March 11, 2019 Medford Historical Commission Hearing Minutes

Medford City Hall - Meeting called to order at 7:02pm.

Members present: Ryan Hayward, Doug Carr, Jennifer Keenan, Edward Wiest, Abigail Salerno, and Peter Miller. Absent: Ben Johnson.

Minutes – Feb. 2019 minutes deferred until next meeting.

23 Bower Street – Application for demolition of accessory building garage at back corner of site. Motion: to accept application as complete, Accepted, 5-0.

45-47 Mystic Ave – Proposed demolition of house and garage. Motion: to accept application as complete, Accepted, 5-0.

Motion: to prepare Form B’s for both buildings above. Accepted, 5-0

421 High Street - Determination of Significance. Legal: Cathy Desmond. Discussion among MHC members about significance of the building – a contributing building to a potential National Register District and social history, less so the architectural character of the building, which has been compromised by unsympathetic additions. Subcommittee has reviewed the Form B and determined the property to be Significant. Motion: to find 421 High Street Significant, Accepted, 5-0.

16 Foster Court - Determination of Significance. Legal: Cathy Desmond. Adam Glassman, architect, 2 Worthington Street, Cambridge, MA. Lengthy discussion about the character of the house. Subcommittee has reviewed the Form B and determined the property to be Significant. Motion: to find 16 Foster Court Significant, Accepted, 5-0. Motion to commission a Form A for the area around Foster Court. Accepted, 5-0.

104 Winchester Street - Determination of Significance. Legal: Cathy Desmond. Subcommittee has reviewed the Form B and determined the property to be Significant Motion to find 104 Winchester Street Significant. Accepted, 5-0.

7 Lauriat Place – Determination of Significance. Received two Applications for Demolition. Proponent: Nelson Olivera, 264 Salem Street Medford. Motion: to find 7 Lauriat Place Significant. Accepted, 5-0.

Ordinance Change Request Update – Minor error to be corrected – 1900 vs 75 years; change of 30 days (present) vs proposed 45 days (to coordinate with MHC Meeting schedule).

New Building Dept. MHC Process Summary - to be completed and submitted to Building Department.

Marketing - Methods of announcing Meetings – possibility of utilizing Capt. Barry Clemente for Demo Delay. Also, City Website & Calendar.

Patriot’s Day – brainstorming request to add more 18th century appeal in-between the event at the Salem Street Burial Ground and when Paul Revere at the Gaffey Funeral Home. R. Hayward noted that the re-enacters working in the Lexington-Concord area are being excluded because of authenticity concerns about the costumes and equipment. NPS vs. Stowe Minutemen and Charlestown. Parade? MHC members to send ideas. Rec. Department – Kevin Bailey, Director. Parade idea? Stopping at the Library in-between the cemetery and Paul Revere? D. Carr to get back to City of Medford with ideas.

Site Plan Review for 407R Unit 10, Mystic Avenue (Century Bank). – No comment.

CPA Applications – Abbey to talk with CPC Coordinator; D. Carr to draft a RFP text for the Slave Wall Design Study.

Old Business:

Annual Report – to be completed by next meeting – R. Hayward & D. Carr.

Budget – looking to get laminated color maps, sample of Form B’s, banner, line drawings of historic houses to color (kids) on front, with MHC info on back; before and after of properties saved/lost. Venues: June 20th Circle the Square; Sept. 21st – Mystic River Celebration; Tufts Community Day, Sunday, June 22nd.

Wellington Survey & Planning Grant – Abbey: Form B received from neighborhood.
