Welcome

Georges Simard, Chair introduced himself as chair of the Working Group and briefly presented the slides explaining IEEE policy governing the conduct of the working group meeting.

Approval of the minutes of the previous meeting

Minutes from the Working Group meeting in Pittsburgh 2008 were approved without amendment.

Membership

Membership list was passed around for update and members introduced themselves. Excellent attendance with cross section of utilities, consultants, manufacturers, and academics.

DA Group Businesses

Doug Staszesky Special Award: Larry Clark, Chair of the selection committee for this special award, announced that three nominations were received for this award. The selection committee will make its selection by Feb 15, 2009. The DMS DA award committee is now accepting nominations for next year’s award. The deadline for nominations is January 1, 2010.

Preparation for DAWG Activities for IEEE / PES 2009 General Meeting

Two panel sessions pertaining to DA will be conducted at the PES 2009 General Meeting to be held in Calgary in July 2009. Panel sessions to be conducted are:  

Topic: “DA as Part of the Smart Grid Roadmap” Chair Georges Simard; Five papers have been submitted for this panel session.

Topic: "Information Models for Distribution Automation” Chair Mark McGranaghan; Two papers have been submitted for this presentation

A third panel session – Topic: “Integrating AMI and Advanced Sensor Data with Distribution Automation”, Chair: Larry Clark – has been deferred to the next T&D conference in New Orleans

The Tutorial on Distribution Automation Concepts sponsored by the DA WG, which has been very well received, will not be conducted at the Calgary meeting due to IEEE policy prohibiting tutorial topic from being covered at three consecutive sessions. The tutorial will be updated and presented at future meetings.

Policy on Email Surveys

DA WG policy on conducting email surveys pertaining to DA was explained by Bob Uluski. A copy of this policy is available on the website.

DA Working Group Documents

▪ IEEE Book on Distribution Automation – Considerable progress has been made on this since the last meeting. A Table of Contents for the book has been developed and a submission will be made to IEEE by end of January or middle of February, 2009. DA WG officers and others will participate as co-authors and reviewers. Additional help may be solicited from the DA WG during the next month.

▪ EPRI/IEEE Guide on DA – Considerable progress has been made in setting up a “Wikipedia”-style website for DA and smart distribution systems. EPRI’s web team is currently working to set this up. Frank Goodman is expecting to launch the website within the next month. The DA WG will be contacted when the website is available for operation.

“Tech Watch”

The Tech Watch section created on the Distribution Automation web site will be updated with new information obtained during Feb 2009 DistribuTECH conference. Focus of this year’s Tech Watch effort is standard information models (CIM, Multispeak, etc.) Tech Watch results will be posted on the website. Larry Clark is leading this year’s effort, assisted by Stephane Brulé, Ilya Glynski, and Frank Goodman.

Georges requested DAWG members to submit brief summaries of recent DA activities in their company. Several summaries have been submitted and are available on the DAWG website

Open discussion on Distribution Automation

Some important projects were discussed in a roundtable review of activities. Companies should review the minutes to make sure the information provided below can be published:

• ABB is using standard protocols to build large scale SCADA networks. U of Manchester is currently working to implement 61850 standard for National Grid.

• Duke Energy is adding SCADA to non SCADA substations.

• WE Energy continuing to implement DV 2010 project concepts - 10-20% of system is presently covered by DA

• EPRI working on DA application guide. Released open source software for a distribution system simulator which is being used by a number of utilities and universities. Also doing field testing and performance assessment testing of S&C Electric pulse closing technology

• BC Hydro currently in the RFP process for both a smart metering program and a Distribution Management System (DMS). In addition to these two key systems that enables and provides for DA, BC Hydro is also enabling a significant number of reclosers with SCADA capability, and embarking on reconfiguring the existing Vancouver downtown H-frame and dual-radial system with a SCADA enabled open-loop system.

• Quanta Technology assisting BC Hydro with DMS procurement process; and seeing; also assisting several utilities with distributed generation deployment

• Con Edison working to estimate R-T customer demand – working on project to detect open points on secondary networks

• NRECA involved in Smart Grid initiative, member of DOE task forces and working groups in Washington, plus NIST plans for interoperability standards. Multi-speak software integration initiative to be releasing ver. 4.0 at DistribuTECH in San Diego. Coops leading in area of AMR, several have totally automated systems.

• Snohomish County PUD - adding fiber backbone between all substations (3 year project), no control on individual feeders

• National Grid USA – conducting automation pilot on 2 subtransmission circuits and 5-6 dist circuits

• PECO (Philadelphia) – state of PA requires smartgrid plan submission soon, this will guide company's future moves in DA

• Connexus Energy – have 3 year plan to add SCADA to stations, no distribution line automation at this time

• EnerNex – developing use cases for DA that will be on public website (usecase) - Open Smart Grid subcommittee is working to implement standards related to securing DA, first version of document will be published soon

• So Cal Edison - Adding ~200 remote controlled switches and ~50 RARs per year using spread spectrum mesh network as comms. Also automating regulators and network protectors – planning to use static VAR compensators at distribution level to replace automated cap banks

• Electrical Interference Corp – provide solutions to EMI problems encountered on DA

• Hydro Quebec - Approximately 30% of DA project is completed – 92% of reliability operations are correct (seeking to achieve 100% success rate) – 42% of possible operations are done remotely (targeting 80%) – Planning to deploy VVO on 1000 feeders – comparing a fault location system that was developed in house with existing EPRI technology through 2 pilot projects (one in Québec, one in the USA)– currently presenting meter project (AMR) to Regulator

• GE Transmission and Distribution – currently working on demand response and metering and automation projects, automated VAR control, voltage reduction, and automatic metering

• WESTAR Energy – currently installing mid circuit reclosers on 10% of worst performing lines

• Alabama Power - reviewing and documenting longstanding policies for DA Deployment Strategy and System Reliability Improvement Strategy– in the midst of AMI deployment (1.4 million meters by end of 2010) as components of the Southern Company Smart Grid Strategy. Alabama is continuing the development of the next generation operating system for the Smart Grid Roadmap Strategy while continuing to deploy DA technology with approximately 200 new sites per year and currently more than 3400 DA sites in-service with each site reporting the typical power measurements, fault detection and power quality including Percent THD for harmonic content to the 15th harmonic, all reported on a per phase basis.

• ComEd – challenge is maintaining growing number of DA devices – planning to implement remotely-monitored fault indicators
