MINUTESOFTHE RURAL MUNICIPALITY OF ALONSAThe Council of The Rural Municipality of Alonsa held their Regular Meeting on Wednesday, March 27th, 2019, in The Rural Municipality of Alonsa Council Chambers, Alonsa, Manitoba at 10:00 A.M. with Reeve Stan Asham presiding and with Councillors Colin Mailman, Edward Waczko, Eldon Campbell, Michael Brown, and Logan Dumanske present.Absent:Councillor Terry DayholosAlso present was Pamela Sul, Chief Administrative Officer, who acted as the Recording Secretary.A)CALL TO ORDERReeve Stan Asham called the meeting to order at 10:00 A.M.B)APPROVAL OF AGENDARESOLUTION NO. 67-19BE IT RESOLVED THAT the Agenda for the March 14th, 2019, Council Meeting be adopted as presented.Carried.C)APPROVAL OF THE MINUTESRegular Meeting Minutes –February 13th, 2019RESOLUTION NO. 68-19WHEREAS the Statutory Requirements of Section 133 of The Municipal Act have been complied with;THEREFORE BE IT RESOLVED THAT the Regular Meeting Minutes of February 13th, 2019, be adopted as presented.Carried.D)COMMITTEE REPORTSE)DELEGATIONS10:15 A.M.- Eileen Clarke, MLA Agassiz Minister of Indigenious & Northern RelationsEileen Clarke, MLA Agassiz, Minister of Indigenious & Northern Relations, attended today’s meeting as part of her yearly routine visits to municipalities in the Agassiz Constituency.Reeve Asham advised of the concerns the municipality has regarding gypsum mining in the RM – and the concerns with the Aggregate By-Law and how it pertains to gypsum. Did received clarification on from our Solicitor regarding gypsum being classified as an aggregate.MLA Clarke asked for any information and correspondence the RM has in this regard, so that Blaine Pederson, Minister of Growth, Enterprise & Trade can be updated.Councillor Mailman asked for any update on the changes to the Crown Lands Administration and differences between the northern part of the province (and northern part of this municipality), compared to the southern part. Concerns raised about Unit Transfers.Page 2 of March 27th, 2019 – Regular Meeting MinutesMLA Clarke advised that meetings will be happening soon. Answers to these questions should be answered at that time.Councillor Brown advised that the RM of Alonsa was made aware that there will be a DFA Program for Tornado compensation.MLA Clarke advised that no dollar value has been set yet. Coverage will only be made on claims where no insurance was allowed. People without insurance or underinsured on certain commodities damaged in the tornado wouldn’t receive compensated. There is a Disaster Appeal Board where victims can apply if they aren’t satisfied with the DFA compensation.A public consultation is being held to complete an Education Review. Notices have been mailed out and the School Divisions want to hear from parents, staff, the general public and council.MLA Clarke advised that for the next Provincial Election, that MLA Brad Michaleski of the Dauphin area, will be running in this area. MLA Clarke’s area has changed.MLA Clarke updated Council on the Ambulance Service, Health Care and the RHA’s. More paramedics are being hired. Discussed the new MRI at the Dauphin Hospital. Discussed the Medivac – which is being privatized to offer a better fleet.Discussed the lack of Cell Service in this area. MLA Clarke advised that more coverage in the northern area is being provided.MLA Clarke advised that an early election may be called.Council thanked MLA – Eileen Clarke for attending today’s meeting.F)CORRESPONDENCETurtle River School DivisionRE:Education Review – Province of ManitobaLetter, from Turtle River School Division Board of Trustees, asking for input from Council regarding the Education Review – Public Education in our communities. As local residents, we understand the growing complexities involved with the current education funding model. If Manitoba School Boards lose their local autonomy and the right to tax, we will no longer have a say in what happens without our schools. The taxes will still need to be paid by all home owners, business owners and farmers, but it would then be the Provincial Government that will decide how and where these tax dollars are spent. If local School Boards are abolished, our local schools will be in jeopardy. This may lead to the loss of jobs, which in turn leads to less money that stays in our local communities.
