REGULAR MEETING

MINUTES FOR AUGUST 12, 2014

The Board of Commissioners of the City of Raymondville, Texas met in a Regular Session at Raymondville Rural Technology Center, 700 FM 3168, Raymondville, Texas, on Tuesday, August 12, 2014, 5:00 P.M., with the following officials and members present:

Mayor Pro Temp Clifton Smith declared a quorum present and called this regular meeting to order.

Commissioner Cavazos moved to approve the minutes for July 22, 2014. Commissioner Alexandre seconded the motion which carried by the following vote:

Commissioner Gutierrez moved to approve the Municipal Court monthly report for July, 2014. Commissioner Alexandre seconded the motion which carried by the following vote:

CONSIDERATION AND APPROVAL OF AN ORDINANCE AUTHORIZING THE ISSUANCE OF “CITY OF RAYMONDVILLE, TEXAS COMBINATION TAX AND LIMITED PLEDGE REVENUE CERTIFICATES OF OBLIGATION, SERIES 2014;” PROVIDING FOR THE PAYMENT OF SAID CERTIFICATES BY THE LEVY OF AN AD VALOREM TAX UPON ALL TAXABLE PROPERTY WITHIN THE CITY AND FURTHER SECURING SAID CERTIFICATES BY A LIEN ON AND PLEDGE OF THE PLEDGED REVENUES OF THE SYSTEM; PROVIDING THE TERMS AND CONDITIONS OF SAID CERTIFICATES AND RESOLVING OTHER MATTERS INCIDENT AND RELATING TO THE ISSUANCE, PAYMENT, SECURITY, SALE AND DELIVERY OF SAID CERTIFICATES; AUTHORIZING THE EXECUTION OF A PAYING AGENT/REGISTRAR AGREEMENT, A PURCHASE AND INVESTMENT LETTER, AND A PRIVATE PLACEMENT AGREEMENT; COMPLYING WITH THE REQUIREMENTS OF THE LETTER OF REPRESENTATIONS PREVIOUSLY EXECUTED WITH THE DEPOSITORY TRUST COMPANY; AUTHORIZING THE EXECUTION OF ANY NECESSARY ENGAGEMENT AGREEMENTS WITH THE CITY’S FINANCIAL ADVISORS AND/OR BOND COUNSEL; AND PROVIDING AN EFFECTIVE DATE

Commissioner Cavazos moved to approve the Ordinance authorizing the issuance of “City of Raymondville, Texas Combination Tax and Limited Pledge Revenue Certificates of Obligation, Series 2014;” providing for the payment of said certificates by the levy of an ad valorem tax upon all taxable property within the City and further securing said certificates by a lien on and pledge of the pledged revenues of the system; providing the terms and conditions of said certificates and resolving other matters incident and relating to the issuance, payment, security, sale and delivery of said certificates; authorizing the execution of a paying agent/registrar agreement, a purchase and investment letter, and a private placement agreement; complying with the requirements of the letter of representations previously executed with the depository trust company; authorizing the execution of any necessary engagement agreements with the City’s financial advisors and/or bond counsel; and providing an effective date. Commissioner Alexandre seconded the motion which carried by the following vote:

CONSIDERATION AND APPROVAL OF A RESOLUTION BY THE BOARD OF COMMISSIONERS OF THE CITY OF RAYMONDVILLE, TEXAS AUTHORIZING AN INTERLOCAL COOPERATIVE AGREEMENT BETWEEN THE CITY OF RAYMONDVILLE ECONOMIC DEVELOPMENT CORPORATION AND THE CITY OF RAYMONDVILLE, TEXAS; AND OTHER MATTERS IN CONNECTION THEREWITH

Commissioner Alexandre moved to approve the Resolution #081214 by the Board of Commissioners of the City of Raymondville, Texas authorizing an interlocal cooperative agreement between the City of Raymondville Economic Development Corporation and the City of Raymondville, Texas; and other matters in connection therewith. Commissioner Gutierrez seconded the motion which carried by the following vote:

AYES: Commissioners Alexandre, Gutierrez, Cavazos, and Mayor Pro Temp Smith

DISCUSSION AND ACTION REGARDING AWARDING OF CHEMICAL BIDS FOR THE CITY OF RAYMONDVILLE WATER TREATMENT PLANT

Commissioner Cavazos moved to approve the awarding of chemical bids to the lowest bidders for the City of Raymondville Water Treatment Plant. Commissioner Alexandre seconded the motion which carried by the following vote:

AYES: Commissioners Gutierrez, Cavazos, Alexandre and Mayor Pro Temp Smith

DISCUSSION AND ACTION REGARDING ENGINEER’S RECOMMENDATION TO AWARD CONSTRUCTION CONTRACT ON TDA GRANT NO. 713391, WASTEWATER COLLECTION SYSTEM IMPROVEMENTS

Commissioner Alexandre moved to approve to award the construction contract to Balch Machine on TDA Grant No. 713391, Wastewater Collection System Improvements. Commissioner Cavazos seconded the motion which carried by the following vote:

REPORTS

Uvaldo Zamora, Chief of Police, reported to the Board of Commissioners that Christmas in August would be this Friday.

PUBLIC WORKS DEPARTMENT

REPORTS

Joel Soto, Public Works Director, reported to the Board of Commissioners that they have been working on water breaks, painting crosswalks and cleaning curbs.

RAYMONDVILLE FIRE CHIEF OSCAR GUTIERREZ

REPORTS

Oscar Gutierrez, Fire Chief, was absent and had no reports.

RAYMONDVILLE ECONOMIC DEVELOPMENT DEPARTMENT

Catalina Ozuna, EDC Executive Director, presented to the Board of Commissioners an update on current projects.
