CLASS TITLE: CMOM PROGRAM MANAGER

UTILITIES DIVISION

WASTEWATER DEPARTMENT

GENERAL DESCRIPTION OF CLASS

The purpose of the class is to plan, direct and manage a variety of programs related to the City’s Capacity, Management, Operation, and Maintenance (CMOM) Programs to ensure compliance with the requirements of the EPA Administrative Order on consent (AOC), and to perform other technical, administrative and supervisory work as required. This class plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences.

ESSENTIAL TASKS

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

Researches, develops, implements, and oversees CMOM programs including Sewer Overflow Response, Emergency Response, Fats, Oils and Grease (FOG), Pump Station/Forcemain Operation and Maintenance, Gravity Line Preventative Maintenance, Sewer Assessment, Capacity Assurance, Training, and Infrastructure Rehabilitation.

Supervises subordinate supervisory, technical and support staff. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline, and recommending employee discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

Ensures maintenance activities are accurately captured in GIS and Asset Management Software

Lead strategic and long-term planning initiatives to support the maintenance and sustainability of the City’s wastewater collection system.

Coordinates and participates in division training.

Oversees the preparation of weekly, monthly, quarterly, and annual reports.

Analyzes division schedules and workloads; schedules employee leave; adjusts as necessary to ensure optimum productivity and efficiency.

Develops and administers the division budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Develops and implements division policies and procedures; develops and approves standard operating procedures for the collection system, including routine maintenance of all equipment.

Evaluates the City’s wastewater collection system and service needs, and formulates plans to meet those needs in accordance with applicable laws and regulations; works with City engineers and outside engineering firms in the design and implementation of system improvements.

Coordinates operations to facilitate additions, deletions, and modifications to the City’s wastewater collection system.

Reviews plans and specifications for new construction of the wastewater collection system.

Oversees the industrial pretreatment program.

Approves the requisition of all division supplies, tools, equipment, and vehicles; develops specifications for new vehicles and equipment as needed.

Estimates and coordinates the use of available equipment, materials, and personnel to obtain maximum effectiveness and cost-efficiency.

Ensures proper maintenance of buildings, grounds, equipment, and other appurtenances.

Directs all emergency repairs to the wastewater collection system.

Inspects division operations for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety; gives technical advice and assistance to co-workers and subordinates.

Prepares project reports and compiles technical data as required by regulatory agencies and for managerial decision-making and reporting purposes.

Coordinates division activities and functions with those of other City divisions, departments, County departments, utility authorities and other outside agencies as appropriate.

Receives and responds to inquiries, complaints, and requests for assistance from customers and the general public regarding areas of responsibility.

Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, conducting, and attending meetings, reviewing mail and literature, entering and retrieving computer data, copying and filing documents, customer service, etc.

Attends meetings, training, conferences, seminars, etc., as appropriate to maintain knowledge of current legislation, trends and technology in public utilities operations and administration.

DATA INVOLVEMENT:

Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope.

PEOPLE INVOLVEMENT:

Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.

INVOLVEMENT WITH THINGS:

Requires supervising the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, such as heavy equipment, sewer system equipment; may involve installation and testing. Span of control and scope of operations is extensive, involving a large number of facilities.

COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:

Requires performing work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization.

MATHEMATICAL REQUIREMENTS:

Requires using algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models.

LANGUAGE REQUIREMENTS:

Requires reading journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style.

MENTAL REQUIREMENTS:

Requires doing professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION:

Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in utilities management, utilities maintenance and repair, or a closely related field. Bachelor’s degree is preferable.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid state CDL driver’s license with an acceptable driving record.

Must possess Class “A” Collection System Operator certification; Class “A” Biological Wastewater Treatment certification desirable.

Must obtain certifications in CPR and First Aid within 6 months of employment.

EXPERIENCE REQUIREMENTS:

Requires over four years of progressive advancement in water resources management.

PHYSICAL AND DEXTERITY REQUIREMENTS:

Requires medium work that involves walking, standing, climbing, stooping, kneeling, crouching, crawling, bending, reaching, stretching or lifting much of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.

The job may risk exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, wildlife, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, confined spaces, disease/pathogens, toxic / caustic chemicals, dangerous gases.
