Alaska Sport and Personal Use Fishing COVID-19 Response GroupMARINE CHARTER – TEMPLATE ACOVID-19 Community/Workforce Protective Plan TemplatePlans and protocols are presented here as a draft and are not intended as a legal standard of care or industry standard. This document is offered to assist participants in sport and personal use fishery related businesses in complying with Health Mandates issued by the State of Alaska, which are subject to change. This document does not carry legal or regulatory authority. This document borrows from templates presented as examples by the Alaska Department of Health and Human Services, accessed at on April 7, 2020. Revisions are based upon detailed guidance issued by the State of Alaska COVID-19 Unified Command, accessed at on April 15, 2020. COMPANY NAME COVID-19 Marine Charter Fishing GuidelinesThe purpose of this plan is to define practical and workable guidelines for both Alaskan resident and non-resident anglers that wish to utilize commercial charters for deep-sea fishing during the COVID-19 pandemic. This plan focuses on protocols and techniques to minimize the risks of both exposure and transmission of COVID-19, consistent with federal and state health mandates.CREW SCREENING: All crewmembers must complete a mandatory, two-week quarantine prior to being allowed to work on vessels. Where possible, all crewmembers will be tested for COVID-19 antibodies to record susceptibility of infections and/or transmission. Positive anti-body results will require a 2-week quarantine unless the time of the previous infection is known with certainty. Crewmembers shall report the experience of any symptoms of COVID-19 immediately and will not be permitted to work pending COVID-19 test indicating a negative result. Crew temperatures will be monitored daily and prior to boarding vessel. CREW TRAINING:Vessel crewmembers must have a thorough understanding and training of the proper use of necessary Personal Protection Equipment (PPE) and at all times protect themselves from exposure and possible transmission of COVID-19 with clients. This shall include the mandatory use of facemasks, gloves and outerwear appropriate to minimize exposure or possible transmission of COVID-19. Crewmembers must wash all clothing and outerwear after each trip and on a daily basis. PPE must be worn at all times. Crewmembers will receive training on proper handwashing, proper usage of disinfectant solutions and proper use and care of PPE. All crewmembers will read the CDC Guidance on cleaning and disinfecting. Crewmembers will be instructed on the proper use, storage and disposal of PPE.Crewmembers will also be trained to recognize the COVID-19 signs and symptoms of an employee and/or client and immediately report them to their supervisor.PREVENTING INFECTION IN CREWMEMBERS:When possible, crewmembers shall house separately and practice strict social distancing protocols. Crewmembers showing any symptoms, or test positive for COVID -19 will be isolated from other crewmembers until such time as they are cleared by a medical professional to return to work.VESSEL PREPARATION:The vessel and equipment used must be disinfected prior to boarding of any clients and maintained periodically throughout the day. Disinfectant wipes, sprays and hand sanitizers must be readily available for use by both clients and crewmembers as needed.Restrooms shall be disinfected after each use. Surplus PPE shall be kept aboard vessel and made readily available for anyone if needed. Trash receptacles should be clearly marked and kept clean at all times. Clients and crew shall be instructed to immediately discard trash into designated receptacles and not leave discarded items haphazardly laying around the vessel. Trash should be removed from the vessel and disposed of in an appropriate manner immediately upon completion of the trip. TRAVEL / LOGISTICS:It will be the responsibility of the marine vessel representative to inform all clients on necessary travel precautions and preparations prior to their arrival. It is important to stress the use of private or rented vehicles and to minimize interacting with other travelers that are not part of their specific group during their travel to the vessel departure point and at all times comply with health mandate 12.Shopping for fuel, food and necessary supplies must be done in their home community to limit stopping in other communities unless it is for emergency purposes only.All passengers and crew should bring prepared food and drinks for their trip. Sharing and preparation of food while onboard the vessel should be discouraged at all times. The vessel representative must direct their clients to meet them at a specific time and location and advise their clients that this is the only location that they may venture to upon their initial arrival at their parking location. Upon arrival at their parking location, clients shall call the vessel representative to receive proper instructions to meeting at the designated muster location. Clients will be directed to limit the amount of baggage and coolers that each may bring aboard the vessel.Clients should bring with them necessary PPE and put on necessary outerwear. Outerwear includes rubber boots, rain bibs and jacket or similar impermeable apparel. Before boarding the vessel, each client must put on their necessary outerwear and PPE. The vessel representative will escort all clients to the vessel immediately. Once onboard the vessel, clients will be instructed to maintain as much social distancing as is practical and possible. This is difficult to do on even the largest sportfishing boats, which is why it is imperative that clients and crewmembers have on proper PPE and impermeable outerwear at all times.If at all possible, assign seating onboard the vessel to each passenger. Try to encourage groups not to intermingle with other passengers if at all possible and to try and maintain as much social distancing as possible.Names and contact information for each client shall be kept on file with the company.PROCEDURES WHILE FISHING:At all times while engaged in fishing, clients and crewmembers will maintain as much social distancing amongst themselves as possible. Passenger capacity for the vessel may need to be limited from the normal maximum capacity to afford additional space for social distancing. Vessels should operate with the minimum crew needed while still providing for the safety of all passengers onboard. Fishing rods should be labeled and numbered and assigned to each client so as to limit any exposure in handling between clients.FISH PROCESSING:All fish filleting will be done onboard the vessel prior to arrival in port. Fish fillets will be bagged and labeled for each client to take with them as soon as the vessel is dockside. Clients will disembark the vessel and will be escorted by a vessel representative back to their vehicles.MANDATES AND LEGAL COMPLIANCE:COMPANY NAME will comply with all State of Alaska Health Mandates and will monitor new mandates, or changes to existing mandates, by checking the State of Alaska COVID-19 Health Mandates website regularly. According to U.S. Coast Guard Maritime Safety Information Bulletin 02-20, illness of a person onboard any vessel that may adversely affect the safety of the vessel or port facility is a hazardous condition per 33 CFR 160.216. COMPANY NAME will immediately report cases of persons who exhibit symptoms consistent with COVID-19 to the U.S. Coast Guard Captain of the Port. COMPANY NAME intends to operate in a conservative fashion, complying with the highest safety practices as a matter of course. With this in mind, COMPANY NAME will operate in compliance for the CDC’s Safety Practices for Critical Infrastructure Workers Who May Have Had Exposure to a Person with Suspected or Confirmed COVID-PANY NAME shall provide a copy of this action plan, as well as any mandate updates to all crewmembers. This action plan will be provided to each client at the time of booking. ................
