The chapter has received 10 new members, bringing the total to 463. Chapter balances as of June 30, 2017 are as follows: Checking account balance: $20,586.33. Schwab account balance: $85,511.15. Total balance of accounts: $106,097.48. No report available. APCO President Sandra Nielsen during the national conference a presidents to presidents meeting will take place on Saturday during the conference. APCO in process of putting together a committee/task force to research guidelines or best practices for GIS data and mapping. Email will be sent out to see if there is any interest. NENA President Marc Gramlich NENA conference will be discussed under new business. Thanks to everyone to who helped set up and to the committee for a great, well attended conference. COMMITTEE REPORTSTraining/Membership Activities Kim Ostin reported not a lot of movement for training. Looking at Frankenmuth for potential site, as it was very successful. Potential dates are March 7-9, or March 21-23. More information will be forthcoming when dates are selected. Professional Development Stephanie Lehman presented report prepared by Don Glasgow. 1 new Michigan ENP – Stephanie Lehman of Barry County Central Dispatch. Brings current total to 46. Mission Critical Partners online study group starts July 31st and will end October 2nd prior to fall testing period. The fall exam period is October 7-21. Application deadline is September 8th. There is currently one (1) ENP scholarship still available. Scholarship reimburses upon the successful completion of the exam. If you are interested in participating in the study group, or would like further information about the scholarship, contact Don Glasgow at glasgowd@. Technical Dave Hayhurst reports Microsoft Windows security patches -“MotoPatch”: The MPSCS distributes the Microsoft operating system security patches to the MCC7500 and NICE logging computers on the MPSCS radio network. The following occurs with the Microsoft / MotoPatch security patches:Microsoft identifies a security vulnerability within the Windows software and develops a solution (“patch”).Microsoft releases security patches for their software on the 2nd Tuesday of each month.Motorola captures the Microsoft patches and runs it through their testing lab to watch for effects to their radio network computers, MCC7500/MCC7100 consoles and NICE logging recorders.Motorola issues the “MotoPatch” typically 4 – 6 weeks after Microsoft’s release.NCC remotely pushes the MotoPatch over the radio network to 500+ computers on the MPSCS network during the next 2 weeks.The MPSCS Field Resource Center (FRC) will contact the agencies during the normal business days advising them to reboot their computers after the NCC has pushed the MotoPatch.An agency must develop and deploy a schedule for their staff with the best time to reboot the dispatch consoles and NICE logging computers.These Microsoft patches are important to keep your dispatch consoles and NICE loggers safe. To keep it in perspective, it could be 6 – 10 weeks after a security issue was identified by Microsoft and the agency reboots their computer. We have recently heard about the “Wanna Cry” virus and there are several others since then, but not having as large of an impact. The patching and rebooting is what can be proactively done to minimize risk to your agency.MPSCS pays for these Motorola tested Microsoft patches as part of its software subscription agreement.** Additional details Update since the July APCO meeting **The MPSCS Field Resource Center (FRC) will notify the agency when a new patch has been placed on their dispatch console or NICE logging computer.The FRC will be calling between typical business hours, Monday – Friday, to notify an agency of a new patch on their computer.The agency will be responsible to schedule and coordinate the rebooting of their computers within their centers. Do not reboot all computers at the same time to avoid congestion on your network back to the Zone core.Each Monday morning the NCC will run an audit of the MotoPatch status on the 500+ MPSCS network computers to track the progress of the patches being deployed and activated.After the Monday morning review of the 500+ audit files, the FRC will contact agencies with pending patches to have them reboot their computers within the schedule established by the center.As we have worked through many of the technical questions (login names, passwords, rebooting times, etc.), the NCC will no longer be the primary staff contacting the agency 24x7.The NCC is still available if you have questions regarding your dispatch consoles or system 24x7x365.McAfee Virus Detection Software:The McAfee virus detection files are different in purpose and function than the MotoPatch. The McAfee virus signature data files are received weekly. The NCC places the data definition files on the system server and they are automatically distributed to the MPSCS radio network computers running on the MPSCS network. It’s not necessary to reboot the computers to make the latest McAfee definition file active. When the computer receives a new data file, it replaces the old one and uses the new file. The MPSCS pays for the McAfee Virus Detection software for the MPSCS radio network computers. Software Patches & Virus Detection Software Deployment Schedules:McAfee virus detections files are distributed weekly. No rebooting required.MotoPatches are distributed monthly. Rebooting required.Zone core patches distributed quarterly. Rebooting done by MPSCS staff as required.Used Radios purchased for use on the MPSCS:We are seeing used Motorola radios being purchased for use on the MPSCS. If you purchase a used radio, make sure it has the correct Flashcode and Firmware to operate on the MPSCS. Purchasing a flash to make it operational after the purchase may find your expected savings lost and a delay in deployment.Trading in or selling your old MPSCS radios:If you are selling a radio or trading a radio, contact the RPU so they can disable it within the MPSCS. Recently the MPSCS RPU received some used radios for programming from an agency who purchased them through an out of state used radio dealer. These used radio still had an active Police / Fire templates and MPSCS IDs from the previous Michigan agency even though they were traded in and resold. (Oops!)MPSCS Life Cycle Remediation:The MPSCS Life Cycle remediation project continues in the U.P. with replacement of the DC power plants, UPS, Quantar 800 Mhz. base stations and microwave radios. Next year the focus will shift to the southeast Michigan area densely populated with Simulcast system. SmartZone upgrade to version 7.17:Planning has started for the migration to the 7.17 SmartZone system release from our current 7.15 system release. This is being done to keep the infrastructure and software current with technology. Your existing subscriber radio will continue to function normally without re-programming. There may be some future options available as the project is refined over the next 6 months. These features or options might require flashing or upgrades to a radio if an agency wants to make use of those new features / options. Frequency Coordination/MPSFAC/700MHz Brent Williams reports nothing new on 700 MHz. Standard as far as VHF/UHF applications. Brent reminds to make sure your vendors are going through APCO, so APCO is receiving the money for coordination. APCO National Kim Ostin reports the conference is quickly approaching, August 13th-16th in Denver Colorado. If anyone is going, volunteer slots still available. Volunteers receive a free day credit towards attendance. Saudi Arabia is seeking to become a chapter, currently the executive board has issued a ‘tentative charter’. They are technically an oil company ‘ARAMCO-state owned oil’ so membership would need to be commercial. Concerns arise in member conduct area due to cultural differences in regards to women, same sex marriages, religion, etc. Motion for ‘NO’ vote for charter membership made by Rich Rybicki and supported by Dave Plumb. APCO Awards Sandra Nielsen reported nominations for state awards will be accepted for six (6) more weeks, deadline is September 1st. So far, only one (1) nomination has been received. At the national level, Michigan will be on the big screen this year as Eric Mulvaine of Barry County Central Dispatch was selected as National Telecommunicator of the year. Congrats to Eric and Barry County! APCO Fall Conference Christine Collom reports the conference will be held two (2) months from today, September 20th – 22nd. The educational piece has been submitted for SNC approval and registration is open on the website. This year’s theme is “Road to Our Future.” The Denise Amber Lee Foundation will presenting. Dave Rapacz is looking for any photos you may have from past years for a slideshow, so if you have some, please get them submitted to Dave. APCO Historical Rich Rybicki reported April 7th, 1928 the Detroit Police Department went on the air to dispatch. The 90th Anniversary is approaching and they are looking to re-dedicate the marker on Belle Isle. The re-dedication ceremony will be held on April 7th, 2018 on Belle Isle. Look for more information to come on the historical event. NENA National Marc Gramlich reported for Cherie Bartram. The National Institute Board actively encouraging ENP’s to submit questions for the ENP exam. If anyone is interested in doing so, please contact Cherie. This counts towards re-certification points. NENA Michigan Conference Chad Chewning thanked all committee members for all their work and dedication. Conference was very successful. Currently in the review process of the evaluations, so far the feedback has been very positive. Tammy Smith will replace Chad as the Co-chair of the 2018 Joint Conference. If you are interested in helping with the joint conference, please contact Tammy. The first conference call will be sometime mid-September. NENA Public Education Marc Gramlich presented Jill Kummer’s report. The committee met last week and have items that need to be posted to the website and will be working with Chad Chewning to get posted. The committee has been meeting once a month via conference call. The Facebook page is slowly growing, so please check out the Michigan NENA public education Facebook page if you haven’t done already. NENA Legislative Josh Mauslof reported there are two (2) funding bills out right now; House bill 4651 and Senate bill 400. Lots of work have gone into these two bills, so many thanks to all that have worked on these bills. If you haven’t already done so, please reach out to your senators and representative to educate them on how crucial these bills are to our industry. Currently working on 9-1-1 goes to Lansing and the date is September 12th. MCDA, APCO and NENA are going to work together to share the costs. Discussion about the costs involved. President Marc Gramlich request a motion for the three organizations to share the costs, not exceeding $500 per chapter. Motion made by Karen Chadwick and supported by Josh Mauslof, motion carried. NENA Young Hero Christine Collom reported the young hero was very animated and successful this year. Many thanks to Motorola for their sponsorship. Applications are accepted all year long, the deadline is March 15th. Applications are available on the website. APCO Commercial Michelle Nettle presented Jason Bernard’s report. Commercial Advisory Committee will have a larger resume/employment resource center in the vendor area during the national conference. Jason will likely be involved in surveying and welcoming new vendors to the International Conference. State 9-1-1 Committee Rich Feole reported SNC meeting was June 14th FirstNet presented at the meeting. The Certification committee has accepted compliance reviews for: Clare, Mackinac, Luce, and Chippewa Counties. The committee is currently working on Manistee and Oscoda Counties, they will be completed sometime this summer. An updated version of the State 9-1-1 plan has been approved. The next meeting is September 13th, 2017 at the MSP HeadquartersState 9-1-1 Administrator Harriet Miller-Brown’s reported the draft annual report is currently under review and will be posted on the website August 1st. The report does contain the bills that are currently in front of the legislature. 9-1-1 directors now have a special email address now for the SNC – snc-NG911@ to be used for feedback for the NG 9-1-1. FAQ section is now on the website under the government affair resources and resolutions, lots of resources available. House bill 4651 and Senate bill 400 mirror each other, so they are looking to run them together for approval. Looking for quick run of these bills, so the Governor can sign in December 2017 to take effect in January 2018. Senate Bill 314 that repeals MLTS legislation is being opposed by the State 9-1-1 Office and the MCDA, APCO and NENA may want to consider opposing as well. Smart 9-1-1 funding renewed by the legislature so there is now funding through September of 2018. Rave Mobile has a contract with the State that secures funding for those agencies signed up through 2019. Break at 11:10 a.m. to set up for Okay2Say presentation. Presentation started at 11:35 a.m. and meeting reconvened at 12:04 p.m.FIRSTNET Brent Williams reported the State plan has been delivered. Approximately half way through the process now and then FirstNet will have 45 days to engage back with the State. By September the Governor will received a formal request to opt in or opt out. Five (5) States have already opted in. MCDA Karen Chadwick added to the legislature conversations from earlier. If you can get letters of support from your county commissioners, fire chief and police chief organizations as well. Be aware that legislatures are confused about these funding bills and Smart911, please ensure they are aware these are two separate issues. MDCA is hosting a new director’s school October 4th-5th in Kalamazoo. TERT Michelle Nettle no report. MABAS Chad Chewning no report. TIM Michelle Nettle reported for Scott Tallmadge. The next meeting is August 2nd at the MDOT Earl learning center in Dimondale. Nominating Committee APCO – Jeff Troyer reported nominations will be open in mid-august, so information will be forthcoming. NENA – Phyllis Fuller no report. APCO Old Business Sandra NielsenWorking on bylaws revision to meet national standards. First draft was emailed for review as they are a totally different set up compared to old bylaws. Kim Ostin reported changes have been submitted to the National Committee for review.Discussions on items in the first review: 5.3.1 Duties Article 5 – Duty Board Officers to approve or change the budget by a percentage or a cap amount. Discussion ensued, should not exceed the projected budget, look at moving line items, landed on increases to the budget must be approved by the membership. Article 11- Create and maintain updated policy manual / work in progress hope to have draft in October4.1 Meetings quarterly meetings be a better option to encourage attendance? Currently have four (4) Joint APCO/NENA meetings, with one (1) NENA only meeting and one (1) APCO only meeting. Should we consider a joint meeting at the joint conference? 5.2 Board Officer CCAM (Commercial Advisory Member) ex-officio with no vote.6.9 CCAM remove last point of the CCM having a vote as a Board of Officer, needs to be removed?Term limits – discussion ensued, not needed. 8.1.3 APCO will not influence legislation. Discussion ensued due to current legislative climate. Kim will check with national for opinion on this. Revisions will be made and next draft will be emailed. APCO New Business Sandra NielsenMCDA is requesting APCO and NENA draft letters of support to the House and Senate in support of the funding bills. Motion made by Jeff Troyer for each association to draft a separate letter supporting House bill 4651 and Senate bill 400 and supported by Dave Plumb, motion carried.
