CARROLL ISD SCHOOL SAFETY & SECURITY COMMITTEE

VIRTUAL MEETING

May 21, 2020 4:00 PM

The Carroll ISD School Safety and Security Committee meeting via videoconference/audioconference was called to order at approximately 4:02 p.m. at the Carroll ISD Administration Center, 2400 N. Carroll Avenue, Southlake, Texas, by Asst. Superintendent for Board & Community Relations, Julie Thannum, with the following members in attendance:

Item 1. WELCOME AND ANNOUNCEMENTS

Julie Thannum welcomed the members of the committee and welcomed two new committee members, CISD Board President Michelle Moore and Southlake Emergency Management Coordinator Erin Rose.

The group reviewed charges of the committee and meeting norms as follows:

Committee Charges

• Periodically provide recommendations to the School Board and Administration regarding updating the EOP.

• Consult with local law enforcement agencies on methods to increase law enforcement presence near district campuses.

• Meet at least once during each semester and once during the summer.

• Subject to Chapter 551 of the Texas Gov’t Code –meet in executive session as needed

Committee Meeting Norms

• Attend scheduled meetings whenever possible.

• Read materials and come prepared.

• Listen, learn, and ask questions.

• Share your perspective and expertise.

• Respect opinions and ideas of others.

• Work to reach consensus on recommendations.

• Maintain confidentiality to protect students, staff and assets.

Item 2. 2019-2021 SCHOOL SAFETY & SECURITY GRANT

CISD applied for and was awarded a School Safety & Security Grant for 2019-2021 in the amount of $135,370. The grant will be used to implement various safety and security projects including video/audio projects at ten campuses and intrusion/ballistic glass at CSHS/CHS. The grants funds may be used to reimburse the district for the purchase and installation of those products and equipment.

Item 3. SAFETY & SECURITY ALLOTMENT

Julie reviewed the allowable legal uses for Safety & Security Allotment funds which are as follows:

• Securing school facilities

• Providing security for the district

• School safety training and planning

• Providing programs related to suicide prevention, intervention, and postvention

Projects for which the funds could be used include audio/video security for entrances to CISD facilities, additional bullet resistant/intrusion glass, vaping sensors for secondary restrooms, the position of Director of Safety & Security, weather or other security cameras, and existing Bond projects.

Item 4. TEXAS SCHOOL SAFETY CENTER SUMMER CONFERENCE (canceled due to COVID-19)

The Texas School Safety Center Summer Conference originally scheduled for June 28-July 1 in San Marcos has been canceled. Julie Thannum was asked to present our CISD #SAFEdragon Program as one of the conference sessions. However, since the conference is being moved to a July 16th online safety conference (free registration), we are not yet sure which sessions will be offered. We will certainly present our CISD #SAFEdragon session should we be asked to do so.

Item 5. DIRECTOR OF SAFETY & SECURITY STAFFING PROPOSAL

At the current time, plans to further discuss the proposed Director of Safety & Security position with the Board of Trustees are on hold. A proposed salary range for the Director of Safety & Security position was shared with the committee and compared to other local school districts including Coppell, Eagle-Mountain Saginaw, Grapevine Colleyville, Keller and Northwest. Additional details included the total yearly contract days (226 days) and a salary ranging from a minimum $92,208 to a maximum of $124,752. CISD would have a probable goal of hiring at or near the midpoint salary.

Operational costs for the position would be covered from the existing #SAFEdragon budget and would include administrative support, office space, equipment, a cell phone stipend, travel and training, Rapid Responder and Relatrix Volunteer contracts, events and projects, and general supplies.

Item 6. OVERVIEW OF CISD’s RESPONSE TO COVID-19

Julie presented an overview of the district’s response to the COVID-19 pandemic which includes the following initiatives:

• Instituted spring break staff travel survey/restrictions

• Closed school facilities effective March 16th

• Canceled all extracurricular activities and school events

• Intensified disinfecting protocols

• Began serving meals to qualified students (slightly under 50 students each week)

• Increased technology/help desk support

• Moved to online remote learning (with over 99% student engagement)

• Special Programs staff developed 700 IEPs for special needs students

• Canceled semester and end-of-year exams for students

• Transitioned to teleconference for School Board meetings and committee meetings

• Coordinated end-of-year drive-thru events and parades

• Launched a modified graduation plan to be held May 29th at Dragon Stadium

• Announced online summer school (enrollment is higher than in the past)

• Created an Instructional Task Force for Fall Semester planning

Item 7. MODIFIED GRADUATION PLAN

CISD’s modified graduation plan was reviewed with committee members. Plans have been developed to hold a modified Senior Graduation at 8:20 p.m. at Dragon Stadium on Friday, May 29th with alternate plans in place in case of bad weather. CISD will follow Governor Abbott’s Executive Order and Guidance from the Texas Education Agency. The plan has been reviewed and approved by our staff attorney and by local authorities including Southlake Mayor Laura Hill and the City of Southlake Police Department. The plan includes capped participation, limited tickets, assigned seating and staggered rows with no more than five people living in the same household being seated together, health screening/temperatures taken by CISD nurses at the entrance gates, use of masks/gloves, signage to clearly mark six feet distancing intervals, and no gathering on the field after the graduation ceremony concludes.

Item 8. 2017 BOND PROGRAM – SAFETY & SECURITY PROJECTS UPDATE

The web page has been updated. The ongoing 2017 Bond projects including those at CES, JES, OUES, Aquatics Center, the new CSHS Music Center, ICC 500 Storm Shelters at five campuses, and renovations/additions at RES and WGES were reviewed. It was noted that many of these project timelines have actually been accelerated since CISD facilities are currently closed. Matt Miller updated the committee on the safety improvements and layers of security at CISD campuses. The possibility of a future bond election in 2022 was also discussed.

Item 9. 2020 SAFETY & SECURITY SURVEY

The Safety and Security Survey has been delayed until the Fall Semester of next school year (probably in September or October). The survey questions will be sent to committee members during the summer for review and comments.

Item 10. 2020 SCHOOL SAFETY AUDITS (delayed until August)

School safety audits have now been delayed until the end of October. Current plans are to have an outside audit team to conduct the audits. Committee members will be able to see the confidential audit results in the fall 2020 Safety & Security Committee meeting after which they will be shared with the Board of Trustees. The fall 2020 Safety & Security Committee meeting will likely be scheduled a little earlier than the original November meeting date.

Item 11. SAFETY & SECURITY BECHMARKING PROJECT

Julie participated in the Benchmarking Project on safety initiatives and spending for Carroll ISD. Lake Travis ISD participated as well. She will follow up with Highland Park, Eanes, and Alamo Heights school districts.

Item 12. OTHER QUESTIONS AND DISCUSSION

Several committee members asked questions during the question/answer time. Please send Julie Thannum any questions or topics for discussion at the next meeting on August 6th.

To deliberate security assessments or deployments relating to information resources technology; network security information as described by Section 2059.055(b); or the deployment, or specific occasions for implementation, of security personnel, critical infrastructure, or security devices.

The committee did not recess into Executive Session at this meeting.

The next Safety and Security Committee meeting is currently scheduled for Thursday, August 6, 2020 from 4:00 to 6:00 p.m.
