REGULAR MEETING

A regular meeting of the North Wildwood City Council was held in the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 8, 2020.”

The City Clerk stated: As a result of guidance provided by Governor Murphy and the State of New Jersey, in an attempt to combat the COVID-19/Coronavirus outbreak, the North Wildwood City Council meeting scheduled for Tuesday, June 2, 2020, 5:00 p.m., has been moved to Zoom.us, a Cyber/Teleconference Meeting Platform. Members of the public can join the meeting by computer, phone, or tablet/smartphone. Members of the public will also still be able voice their concerns, opinions, and questions during the public comment period, after stating their name and address once the public comment period has opened. Directions on how to log on to participate in this City Council meeting have been posted on the City’s website, posted on all doors at City Hall, including the door leading to Council Chambers, emailed to all parties that have requested the agenda in electronic format, and published in the Press of Atlantic City and the Cape May County Herald. The City Clerk also stated that since the date of this meeting was changed by resolution of Council, from June 3 to June 2, due to the change in the date of the Primary Election, a notice has been placed on the City website and on the bulletin board in City Hall and published in the Cape May County Herald on May 27 and in the Press of Atlantic City on May 29.

 

ROLL CALL: Present electronically via the Cyber/Telephonic Meeting Platform ZOOM.US were Mayor Patrick Rosenello, Councilpersons Edwin Koehler, David Del Conte and Kellyann Tolomeo, Solicitor William Kaufmann, Engineer Ralph Petrella and Administrator Ronald Simone. Present in Council Chambers were President of Council Salvatore Zampirri, Councilman James Kane and Councilwoman Margaret Bishop. Councilman Joseph Rullo was not present.

MINUTES: On a motion by Kane, seconded by Bishop, that the minutes of the regular meeting of May 19, 2020 be approved as read. Carried.

COMMUNICATIONS:

SPECIAL EVENT

RE: Flag Day, June 14

On a motion by Bishop, seconded by Tolomeo, that the above special events application be approved. Carried. City Clerk Jett stated that this event will only be held if the Governor’s restrictions on public gatherings are lifted.

ANGLESEA FIRE COMPANY

RE: Application for Social Affair Permit, BBQ & Blues Festival, July 10-12

On a motion by Bishop, seconded by Tolomeo, that the above application be approved and filed with the State. Carried. City Clerk Jett stated that this event will only be held if the Governor’s restrictions on public gatherings are lifted.

On a motion by Bishop, seconded by Kane, the roll being called with all voting in the affirmative, the above appointment was confirmed.

ORDINANCES:

ORDINANCE NO. 1807 - On a motion by Del Conte, seconded by Koehler, that Ordinance No. 1807 be placed on its second reading. Carried.

The City Clerk read Ordinance No. 1807 by its title, as required by Law, known as “An Ordinance Vacating Portions Of 5th Avenue And Portions Of New York Avenue Adjacent To Block 152, Lot 1 As Shown On The Tax Map Of The City Of North Wildwood”.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1807 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed.

On a motion by Kane, seconded by Koehler, that Ordinance No. 1807 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1807 duly adopted.

ORDINANCE NO. 1809 - On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1809 be placed on its first reading. Carried.

The City Clerk read Ordinance No. 1809 by its title, known as “An Ordinance To Be Known As The “Salary Ordinance” Fixing And Determining The Salary And Compensation Ranges To Be Paid To The Elective And Appointive Officers Of The City Of North Wildwood, In The County Of Cape May And State Of New Jersey Providing For The Raising Of The Amounts Thereof By Taxation And Providing For The Time And Meeting Of Payment Thereof”.

On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1809 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1809 passed on its first reading.

REGULAR MEETING

COUNCIL:

CITY ADMINISTRATOR SIMONE stated that daily updates on the beach replenishment project are available on the City’s social media sites.

MAYOR ROSENELLO stated that the beach project is a little behind schedule but it is hoped that all will be completed by June 19. The Inlet beach is open and very large this year. 22nd Avenue should have a base coat of asphalt by the end of this week. The Governor has stated that restaurants can open for outside dining on June 15. It is possible that the City will close Olde New Jersey Avenue to vehicular traffic at night during the summer to allow for outside dining areas maintaining social distancing standards.
