An Internet video posted Tuesday appears to show the beheading of Steven Sotloff, the second American journalist to be killed by Islamic extremists. US official says they are working to determine if the video is authentic but a spokesman for the Sotloff family says they are grieving privately over the horrific tragedy.
A Ukrainian official said Tuesday that Russian military forces have been spotted in both major rebel-held cities in eastern Ukraine, prompting Ukraine to declare that it now has to fight the Russian army, not just separatists.
Chinese state media reported heavy rains Tuesday that brought flooding, landslides and power cuts to China's southwest. Eight people died and 24 were said to be missing. The worst affected area had been around the Chongqing Municipality.
Chris Brown pleaded guilty on Tuesday to punching a man in the face outside a Washington hotel, an assault that occurred while the singer was on probation for attacking his then-girlfriend Rihanna. He was sentenced to time served.
