Attendance at Chapter and Branch events remained strong. Our membership numbers remained stable even as membership declined in other professional organizations in the region. Volunteerism continued to bolster the Chapter as we sponsored numerous events and activities. The Chapter also ramped up its activities in preparation to be the host city for the 2013 APWA National Congress.I. Membership Net Membership GainThe Chicago Metro Chapter was able to weather the economic storm and maintain its membership in 2010. We maintain a very vibrant and active membership committee, who are continually working on ways to recruit new members. Our recruiting efforts for new members remain active and successful. Activities of the committee addressed in the marketing plan include: Welcome Letter – Each new member is issued a welcome letter from the committee to thank them for joining APWA and to serve as the first formal contact from the local arm of the organization. This letter is enthusiastic, and informs them of the chapter and branch activities.Welcome at Meetings - The Membership Committee members attend the various Chapter & Branch meetings and education sessions to welcome new members and encourage non-members to join APWA.Membership Database Maintenance - The Membership Committee takes the lead in monitoring the membership database for any dropped members. A follow up call is made to each individual to determine if there is anything that the committee can do to assist them in re-establishing their membership. Frequently, this begins as an oversight, and when contacted early, the Chapter is very successful in re-gaining their membership.Monitoring Agency Memberships – The Membership committee takes an active role in monitoring Agency memberships. Frequently, not all of the available memberships for an agency are filled with members at that particular organization. The committee works with the agencies to maximize their use of the available memberships for their agency. This increases activity and allows for more involvement at a variety of levels within the community or firm.Membership Brochure – A brochure highlighting the benefits of membership in the Chicago Metro Chapter was developed and is distributed at all events, particularly those where potential new members are in attendance, such as golf outings and seminars.Membership Recruitment Booth – Each year at the Chapter’s annual conference, the membership committee sponsors and staffs a “Membership Booth” to attract new members, provide membership information to existing members and provide a meeting place at the conference. Name Badges – The Membership Committee has developed a plastic engraved name badge system to facilitate networking at Chapter and Branch events. Members can purchase the badges for a nominal charge, and the badge is engraved with the Chapter logo, the member’s name and their affiliation. Members frequently wear these to events to serve as an introduction and networking tool. In addition, each outgoing branch and chapter president is presented with an elegant, gold and black embossed name tag with the past president title on the tag.Attendance Discounts – All chapter events are offered at two price levels for attendance – one for members and one for non-members. This is meant to provide existing members with a value added benefit, and encourage non-members to join the organization.II. Service to Chapter Members Number of Members attending meetings The Chicago Metro Chapter enjoys an excellent turnout at all events. This is due to the camaraderie of the membership, as well as the interesting programs and events offered by the Chapter.One of the biggest activities held each year is our annual Public Works Week Conference and Trade Exposition. This is a two-day event held during public works week. The event grows each year, offering educational opportunities, a large exhibit hall, snow plow and end loader competitions, networking and membership opportunities and membership information. Chicago Metro APWA has invited other local trade organizations to join over the years. Currently, the Illinois Section American Water Works Association, Mid Central Water Works Association, Municipal Fleet Managers Association, Illinois Public Works Mutual Aid Network, and Illinois Department of Transportation are part of the planning efforts and offer educational opportunities to their membership as well. Due to the passage of mandatory continuing education requirements for professional engineering licensure in Illinois, the Education Committee implemented certificates of completion for all attendees in each class. These were completed while attendees were in class, and provided at the end of each session. The Chairs of each committee also serve as non-voting members of the Chapter Executive Committee. Most of the activities throughout this submittal are the result of committee efforts. The following includes highlights of committee efforts not listed elsewhere.2013 Congress Management CommitteeThe 2013 Committee met 7 times in 2010 to discuss our plans for the 2013 Congress in Chicago. We worked on establishing a data base for potential sponsors and contributors and also created a marketing brochure in both tri-fold and folder format, this was put together by Bob Mitchard.We are targeting to raise $800,000 for our 2013 effort. $250,000 has been pledged by the 5 Branches and the Chapter and we kicked off our fundraising at the 2010 Holiday Party.We will meet at least 8 times in 2011 and ramp up our fundraising efforts during the ernment Affairs CommitteeSeveral years ago the chapter established a dialogue with the local chapter of the American Society of Civil Engineers. Since then we have been increasingly working together on governmental issues of common interest to the members of both ernment Affairs 2010 ReportAPWA Chicago Metro Chapter members attended an ASCE hosted drive down to Springfield, the Illinois State capital, for a legislative visit and presentation of the State Infrastructure Report Card at a press conference.Several Chapter members attended an ASCE Fall Legislative Reception held in conjunction w/ the annual IML conference. The minority chair of the State Senate was the guest speaker.The chapter began dialogue with two other professional organizations (ISPE and ACEC) regarding new CCDD (construction debris) standards.We monitored seven distinct pieces of legislation (three Federal, four State)The committee Chair personally met with Illinois Transportation Secretary Gary Hannig & John Weber – IDOT Director of Communication to discuss the idea of self-administration of Motor Fuel Tax Funds.The committee Chair personally met with 50th Dist. Representative Kay Hatcher and discussed same topics as above.The Southwest Branch has forged a formal alliance with its local Council of Government (COG) to co-host branch events including luncheons with guest speakers and education sessions.Historical CommitteeThe Chapter Historical Committee is responsible for keeping current the history of the Chapter and all important historical events. The Committee generally follows the format and recommendations of the APWA How-to-Guide for Chapter Historians. During 2010, the committee completed the following:The Chapter Historian continued to serve on the Board of Trustees of the Public Works Historical Society.Updated the historical listing of Chapter and Branch Officers (1932 – present)Tracked and updated all Chapter and individual awardsTracked and updated all national awards received by Chicago Metro membersMaintained and updated all significant historical documents.Maintained list of Chapter Life membersMaintained listing of Chapter members appointed to National positions and committeesMaintained current listing of Chicago Chapter APWA Accredited CommunitiesMaintained listing of Chapter Top Ten recipients since the award was initiated in 1960Documented the inaugural membership of the Chicago Chapter Hall of Fame created in 2011. Member to Member OutreachThe Chicago Metro Chapter works very hard to communicate with our members in a variety of ways.? We maintain a very active website effort, utilizing the Chapter website template to communicate with our members.? Our website is managed by a volunteer effort of a number of administrators to share the massive effort that it takes to communicate our 10+ events per month.? We send out weekly email blasts to members to keep them up to speed on activities and ongoing programs.? Our website includes the following member focused items:Up to date and informative home page – we try to keep the home page timely and easy to navigate.? Have you heard?? This section provides timely news – promotions, job changes, sister organization seminars, retirements, etc.Branch Web Pages – We are excited to have accomplished web pages for each of our branches with colorful links on the home page.Employment – we work hard to recruit job openings to keep them up on the web site.Historian Page – we have posted the chapter’s history on this page, with incorporation documents.?? We intend to make this even more robust as times goes on.Scholarships – each of the five branches plus the chapter have a great scholarship program.? We use the website to publicize this to our members.We send out weekly email blasts through the chapter template on Friday afternoons.? These include news, upcoming events, and other chapter info.? We produce quarterly newsletters.? These are posted on the website and blasted out with the weekly email.The Chapter also offers the following programs and activities for existing and long term members:Metro Newsletter – The Chicago Metro chapter publishes a newsletter that is sent to all members. This is a lively and professional publication that presents Chapter activities, illustrated with photographs and other interesting membership data, new members announcements, member accomplishments, awards, scholarships and other newsworthy data. Meeting Notices: All branch and most Chapter event notices are now provided electronically via e-mail and posted on the Chapter’s web site. The use of on-line registration using the APWA National web site has expanded significantly in the past year.Congress Chapter Dinner: The Chicago Metro Chapter is a very active and social group. The annual National Congress offers one more opportunity for the local folks to socialize and network. The Chicago Metro Congress dinner is traditionally held on Saturday night, so that there are no conflicts with the remainder of the show. However this year the Chapter participated in a Region V event on the Spirit of Boston held on Tuesday during APWA Congress. An unofficial event was still held on Saturday, featuring a private tour of the USS Constitution followed by dinner in a nearby restaurant.Education Events: An active Education Committee provides numerous education and training opportunities throughout the year. A partial listing of education events appears elsewhere in this submittal.Annual Conference and Exposition: The highlight of the Chicago Metro Chapters’ year is the Annual Trade Show and Exposition, organized by the Chapter, and attended by all branches and other organizations. The show is a two day event, and features a number of educational sessions, snow plow and end loader competitions, exhibitors, luncheons and raffles. This year’s show featured 120 exhibitors, 1700 attendees and rose over $35,000 for Chapter activities, functions and scholarships. The loader competition is held on the first day of the show, and the snow plow competition is held the second day of the show. The winner of the snow plow competition was the City of Naperville, Illinois for the sixth consecutive year!Golf Outings: The Metro Chapter and its Branches certainly enjoy their share of networking opportunities through golf outings. There are a total of six golf outings held annually. Each has the goal of raising funds for their respective scholarship programs. With this many golf outings, one would think that they would compete with each other and not be well attended, but in fact, each sells out and there is often a waiting list. Each outing features raffle prizes and golf prizes to the highest and lowest scores.Chapter Awards/Recognition Programs for MembersThe Chicago Metro Chapter offers a very active Awards and Recognition Program for members. This is a three tiered system:Branches receive nominations for their various awards and select and award them at their local monthly meeting.Branch award chairs forward their recipients on to the Chapter Awards competition.Chapter award recipients are forwarded on to National APWA as the Chicago Metro Chapter’s official nominee.This year’s Awards Luncheon was held on March 24, 2011, with an attendance of 225. The ceremony featured displays of all 2010 Project of the Year Awards to demonstrate their projects and highlight their project’s outstanding characteristics. President Vydas Juskelis with Region 5 Director David Lawry presented each recipient with an engraved plaque at the awards presentation. The ceremony was guided by a colorful PowerPoint presentation that demonstrates a photo of each recipient or project, and the narrator provided a brief description of the merits of each winner. The award is presented right before adjournment, which allows the event to end on a truly exciting and high note. This year’s recipient was:2011 Public Works Project Excellence AwardStearns Road Bridge Corridor Kane County DOT, IllinoisThe project consisted of a new crossing over the Fox River and new east-west transportation corridor between DuPage and Kane Counties.Chapter-to-Chapter OutreachOur annual conference and trade exposition is a well attended event held during Public Works Week in May. We extend an invitation to the APWA Illinois Chapter, the APWA Wisconsin Chapter and the APWA Michigan Chapter. This allows those members in the midwest that may not have the opportunity to travel to the National Congress to attend a Public Works show. They also may not have the resources to develop a local show of this magnitude. The conference has also been expanded to allow additional non-APWA organizations to join the effort. These include the Mid-Central Water Works Organization and the Municipal Fleet Managers.The Metro Chapter participates in the APWA Region V Leadership Workshop to share the knowledge that the Chapter has gained. The Chapter also has a significant outreach effort with other non-APWA organizations in the area. The Chapter has formed a partnership with the Illinois Society of Professional Engineers to hold the annual Mathcounts competition; cooperates with the Illinois Department of Transportation to deliver educational programs and works with the local Water Environment Federation (WEF) organization each year to hold a Sanitary Collection Systems Seminar.Our annual Congress Chapter Dinner is a combined effort between the Chicago Metro Chapter and the Illinois Chapter. This year the event was expanded to include all Region V members aboard the Star of Boston.III. Advancement of Public WorksChapter Awards/Recognition Programs for Non-members Several of the awards listed above were presented to non-members of APWA. This includes the Award of Merit, which is a special chapter award presented to line workers who do an outstanding job on a day to day basis. Many of our scholarship recipients are not APWA members. Several of them are students. The Membership Committee follows up with all recipients and encourages them to join our organization.Public Works Promotion Mr. Joel Koenig heads up the Chicago Metro Chapter’s Public Relations (PR) Committee. In this role, he does an outstanding job of publicizing chapter activities, including notification of public works open houses, publicity regarding the Top Ten recipient, publication of the chapter ad book, scholarships and other chapter activities. Each year, an extensive effort was made to publicize our awards program with a thorough presentation of the awards recipients. The Chicago Metro Chapter celebrates National Public Works Week with our annual Conference and Trade Exposition, as well as the Snow Plow and Loader Competitions. The local news shows are notified of these activities by the Public Relations committee. The Chapter enjoys significant coverage of this event this year in the local papers and television stations.Professional Development The Chicago Metro Chapter offers extensive opportunities to members and leaders for professional development, as noted by our Mission Statement:To serve the Chicago Metro Chapter by providing educational opportunities for members and future members, by increasing awareness of the vital role of public works in everyday life and supporting causes to advance the profession and providing a forum for the exchange of ideas, knowledge and information.Leadership ConferenceEach fall, the executive committee of the chapter, branch officers, and chapter committee chairs participate in a two-day retreat/leadership seminar to brainstorm and plan for the year, as well as to train new leaders on what will be required of them. This year’s program, held at Starved Rock State Park, focused on the core values of APWA and included a summary of the following goals for 2011:Increased coordination for scheduling of Chapter and Branch events, by the education committee working between branches quarterly.Set the schedule for the Chapter and Branches by the end of the year, abiding by our new schedule policy to be approved at the December 2010 Executive MeetingScholarshipProvide a summary of all Branch/Chapter awardsProvide in a colorful format like Robert Lewis did for the ExpoSouthwest and Suburban Branches will establish chairs for education and membership.Southwest Branch will conduct 3 seminars per year south of I-88.Advocate changes to CCDD regulations.Achieve final resolution on the newsletter.Achieve final resolution on 2013 Chapter Expo.Fox Valley Branch continue social networking events, partnering with other professional associations.Explore establishing a host committee for the chapter and branches.Increase participation in legislative advocacy by doubling participation.Launch 2013 Congress fund raising program.Historical Committee to continue to maintain records and put on web page.Revise and update Chapter Handbook as necessary.City Branch will increase membership.Awards committee will increase the number of award recommendations to national.Get chapter logos on the IPWMAN site.Have at least one chapter officer present at each branch event, including branch executive committee meetings.EducationEducation is woven into nearly ever Chapter and Branch event listed throughout this submittal, including the Snow and Ice Workshop, educational programs at the May Trade show, and video teleconferences as further described elsewhere in this submittal.Scholarship OpportunitiesThe Chicago Metro Chapter and Branches have significant Scholarship programs that encourage members and non-members to further their education. The following amounts were raised and distributed in the past year:Suburban Branch$3,000Fox Valley Branch$3,000Southwest Branch$5,000City Branch$3,000Lake Branch$7,000Chapter$8,500 (17 scholarships)Total $29,500These monies, raised at the six golf outings and other chapter and branch events, is distributed annually to deserving recipients. This includes continuing education, degree programs and graduate programs.In honor of one of Chicago Metro’s heroes, the Chapter has established an annual scholarship – the Max Whitman Memorial Scholarship –awarded to a promising student at the University of Illinois – Mr. Whitman’s Alma Mater. Mr. Whitman was active at the Branch, Chapter and National levels, and passed away several years ago. Recipients are considered for award based upon their expression of interest in a career pursuit in the public works industry.Creative Innovation Illinois Public Service Institute (IPSI)The Chicago Metro Chapter and the Illinois Chapter are pleased to co-sponsor the Illinois Public Service Institute (ISPI), a three year hands on educational program targeted for the up and coming leaders of public works organizations. It is based on the very successful Michigan Public Service Institute, and in fact is taught by the same instructors. 2002 was the inaugural year for this program, and since then the program has continued to thrive. Many of its graduates have assumed leadership positions with their employers, the Chapter, and it branches. Report from the 2010 Illinois Public Service Institute (IPSI)The Illinois Public Service Institute (IPSI) held another successful week in Effingham, Illinois, October 3-8, 2010, the topic for the week was Focus on Supervisory Skills.The distribution of attendees was the following:Year One- 39Year Two- 39Year Three (Graduates for 2010)- 42Advanced Attendees- 4Advisory Committee- 15Total attendees- 139The attendees were taught on a variety of topics including but no limited to Supervisory Do’s and Don’ts, Living with your Union Contract , Strategic Planning, Preserving the best Communication Skills, Creating Performance Appraisals, Managing Problem Employees and Creative Problem Solving.Most of the sessions are covered by our main facilitator Dr. Lewis Bender and our responses on how the Institute was over all were over 90% (positive) for an average for all attendees. The 2011 Institute is scheduled for October 2-7, 2011 in Effingham.Illinois Public Works Mutual Aid Network (IPWMAN)January 2010 marked the 4th year of effort in the creation and implementation of a statewide public works mutual aid system.? The Illinois Public Works Mutual Aid Network (IPWMAN) was incorporated in 2009 as a not-for-profit organization with a scant 16 agencies as Founding Members, mostly from the Champaign area and Chicago metropolitan areas.? IPWMAN is currently 107 members strong, has been given a seat in the State Emergency Operations Center (SEOC), has secured a grant for $650,000 for the development of interoperable communications, resource management software and the start-up of a statewide 24/7 call center. IPWMAN is partitioned into eight regions throughout the state and provides a three-tiered system of mutual aid to its member agencies or can be deployed as a state resource to help respond to disasters and emergencies within the State of Illinois.Chapter HandbookThis year we are pleased to report that the Chapter has developed a Chapter Handbook for use in guiding chapter activities. This is posted on the Chapter web site, and is meant for use by officers and committee chairs in accomplishing the goals of their office or committee. It includes budgeting, reports, meeting guidelines and 80 pages of tools and guidelines to assist the group in meeting their annual goals. A copy of the cover of this document is shown.APWA Awards ProgramThe Chicago Metro Chapter actively participates in the National Awards competition. This year, the Chapter submitted 21 award nominees for National Awards. Service to the Community The Chicago Metro Chapter has a strong history of support of the community. Members have participated in various events and programs to encourage potential future public works careers. Math Counts ProgramThe Chicago Metro Chapter has a long standing formal partnership with the Illinois Society of Professional Engineers to sponsor the local MATHCOUNTS program. MATHCOUNTS is a nationwide mathematics coaching and competition program. This competition is geared toward 6th, 7th and 8th grade students to encourage their interest in the technical fields. School-based teams composed of four students compete through chapter, state and ultimately the national competitions. Illinois' program is one of the largest in the nation. APWA supports this effort both in the form of monetary support to pay for some of the expenses for the day, and a drove of volunteers to help score and proctor the exam.?Future City CompetitionAPWA Chicago is a participant in the Chicago Regional Future Cities’ competition, a part of National Engineers’ Week, serving as both volunteer judges and sponsor. The event was in its seventeenth year and provided an excellent opportunity to introduce middle and junior high school students to possible careers in engineering APWA sponsors four local awards for outstanding public works components. APWA Chicago Metro Chapter sponsored 2 Awards: “Most Innovative Design for Delivery of Municipal Services” and “Best Residential Zone” award at last year’s competition.Diversity CommitteeThe Outreach Committee has a major impact on the Diversity Committee. Through outreach we are able to contact and assist students and adults/professionals of all cultures and ethnicities. Many Chapter and Branch events do include a diverse ethnic participation. We have invited an executive of HACIA to present their organization at our meetings. Also, we are interested in presenting the APWA organization to their membership. Throughout the year our goal is to reach out to other minority organizations.Mentorship ProgramThe APWA Mentorship Program Committee is educating students at a wide variety of Colleges and Universities in the Chicago area:Elgin Community College, Wabaunsee College, McHenry County College, Northern Illinois University, University of Illinois, College of Lake County, Triton College, Illinois Institute of Technology, Oakton Community College, and Northwestern UniversityThe Goal of this Mentorship Program is to build awareness for the APWA at the College level and to offer mentorship assistance and APWA Student Membership opportunity to those students who are pursuing an Engineering Career. This Program offers the information about networking for job shadowing opportunities, career information/opportunities and internships within the APWA Membership. Currently there are 106 student members in APWA Nationwide and it is growing. One past branch president and the immediate past Chapter President have joined the APWA Mentorship Committee to serve as Mentorship Program Organizers. The APWA Chicago Metro Chapter currently has 52 professionals who have volunteered to serve as a mentor and participate in presentations. ................
