B.E./B.Tech. in respective branch. Candidates holding M.Sc. degree in some branches of science are also eligible for admission to selected PG programme.

2.4.2 Duration

The duration of PG programme is two years.

2.5 Internal Promotion from Lower to Higher Module

There exits vertical mobility of candidates from Certificate Program to Diploma program as well as from Diploma programme to Degree programme as per policy published every year in ‘Information Brochure’. Such candidates should have to complete the course (Certificate Program/ Diploma Program) in the prescribed period of normal study i.e. two years and by availing only prescribed number of chances to clear a subject. Prescribed chances to clear a subject are one regular and two supplementary chances. However, a student having supplementary in 4th Semester shall be given only one supplementary chance to pass it.

2.6 Change of Branch

Change of trade/branch shall not be allowed after the close of admission.

2.7 Withdrawal of Studentship

A student may withdraw from the institute at any time on his/her request. Such student has to deposit Rs.10 in accounts branch as withdrawal charges to obtain No Dues Form. The institute-leaving certificate will be issued and caution money will be refunded to the student on submission of duly completed No Dues Form. A student once withdraws from the institute and wants to get admission again, he/she may to do so by appearing as a fresh candidate.

3. FEES

The payment of fees in a semester is compulsory to continue the studentship. Registration for the first semester of all programs is a part of the admission procedure. Fee for subsequent semesters shall be as under:

In all above cases the attendance is to be counted from the scheduled date of start of classes.

2. Eligibility

A student will be automatically registered to the first semester at the time of admission. In order to continue studies in 2nd, 3rd and 4th semesters, the student must have attended the 1st, 2nd and 3rd semesters respectively.

3. Cancellation of Registration

The registration and studentship of a student will be cancelled if the student:

• is involved in unlawful activities, in disciplinary activity or involvement in any police case.

• fails to deposit the semester Fees.

4. Re-registration

If the student fails to deposit the semester fee even with late fee fine (Ref. 3.2), the registration from the course is deemed to be cancelled. He/she can be re-registered himself/herself on payment of Rs.200/- in addition to the late fee fine of Rs.500/- with the approval of the competent authority. However, attendance is to be counted from the schedule date of start of classes.

4. COUNSELLING SYSYEM

Each class after admission to the institute shall be assigned to a faculty counselor. The counselor shall help each student in planning the academic program of his/her studies. Students are expected to keep constantly in touch with their counselor so that he/she may watch their progress and guide them accordingly. Counselor will meet students once in a week for which a slot in timetable is provided.

5. ATTENDANCE

5.1 A student must have attended 80% of all lectures (including tutorials)/Practicals in each semester separately.

5.2 In case of newly admitted students, the attendance shall be counted from the date they are required to report to institute and for the remaining semesters it will be counted as per academic calendar issued at the beginning of every academic year.

5.3 SLIET is a completely residential institute, the students are therefore expected to have 100% attendance in classes, however, and an allowance of 20% is given in the attendance to cover for the absence due to personal reasons.

Further relaxation in attendance can be granted on following grounds:

5.3.1 Dean (A) on medical grounds can grant a maximum relaxation of 10% in attendance if medical certificate along with medical fitness certificate are submitted to academic section through concerned class-teacher.

5.3.2 Relaxation in attendance can be granted by Dean (A) if a student represents the SLIET in outside organizations/ colleges/ institutes/ universities etc in science fair/ technical fair/ workshop/ symposium/ conference/ sports/ athletics etc. and or attends NCC/ NSS camp(s). Concerned teacher as well as concerned officer/ in-charge must verify such kinds of cases before forwarding these cases to academic section.

5.4 In case of shortage of attendance in any subject(s), student will not be allowed to sit in end term examination for that subject(s) and to cover it he/she has to again attend the classes for that subject(s) whenever these are offered.

5.4.1 The students having shortage of attendance in I & II semesters respectively and want to make up the attendance requirements may to do so with the junior batch by registering themselves on payment of Rs.200/- per subject (late fee will be applicable as mentioned at 3.2). if the subject is deleted from the scheme (of junior batch) the concerned H.O.D. will attach the student to an appropriate teacher. Such students have to attend only shortfall of lectures with their junior batch.

For example: Lectures delivered-100, Lectures required-80, Lectures attended-73 shortfall of Lectures-7.

In such a case, a student is required to attend only 7 lectures. Such student has to appear in the minor tests with junior batch to earn sessional marks.

5.4.2 A student having shortage of ten hours of lectures/practical may do so by reporting to concerned H.O.D. Such students have to attend only shortfall of lectures/practical as mentioned above at 5.5.1. The classes in such a case, will be offered to the student on the convenience of class teacher. However schedule of extra/special classes will be informed to timetable committee and Academic Section. Fees will be Rs.200/- per subject & late fee as mentioned at 3.2.

5.4.3 A student can attend classes for make up of attendance requirement along with industrial training. However, the student has to fulfill the requirements of attendance in both.

6. STUDENT EVALUATION SYSTEM

6.1 Student Evaluation System and Award

The assessment of student performance is based upon continuous evaluation and end-term examination. The purpose of continuous evaluation is to assist the student in his/her progress of learning. It primarily focuses on mastery of the minimum essential objectives of the course. The components of continuous assessment may vary with the content of the course and comprise home assignments, class tests, individual/ group project, seminar etc.

6.2 Evaluation System

A marks system is followed in the institute. The marks are awarded to a student in any particular course, is based upon his/her performance in the continuous evaluation and the end-term examination. The weight-age given to continuous assessment is 25%-50%. The end term examination is comprehensive in nature and primarily focuses on the developmental objectives of the course. It shall be the responsibility of the individual student to take prescribed minor tests & end semester examination and submit properly and promptly all home tasks.

6.2.1 Continuous Evaluation

For awarding of sessional marks, the distribution of marks in theory/practical subject is given below:

60% -- Minor tests (Two minor tests best of three minors or more)

Practical

40% -- Viva-voce/End term examination

60% -- Punctuality, class work & Practical Report

While assessing each practical exercise, there is need of identifying the competencies required to be developed in student through this. The student shall maintain a record of each exercise/practical, which is examined from time to time and in the final examination.

6.2.2 End Term Examination

The semester end term examination shall be held as per Academic Calendar. A flying squad is constituted for checking of unfair mean cases in the examination.

6.3 QUALIFYING CRITERIA FOR AWARD OF DIPLOMA

6.3.1 A student has cleared all the subjects offered by the institute in concerned course and has successfully completed industrial training for completion of Diploma Program.

6.3.2 A student having supplementary has to reappear in next available semester examination. Student failing in particular theory subject(s) are allowed to improve sessional marks. This improvement is allowed for pass batch only. A student can improve sessional marks in that subject(s) which is being offered at that time to junior batch. Such student should submit his/her request to academic section within 15 days of starting the semester. The student has to attend classes with the junior batch and can improve the marks up to maximum of 40% of the total sessional marks in that subject. Student has to deposit fee of Rs.200/- (Rs. Two hundreds only) per subject (late fee as at 3.2).

These improved sessional marks shall be applicable for the next theory examination only. A student can improve sessional marks only in the subjects, which are being offered at that time to the junior batch. If that subject does not exit in the present scheme then concerned HOD will attach the student to an appropriate teacher for improvement of sessional marks. In case student is unable to improve these marks then his previous marks shall stand.

6.3.3 Minimum Pass Percentage

Minimum Pass Percentage for passing a particular subject for diploma program is as under:

6.3.3.2 Industrial Training

Student is required to secure minimum 40% marks in aggregate to pass the industrial training, failing which he/she has to repeat the industrial training and appear again for viva-voce examination.

6.3.4 For promotion to diploma program, the number of chances a student can get to pass a paper shall be maximum of two supplementary chances in addition to regular end term examination for first three semesters and one chance for fourth semester in two years duration of course. If a student could not appear in any examination due to shortage of attendance then he/she has deemed to have exhausted his/her chance(s). Such a student shall not be given any extra chance due to this shortage of attendance for the purpose of promotion /completion of course in two years.

6.3.5 If a student does not appear in End Term Examination for any reason whatsoever may be, will be put in supplementary.

6.3.6 Maximum time limit allowed to complete the diploma program is four years.

6.4 Award of Grace Marks

6.4.1 1% of maximum marks of theory examination (excluding sessional marks) of the particular semester, can be awarded to the student to enable him/her to pass the theory subject(s).

6.4.2 Grace marks can be awarded in end term examinations only.

If a student failing in more than one theory papers and need grace marks to pass the subject of his choice, then consent will be obtained from him/her, which will be irrevocable.

6.4.3. Un-availed grace marks will be carried forward to the respective supplementary examination in full irrespective of the paper a student is appearing.

6.4.4 Balance of maximum 1% of total theory examination marks (grace marks) of study scheme that are still un-availed by a student, can be awarded to him/her for the improvement of overall division ( 3rd to 2nd, 2nd to 1st ).

6.5. Supplementary Examination

6.5.1 A student willing to appear in supplementary examination will submit Supplementary Examination Form obtainable from Academic Section. He/she has to attach the Xerox copy (attested) of DMC (concerning to that semester) with Supplementary Examination Form as per schedule given in tables 3 and 4 or notified time to time.

6.5.2 The schedule shown in tables 3 and 4 is meant for the purpose of promotion only. Students may avail supplementary examination chances as and when exams conducted by the institute.

6.5.3 The syllabus of supplementary examination will be same as applicable to the current batch.

6.5.4 In case of change in study scheme a subject having identical syllabus will be applicable. If the subject is totally deleted then old syllabus will be applicable.

6.6 Division

The division of pass student shall be determined as follows:

( 40% but ( 50% IIIrd Division

( 50% but ( 60% IInd Division

( 60% but ( 70% Ist Division

( 70% Ist Division with honors provided passed all the papers in first attempt.

6.7 Medals

Final diploma are awarded to students during convocation. Medals to be distributed the students standing 1st and 2nd; and the student securing 3rd position will be awarded merit certificate only in each diploma program provide they pass the course without supplementary. In case of two students having same marks, both the students will be awarded medal/merit certificate.

7. UNFAIR MEANS CASES

It is expected that a student shall maintain decorum while appearing in a test/examination. However, following is the procedure for dealing with the unfair means cases (U.M.C.)/ impersonation:

7.1 A student who refuses to obey the invigilator or changes seat with other student or deliberately writes another student’s Roll Number in his/her answer booklet or creates disturbance of any kind during examination or impersonate or in possession of copying material, will be treated as U.M.C. case.

7.2 The center superintendent shall report to Academic section on the day of occurrence of any case of unfair means with full details of evidence(s) and report of invigilator.

7.3 The committee constituted by competent authority shall be responsible for dealing with all the cases of use of unfair means in any test. The committee will thoroughly investigate the case, give a chance to student to explain his/her position before taking the decision. The committee may call superintendent and or invigilator of examination or any other person for determining the facts of the case.

7.4 A student found guilty of using unfair-means as explained above at 7.1, can be awarded zero marks in that paper(s)/ can be debarred to appear in that subject examination for one year/ monetary fine depending upon the recommendation of committee. These recommendation will be placed before Director for approval.

7.5 A person caught impersonating in the examination shall be handed over to the police.

8. PUBLICATION OF RESULT

The result of each semester will be notified on the Notice Board of Academic Section as per academic calendar issued in that session. In case of any discrepancy student must report to the academic section within fifteen days of the result/notification. No request after such period will be entertained.

9. RE-TOTALLING/REVALUATION

9.1 Retotalling

Student can get their answer sheets re-totalled by filling up of prescribed Performa and on payment of Rs.25/- in the academic section within fifteen days from declaration of result/notification (for students on training, days shall be counted from the start of next semester). In case of discrepancy the matter will be reported to Dean (A) for necessary action.

9.2 Re-evaluation

A student can get their answer sheet(s) re-evaluated (for theory examination only) if he/she is not satisfied with the evaluation of evaluator. The regulations for this will be as under:

9.2.1 A student who wished to re-evaluate of his/her answer sheet(s) may apply for re-evaluation to the Dean(A) on the prescribed application form accompanied by a fee of Rs.500/- (w.e.f. session 2005-06) per answer book.

9.2.2 The students are required to apply for re-evaluation within fifteen days of declaration of result (of particular examination) i.e. notification (for students on training days shall be counted from the start of next semester). The days for applying re-evaluation of June/July examinations (for batches related to promotion) shall be three. However, the time period for remaining batches shall remain same.

9.2.3 The re-evaluation will be done by a second independent examiner. The result after re-evaluation shall be the average of the previous and re-evaluation marks (if the difference between the two marks obtained is upto 10% of maximum marks of that paper (theory examination). If the difference between first two scores is more than 10% then the third evaluation will be got done from another independent examiner and the average of the two highest scores out of the three shall constitute the final result.

9.2.4 In case the status of the result changes from fail to pass as a result of re-evaluation, 75% of the fee shall be refunded to the student.

10. GENERAL PROFICIENCY MARKS

To encourage the participation of students in various types of co-curricular activities, General Proficiency (GP) marks will be awarded which will depend upon the type of activity student has participated. For diploma course maximum GP marks are 200.

11. FEES FOR VARIOUS TYPES OF CERTIFICATES

The fees will be charged from the students for issue of following certificates:

Duplicate DMC, final certificate of Diploma Course and duplicate I-Card will be issued on submission of FIR copy with application. Character/ Migration certificate will be issued only after the submission of No Due certificate.

Fees can be changed from time to time with the approval of competent authority.

12. PERSUE OF PARALLEL STUDIES

A student is allowed to pursue any part time/ correspondence course in any other college/university with his/her regular study in this institute for which he/she has to inform the institute before taking admission in the course. Such students will not be given any special leave for attending the contact programme or appearing in the examinations.

13. DISCIPLINE

Discipline builds the character. Good character is an essential feature of a citizen and today's students are the citizen of tomorrow. Therefore, SLIET lays a special stress on the discipline of the students while pursuing a program of studies during their stay in the institute. All the students are required to maintain perfect discipline and congenial while studying in the institute.

13.1 Act of Discipline

The students shall not indulge in such activities amounting to acts of indiscipline and misbehavior such as:

13.1.1 Taking procession and holding demonstration in the campus.

13.1.2 Gheraoing, intimidating and threatening the staff.

13.1.3 Interfering with the functions of various committees.

13.1.4 Defacing the building by writing slogans, pasting bills and damaging the property of institute.

13.1.5 Disturbing the classes in session, assaulting teachers and students taking examination etc.

13.1.6 Keeping in possession of any lethal weapon will liable for severe disciplinary action.

13.1.7 Possession and /or consuming alcoholic liquor.

13.1.8 Any other acts of indiscipline decided by competent authority.

If the students involved in any indiscipline activity, the committee shall decide the amount of punishment and this can also lead to suspension/expulsion from the institute or fine or deduction of marks from General Proficiency (GP).

13.2 Drugs and Narcotics

Students involved in drugs and narcotics in any form shall be expelled from the institute. Students placed on conduct probation shall not represent the institute and shall loose any office that he/she may holding any organization functioning in the institute. If the student has been on conduct probation on any two previous occasions then any other award of conduct probation shall lead to automatic termination of the studentship from the institute.

Note: Student(s) under rehabilitation due to drug addiction should inform to Academic Section.

A subject code shown in study scheme is composed of seven characters. First two characters are English Alphabets, which represent different departments of institute as shown in following while last four characters are numerals. Numerals and alphabets are separated by hyphen (-). First numeral stands for the year of study, second for semester while last two for the subject. If value of last two numeral is less than or equal to 40 then it stands for theory subject otherwise it is practical/workshop/project/seminar etc.

15. STRUCTURE OF END SEMESTER (MAJOR EXAMINATION) THEORY

QUESTION PAPER

Following is the basic structure of End Semester (Major Examination) theory question paper of each subject:

1. There will be total 9 questions and students will have to attempt five questions only. All questions will carry equal marks.

2. First question will be of short answer type questions and will be compulsory. This question will have ten parts and students will have to attempt all. This uniformly covers the whole syllabus.

3. Two questions are to be set each from the four units (I, II, III and IV) of the syllabus. Students will be required to attempt any one question from each unit.

4. Wherever possible, sufficient weight-age will be given to numerical problems.

5. Duration of each theory examination is of three hours only.
