The Master Property File, or MPROP as it is commonly

referred to, is a computerized inventory of all properties

in the city. It contains more than 90 elements of data

describing each of the approximately 160,000 properties in

the city. The file was created in 1975 to provide current

and accurate property information with enough flexibility to

be accessed in a variety of ways. Since it was implemented

and made available, the data has become invaluable and is

currently used by nearly every city department for a variety

of purposes. This same data is now being broadly

distributed in a format that is compatible with commonly

available computer equipment and operating systems.

Other property related data and custom reporting is also

available on a request basis. Please direct your inquiries

The MPROP file, which was originally built in 1975 from

records in the office of the Tax Commissioner, Department of

City Development, and the Policy Development Information

System (now GIS), was modified significantly in 1978 and

then revised five more times until May, 1982. In 1983, when

a major revision to the Tax system was designed, MPROP was

modified significantly to add more data, to update it more

frequently, and to provide more standard reports. As a

result of this 1983 modification, additional data elements

were added to each property record.

The frequency of update varies depending upon the current

tax cycle. Year-end tax processing and tax assessment

(March, April) periods require more frequent updates than

other times of year. The current policy is to provide

at least monthly maintenance throughout the year. Not all

copies will be available in all distribution formats. Call

ISD/GIS for information on the availability of MPROP data

for your specific purposes.

The pages that follow are organized into chapters which

describe the data in MPROP and provide detailed descriptions

of each data element found in the file. The appendices

provide definitions of the various codes used in the file.

This Chapter contains information on each field in the MPROP file.The following example explains the information given:

R - The data is maintained for Residential properties only.

DATA TYPE CODES:

"A" - A combination of alphabetic and numeric

characters.

"N" - For all numeric values. Numeric data is provided

in integer ASCII format. Decimal values are

supplied as integers with an implied decimal.

Thus when using the fixed field form of the MPROP

data as described in Chapter 2 and 3, be aware

that a N(5.2) data type will not include a decimal

(which is implied by the format to be located in

front of the first two digits from the right) and

will be only 7 positions wide.

NOTE: The DATA TYPE codes are provided to assist data usage.

Some fields are identified as alpha "A", even though

the field may contain predominantly numeric data.

Nonetheless, because the programs used by the City to

generate the contents of these fields could place non-

numeric characters in their contents, reading them as

alpha will prevent the occurrence of data exception

errors.

USAGE CODES:

"R" - The field is maintained for residential classed

properties (single, duplex, apartments,

condominium etc.).

"C" - The field is maintained for commercial classed

properties, including manufacturing.

"B" - The field is maintained for both residential and

commercial properties.

NOTE: Applications using the MPROP data must be sensitive to

the specific assessment class of the individual property that

the data relates to. The usage codes identified in Chapter 2

and the specific comments and code definitions included in

Chapter 3 and further described in the appendices A-I should

be closely reviewed when using the MPROP data.

of each field in the MPROP file. The following example explains

the format of the information given:

NEIGHBORHOOD This is the Assessor's Office neighborhood

(neighborhd) designator. The City has been divided into

approximately 200 different neighborhoods.

NEIGHBORHOOD - The MPROP field name is NEIGHBORHOOD;

neighborhd - The alias name of the field is NEIGHBORHD. This

name will appear in all .dbf formatted files.

(definition) - The field contents are defined as:

This is the Assessor's Office neighborhood

designator. The City has been divided into

TAXKEY A unique ten digit number assigned by the

(taxkey) City of Milwaukee, to each

property. A(10);

SUB-ACCT A division of a property for tax purposes.

At this time, this field is not being used or

maintained by the Assessor’s Office. All

occurrences will contain spaces.

YR-ASSMT The year for which the current assessment

(yrassmt) data refers. A(4);

CHK-DIGIT An additional digit which verifies that the

(chkdigit) taxkey is correct e.g., a check digit. A(1);

TAX-RATE-CD The code that determines what county tax rate

(taxratecd) is to be used for this property. A(2);

SUB-ACCT-CD

1 – Milwaukee County

2 – Washington County

3 – Waukesha County

PLAT-PAGE Indicates the page number of the Assessor's

(platpage) plat book upon which a map of the property is

found. Normally, the first three digits

identify the quarter section number and the

last two digits identify the page number

within that quarter section. A(5);

*PROPERTY ADDRESS SECTION*

HOUSE-NR-LO The house number if it is a single family

(housenrlo) residence. If the property has more than one

address (such as a duplex or multiple

structure), then this is the number on the

low end of the range. N(5);

HOUSE-NR-HI The number on the high end of the range of

(housenrhi) addresses. If the property has only one

number, then this field will contain the same

number as HOUSE-NR-LOW. N(5);

HOUSE-NR-SFX A three character field used (if necessary)

(housenrsfx) to further identify a house number. A(3);

DIR This field contains the street direction: "E,

(dir) N, S, or W". A(1);

STREET The standard street name for the property

(street) address. (See Appendix I for values.) A(18);

STTYPE The last element of the property address is a

(sttype) two position abbreviation for street type

(AV, ST, PL, etc.) A few streets do not have

a street type. (see Appendix I for values).

C-A-CLASS The current year's assessment class code that

(caclass) identifies the general type of property use.

(see Appendix A for code values). A(1);

P-A-EXM-LAND The previous year's exempt value of land as

P-A-EXM-IMPRV The previous year's exempt value of all improvements

(paexmimprv) on the property as determined by the city

P-A-EXM-TOTAL The sum of the previous year's exempt land

(paexmtotal) and exempt improvement. The previous year's

total assessment exemptions. N(9);

LAST-VALUE-CHG The last date when current assessments were

(lastvalue) changed. (MMDDYY), A(6);

REASON-FOR-CHG The first position contains the same value as

(reasonfor) C-A-SYMBOL. The remaining 3 positions

contain any combination of up to 3 single

character code entries of reasons for change

of assessment. (See Appendix C for values.)

CONVEY-DATE The year and month of the last real-estate

(conveydate) conveyance transaction. (YYMM), A(4);

CONVEY-TYPE The method used to convey the property (see

CONVEY-FEE The real-estate transfer(recording) fee

(conveyfee) amount paid at the time of purchase of a

property. This is a fee based on the total value

for deletion. If a value is present in this

field, the taxkey either has been split into

2 or more new taxkeys or it has been combined

with 1 or more taxkeys to create 1 or more

OWNER-NAME-1 Name of the legal property owner. A(28);

OWNER-NAME-2 The continuation of OWNER-NAME-1 or second

(ownername3) NAME-2 or a third owner name. A(28);

OWNER-MAIL-ADDR The mailing address of the property owner.

OWNER-CITY-STATE The city and state of the owner's address.

OWNER-ZIP The zip code of the owner's address. The

(ownerzip) OWNER-ZIP field normally has data only in the

first 5 positions. A(9);

LAST-NAME-CHG The date that the last owner name changed or

(lastnamech) the owner address changed. (MMDDYY), A(6);

NEIGHBORHOOD This is the Assessor's Office neighborhood

(neighborhd) designator. The City has been divided into

approximately 200 different neighborhoods.

EXM-ACREAGE The number of acres that are exempt from

*PROPERTY CHARACTERISTICS SECTION*

BLDG-TYPE The building type code. For residential

(bldgtype) properties including non-commercial apartment

buildings the code is defined as: (See

Appendix E for values.) A(9);

BLDG-TYPE for non-residential properties is no

no longer maintained by the Assessor’s Office.

For multi-structure properties, the number of

stories of the predominant building is shown.

BASEMENT Basement characteristics. This field contains

(basement) data for residential properties, i.e,

residential building types and commercial

apartment and housing buildings. A(1);

ATTIC Attic characteristics. This field contains

(attic) data for residential properties only, i.e,

residential building types and commercial

apartment buildings. A(1);

Attic Code:

Y – Yes

N – No

NR-UNITS Indicates the number of dwelling units on the

(nrunits) property. If there is more than 1 structure,

then this field indicates the total number of

dwelling units in all structures. For hotels

and motels, it is the total number of rooms.

For nursing homes, it is the total number of

licensed beds. For rooming houses it is the

actual number of units for the tax file. This

field contains data on properties containing

residential and apartment buildings only,

i.e, residential building types and

commercial apartment buildings. N(3);

BLDG-AREA The total useable floor area of the structure

(bldgarea) in square feet. N(7);

YR-BUILT The year of construction of the structure on

(yrbuilt) the property. For properties with more than

one structure, the year built of the most

prominent structure is used. This fiel is only

maintained for residential parcels A(4);

SWIM-POOL At this time, this field is not being used or

(swimpool) maintained by the Assessor’s Office. All

occurrences will contain spaces A(1);

FIREPLACE A "1" is used to indicate a fireplace. This

(fireplace) field contains data on residential properties

only, i.e, residential building types and

commercial apartment buildings. A(1);

AIR-CONDITIONING A "1" in the first position is used to

(aircondit) indicate central air conditioning. Positions

2 and 3 should be ignored. This field

contains reliable data for residential single

and duplex structures only. A(3);

NR-ROOMS At this time, this field is not being used or

(nrrooms) Maintained by the Assessor’s Office. All

occurrences will contain zeros A(4).

BEDROOMS The total number of bedrooms. If more than

(bedrooms) one structure is on the property, then this

field indicates the total bedrooms of all

structures. If this is an apartment

building, then this field indicates the total

number of bedrooms in the structure. This

field contains data on residential properties

only, i.e, residential building types and

commercial apartment buildings. N(3);

BATHS The total number of bathrooms in the

(baths) building, or the number of bathrooms

predominantly found in each dwelling unit. If

more then one building, than this includes

the total for all structures. This field

contains reliable data on residential single

and duplex properties. For apartment

buildings this represents the typical number

of baths per unit. N(3);

POWDER-ROOMS The number of half-bathrooms or powder rooms

(powderroom) in the building, or the number of powder

rooms predominantly found in each dwelling

unit of a multi-unit structure. This field

contains reliable data on residential single

and duplex properties. For apartment

buildings this represents the typical number

of half-baths per unit. N(3);

NUMBER-OF-SPACES This field is no longer updated and will be filled

(nofspaces) with 999. N(3);

GARAGE-TYPE Garage characteristics. This field contains

(garagetype) data on residential properties only, i.e,

residential building types and commercial

apartment buildings. A(2);

Garage Type:

"A" for an attached garage

"D" for a detached garage

“AD” for both

LOT-AREA The size of the property in square feet.

(lotarea) N(9);

ZONING The current zoning of the property as

(zoning) identified on the City Zoning Map.

Milwaukee, Department of City Development,

Land Use Planning Section. A(7);

LAND-USE A four-digit number code based upon the

(landuse) Standard Industrial Classification code (SIC)

identifying the type of activity on this

property. (See Land Use Codes in Appendix G.)

A(4);

LAND-USE-GP A value from 0 to 13 showing the general use

(landusegp) of land that this property falls within. (See

Land Use Category Table in Appendix H.) A(2);

OWN-OCPD A code signifying that the property is

(ownocpd) occupied by the owner. This is determined by

comparing the Property Address to Owner

Mailing Address. If the property is owner-

occupied, this field will contain an alpha

'O'. A(1);

*GEOGRAPHIC DISTRICT CODE SECTION*

GEO-TRACT A six-digit numeric code assigned by the

(geotract) U.S. Census Bureau to identify the area of

the City where this address can be found.

The last two positions contain a suffix.

Tract boundaries usually follow the

center-lines of major streets or natural

boundaries. N(4.2);

GEO-BLOCK A three-digit code assigned by the U.S.

(geoblock) Census Bureau to further subdivide Census

Tract. Generally, a census block conforms to

City block boundaries. A(4);

GEO-ZIP-CODE Geographic area assigned by the U.S. Postal

(geozipcode) Services. Normally GEO-ZIP-CODE has data in

only the first five positions. A(9);

GEO-ALDER-OLD Previous political area of the City

(geoaldero) identifying representation of the City of

Milwaukee Common Council. There were 16

aldermanic districts numbered 1-16, prior to

the 1992 election. A(2);

GEO-POLICE An administrative area assigned to each

(geopolice) district station. Police districts are

numbered 1-7. A(2);

GEO-FIRE An administrative area assigned to each Fire

(geofire) Department Battalion. This field is not

currently being maintained. Any data found

in this field is therefore unreliable. A(2);

GEO-BI-MAINT An administrative area assigned to Code

(geobimaint) Enforcement Inspectors in the Building

Maintenance Inspection section in the

Department of Building Inspection. This

field is not currently being maintained. Any

data found in this field is therefore

unreliable. A(2);

DPW-SANITATION DPW sanitation district. This field is not

(dpwsanitat) currently being maintained. Any data found

in this field is therefore unreliable. A(2);

GEO-ALDER Current political area of the City

(geoalder) identifying representation on the City of

Milwaukee Common Council after the 1992

election. There are 17 districts numbered 1-

17. A(2);

HIST-CODE Codes identifying the historic properties.

(histcode) A(1);

1 - On the National Register of Historic

Places (NRHP) and locally designated.

2 - On NRHP, but no local designation.

CLASS NEIGHBORHOOD NUMBERS

1. Residential 0020 to 4990 In increments of 20 with subsequent

(RES) divisions in increments of 10. All neighborhoods end in “0” which can be subdivided and denoted as unit numbers if the need arises.

2. Commercial 6210 to 6280 City is divided into

(MER) (no 6260) 7 geographic assignment areas, and neighborhood numbers are in increments of 10.

Condominiums 6211 to 6281 If a condominium development is located in any one of the geographic assignment areas, the last digit of the neighborhood number will be more that a “0”, example, 6211, 6221, etc.

3 Maunfacturing 6300 Series Neighborhood number is on a

(MFG) citywide basis, as all manufacturing properties are assessed by the Manufacturing Division or the Wisconsin Department of Revenue.

4 Special Commercial 6410 to 6460 Citywide assignment numbers in 7

(SME) & 6490 categories based on specific types of buildings. Each appraiser in this division has an assignment number which will include a number of building types.

Condominiums 6411 to 6461 If a condominium development is

(SME) & 6491 located in an assignment number category, the last digit of the assignment area number will be more than “0”, example, 6411, 6421, etc.

5 Condominiums 5000 Series A neighborhood is assigned to each

(Residential as opposed to commercial) condominium development. The numbers start at the north side of the city, and progress to the south, except for the east side area, east of Humboldt Bd., which is numbered last, and has the highest numbers.

7 Commercial Apartments 6610-6899 The city is divided into economic,

(MAP) (4 units & up) geographic areas. A neighborhood number is assigned to each area with the numbers starting at the north side of the city, and progressing to the south. Some of the economic, geographic areas have a wide variation in the age of buildings, resulting in an economic overlay. This overlay will reflect in the value of older buildings in an area, and will result in some areas having more than one number.

9 Exempt 0020-6899 Any property that is exempt will have

(EXM) the neighborhood number assigned according to its repective geographic area or the Use Type of the property.

ZONING CODES

(ZONING)

The Master Property File (MPROP) contains a zoning code for

each property in the City. These codes were assigned by using the

zoning map on the computer graphics system. The zoning field is

an alpha numeric field that is seven digits in length.

Conventions For Properties With More Than One Structure

Residential properties that have more than one structure per

taxkey will have a '97' in the first 2 positions of BLDG-TYPE.

The following convention has been adopted for residential

"Units" contains total number of dwelling units for all

structures on the property.

Examples: Units = 4, Land Use Code = 8820

This property contains two two-family structures.

Units = 3, Land Use Code = 8820

This property contains one single-family and one two-family

structure.
