AZ Water Pretreatment Committee Monday, September 12, 2016 – 10:00-11:30 a.m. Wilson Engineering Conference Room-9633 S. 48th St. #290, Phoenix, Arizona 85044 AGENDAIntroduction/Overview Richard Dalton, Chair (City of Tempe) opened the floor to John Watson and Mike Golden to discuss the GateWay Community College pretreatment course that they will be teaching. They asked for ideas on what different municipalities would prefer in order to get more workers to participate in the program. The course is currently a 16 week course with class once a week for three hours. Current ideas include Saturday courses, or courses being held during working hours. Brian O'Connor (City of Scottsdale) asked if there could be a survey sent out to the inspectors to gauge their preferences, Marji Dukowitz (City of Phoenix) mentioned to include a question on how each city would plan to pay for the course. Members discussed time paid for attending classes, and if the cities would offer tuition reimbursement. Randy De la Garza (City of Surprise) brought up that there may be administrative problems with students being paid for time spend working (homework) on the course. It was decided that these were issues that each city will have to work out. The course does not honor a certificate. Richard mentioned that AZ Water could support the program to give it more standing to support a certification program. Randy then mentioned the possibility of having a stamp added to existing certifications such as the Reclamation stamp, versus a sole certificate. Finally, it was discussed if the Pretreatment Committee would like to pursue a pretreatment certificate program with ADEQ, which members agreed it would be a good idea, but needed a business plan. Mike later mentioned that NV and CA certify their pretreatment operators. Committee Vision and Goals Richard asked for the committee’s opinion of the Vision and Goals document, to which the group agreed they were good. Richard will finalize the document and sent it to the AZ Water board.He then took a count of who on the committee was a paid AZ Water member to which all members confirmed they were. Doug Kobrick, board liaison (Hazen and Sawyer), spoke on the Association’s goal to increase membership and the Membership Campaign. The committee should do what they can to encourage AZFOG members to join the Association. Dave Iwanski, AZ Water Executive Director, will also be given an invite to the next Pretreatment Committee meeting.Richard will speak at the next AZFOG meeting and discuss the differences in committees.National Presence Richard spoke with people at Tri-State to partner with our committee to enhance the pretreatment track. John mentioned that he is on the pretreatment track committee and that no one has been willing to add new content, and would like more help in their committee to gain subject matter. It was discussed that our committee can come up with content and find people to present it. Nathan said he would be willing to get involved with the Tri-State Pretreatment Committee. Regarding a EPA Region 9 conference, Richard will reach out to CalEPA to get support as well as contact Bill Hurd from Clark County. Budget Training workshopThe group discussed having a training workshop where the committee would charge between $40-60 and hold it in a City of Tempe facility.Marji said she had a template and syllabus that she can share to have a workshop on permit issuance. Richard mentioned we would define our events similar to how WEF does, in which “seminars” would focus on case studies, and “workshops” are more education/instructional. It was decided that the committee board would work more on establishing this first event.Randy mentioned that it would be good to have an inspector workshop.Richard would like hold a 50/50 raffle at the event (or AZ Water?).Website Nathan will now do all meeting invitations, registrations, and minutes through the AZ Water website.Richard would like to see the blog opened and used.Other Items Mike suggested the idea of pretreatment outreach through billboards and TV Spots. Don Spencer (City of Goodyear) suggested a newsletter that could go out to residents. Christina M Gonzalez (CDM Smith) mentioned writing articles would be good, but that they can then be given to the cities to be published since they do similar work (water bill inserts).Set Next Meeting Time/AdjournmentRichard would like to have the meetings set for the second Monday of every month. October 10 will be the next meeting at EPCORDoug Kirkland (Pima County) suggested moving a few meetings south.The meeting was adjourned at 11:58am. ................
