RoomTA Workshop / Neighborhood Mtg.5:30 p.m.AGENCY AND PROPOSED PROJECT REQUIREMENTS:Eligibility - City Council Policy No. 9 identifies that No individually funded CDBG agency will be eligible for future CDBG funding for a minimum of two years from the date of its last funding; and requires Eligibility compliance with CDBG Regulations.Agency’s Long-Term Financial Stability - Agency receiving CDBG funds MUST be able to comply with affordability requirements after project is completed and closed by the City as follows: The Facilities and Improvements must be used to meet same National Objective and same Business Purpose for it was funded for five (5) years after closing of project, failure to comply with this rule will require reimbursement of funds to the City. NOTE: Documentation to support Agency’s sound financial position, will need to be provided with submittal of a RFP Application.Environmental - All projects are subject to Environmental Review prior to approval of funding by U.S. Department of Housing and Urban Development (HUD). Projects clear of environmental issues will be given preference. Projects with environmental contamination and/or major problems will not be pliance - Projects must comply with local, state and HUD federal rules and regulations, but not limited to: zoning; platting; property acquisition and relocation requirements; bids procurement; Davis Bacon wage rates; Lead Based regulations; ADA compliance, etc.; CDBG Grant Program year ends on September 30, 2021 however awarded Agencies CAN NOT expend funds without an executed Subrecipient Agreement with the City of Corpus Christi. RFP APPLICATIONS WILL BE REJECTED WITHOUT EVALUATION FOR THE FOLLOWING REASONS:Agency or City Department representative completing the RFP Application, both fail to attend one of the mandatory Workshops or one-on-one TA meeting. (see City’s website for dates and times)Agency failed to submit a Pre-Application Form for each proposed project. Proposed project or proposed activities are not eligible according to CDBG Regulations.Agency is applying for CDBG funds before two years of its last funding as required by City Council Policy. PRE-APP SCREENING: If project is deemed ineligible based on CDBG Regulations, City staff will contact the Agency or City Department as to the reason of ineligibility prior to the completion of a RFP Application.
