POSITION SUMMARY: This position functions to plan, organize, and administer the energy conservation program to reach the goals, objectives, and action items set by the Clark County School District. This position is directly responsible to the Associate Superintendent, Facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The list of Essential Duties and Responsibilities is not exhaustive and may be supplemented. 1. Facilitate space utilization consistent with energy conservation. Coordinate the use of facilities in compliance with

the District's energy policy guidelines. 2. Coordinate the after-hour facilities inspections by the regional energy inspectors. 3. Control and maintain energy utility records and the database for all District facilities on a month-to-month basis. 4. Maintain District utility (electricity, natural gas, and water) history of meters to include monthly consumption, demand,

costs, and meter read dates. 5. Work with the accounting department to capture utility bills and bill summaries for permanent record keeping. 6. Plan and coordinate facility inspections/audits to assess operations. 7. Plan for efficiency, comfort level, and compliance with District energy guidelines. 8. Project utility rate increases/decreases for the budget department on a year-to-year basis for budget projection

considerations. 9. Work as a liaison to utility companies for matters involving records, rates, meter locations, account information, etc. 10. Recommend energy conservation measures to be implemented into building systems for new building construction,

building additions, and building remodeling. 11. Report predetermined intervals the energy consumption statistics relative to District energy conservation efforts. 12. Develop and implement end of day, weekend, holiday, and summer energy shutdown checklists for all District

facilities. 13. Coordinate the National Energy Foundation to schools in the District that will implement energy education into their

science curriculum. 14. Provide monthly reports to Associate Superintendent, Facilities Division on District utility savings and cost

avoidance. 15. Determine facilities to be used for testing of energy efficient equipment by coordination of building utility history,

indoor air quality, specifications, and future building utilization. 16. Interface with energy consultant(s) to establish, supervise, and monitor the energy conservation rebate program for

all schools. 17. Coordinate energy conservation activities with local utility companies to get rebate money and needed support and

partnership for the District. 18. Coordinate the energy rebate program with building energy audits/inspections, and energy management systems

(EMS) personnel, school administrators, and custodians to get the most efficient use of our facility lighting, heating, ventilating, and air conditioning equipment. 19. Interface with "Energy Star" and "National Energy Foundation" to find ways to enhance the energy conservation program. 20. Achieve sizeable energy savings by establishing and administering an energy conservation program for the District. 21. Establish a behavioral energy conservation rebate program for all schools. 22. Promote energy efficient new school design and construction, as well as in school modernization of older facilities. 23. Evaluate, test, and recommend and secure funding for new energy efficient technology that can reduce utility consumption in all District facilities.

24. Coordinate local schools with National Energy Foundation and State Department of Energy to set up student behavioral learning modules for energy conservation using grant monies.

25. Educate staff on the proper procedures to establish a working energy efficient behavioral program in each facility to encourage energy efficiency in all aspects of the Facilities Division.

26. Raise awareness of proper energy shutdown in all facilities; provide guidance to improve energy efficiency. 27. Keep accurate energy consumption and cost records of all District facilities on a month-to-month basis. 28. Audit facilities on a frequent basis when they are unoccupied and occupied to determine energy waste. 29. Screen and test products and equipment to be considered for facility energy improvements. 30. Recommend and demonstrate energy efficient design changes for new buildings and renovation. 31. Provide energy consumption and cost information for each utility meter to all concerned. 32. Work with all school principals and area associate superintendents to achieve energy savings at all levels. 33. Coordinate with various utilities to provide favorable meter sizes and fee structures. 34. Maintain and operate an accurate database of utility records for all District facilities. 35. Prepare District energy conservation audit/inspection sheets that will accurately reflect District policy. 36. Supervise and evaluate the performance of assigned staff. 37. Perform other duties related to the position, as assigned.

POSITION REQUIREMENTS: Education and Training:

An earned bachelor's degree from an accredited college or university or currently serving as a professional-technical employee with the Clark County School District.

Licenses and Certifications: A valid driver's license that allows the applicant/employee to legally operate a motor vehicle in Nevada.

Experience: 1. Satisfactory service in corresponding or related positions, or five (5) years of successful supervisory experience

related to the administrative position in an organization responsible for Energy Management Systems (EMS) technical daily operations, multi-craft maintenance or construction management projects with EMS designs. 2. Minimum of two (2) years of experience of Energy Management Systems (EMS) both in applications, support and development of fully functional integrated facility systems or five (5) years experience in a directly comparable position in energy management. 3. Experience using FASER in energy analysis and cost avoidance reporting.

Preferred Qualifications: 1. An earned master's degree from an accredited college or university in education or administration, with emphasis on

science, math, engineering, or technical fields of study. 2. Experience in management in a technical-oriented business or organization with energy conversation as its main

functional responsibility.
