Essential Functions:-Coordinate Water Development Projects-Development of Water Resources-Water Accounting-Daily Review of SCADA System-Review of City Water Usage-Management of City Water Portfolio-Attend Regional Water Meetings-Attend Various Ditch Company Meetings-Maintain water wells.-Install water service.-Install water mains.Examples of Duties: The following duty statements are not intended and should not be interpreted to be an exhaustive list of all responsibilities, skills, efforts or working conditions associated with this position. Other duties and responsibilities are performed as assigned. - Analyzes current and future water demand, conservation impacts, historical usage, land use trends, and other factors contributing to securing and maintaining sufficient water supplies to meet demand. -Assures adequate water resources are available and secures water sources to meet current and future demands. -Assesses existing infrastructure for condition, capacity, and resilience needs and deficiencies. -Gathers, interprets, and prepares data for studies, reports, and recommendations. -Represents the City at various governmental and professional meetings and works with the local ditch / canal company representatives.-Provides guidance regarding water storage, water level, and water quality issues. Ensures proper quantity and quality of water to meet the demands for consumption.-Familiar and involved with City augmentation plans. -Acts as Deputy Water Foreman. Responsible for taking call ins after hours; will direct and lead Water Dept in the absence of the Foreman; will assume responsibility of various duties and programs such as: investigating water complaints, performing locates, and taking the lead on various projects. -Will assume responsibility for the following programs and dutes: valve exercising program, distribution system flushing, backflow prevention program, water accounting, water planning, monitor well sampling program, SCADA system management, radio read meter program, and water conservation programs-Position expected to be approximately 80% administrative and 20% field work. -Conducts testing and analyses of treated water to ensure compliance with standards set by the State Health Department.-Ensures proper operation of pumps and instrumentation.-Installs or replaces water taps to users. -Supervises water meter reads when necessary. -Assists in repair, replacement or construction of new water mains and sewers.-Contacts all utilities to determine location of lines so as to prevent damage during new construction or repair of water and sewer lines.-Makes detailed drawings of all new construction, and other related information.-Inspects work by private contractors. -Supervises operation of water booster station.-Installs and maintains fire hydrants.-Assists in the preparation and submittal of the budgets for the systems.Assists in administering systems budgets to ensure that allocated funds are properly and effectively expended.-Prepares all monthly, semi-annual and annual reports and submits as required by governmental agencies when necessary. -Monitors system components and interprets readings of system meters, gauges and control panels.-Assists in cleaning and maintaining sewer collection systems and lift stations; trains and may assist with evaluating performance of employees. -Maintains professional memberships in Colorado Rural Water Association (CRWA) and the American Water Works Association (AWWA). -Observes all safety rules and regulations. -Performs other duties as required, including weekend duty on a rotating basis.Job Requirements and Difficulty of Work:Thorough knowledge of the operation of water pumping plants, water transmission and distribution systems, valves, lift stations, wells, pump repair and maintenance, motors, electrical panels, instrumentation and of the principles, practices, and processes of water treatment.General knowledge of water supply facilities and the administration of Colorado water rights and understanding of local ditch company practices. General knowledge of the principles of Colorado water rights, water law, and water transfer law, water storage, water transportation / flow, farm / agricultural irrigation, and water conservation. Professional memberships in CRWA and AWWA.Understanding of basics of Colorado water laws.Ability to plan work and supervise employees.Ability to establish and maintain an effective working relationship with other City officials, system users, engineers and government agencies. Ability to work unsupervised.Ability to deal with public in a cordial and professional manner.Ability to comprehend and follow complex written and/or oral instructions.Knowledge of backflow prevention and apparatus.Knowledge of chemistry and mathematics.Knowledge of confined space requirements and hazards.Must possess a valid Colorado Class "C" Water Treatment Plant Operator License. Be a (or ability to become a) certified backflow prevention inspector. Certified in the operation of a backhoe and front-end loader preferred.Must have or be willing to obtain Hepatitis B vaccination.Ability to climb ladders, ascend or descend stairs, reach overhead, enter confined spaces such as wet wells and manholes.Ability to walk, stand or lift for extended periods of time and be able to perform tasks during inclement weather conditions.The employee shall work well under pressure, meet multiple and sometimes competing deadlines.The employee shall at all times demonstrate cooperative behavior with colleagues and supervisors.Physical Requirements and Work Environment:This position’s physical demand requirements place the position in the Heavy category according to the U.S. Department of Labor’s Dictionary of Occupational Titles, Volume II, Fourth Edition, Revised 1991. Ability to pull 75 pounds to 10 feet occasionally.Ability to pull 70 pounds to 24 inches occasionally.Ability to lift 100 pounds from ground to waist level occasionally.Ability to lift 64 pounds from a height of 4 inches to waist level occasionally.Ability to lift 40 pounds overhead in kneeling position occasionally. Ability to overhead lift 30 pounds from ground level to overhead occasionally.Exposed to: forceful exertions, postural stresses and upper extremity / whole body vibrations.Worksite conditions include: noise, temperature changes, extreme temperatures, wet/humid conditions, confined areas, fumes/dust/dirt and access above ground. Requires sustained attention, feeling sensation and balance. Education: High school education.Advanced Degree Preferred in Water Resource, Engineering, Planning Construction ManagementExperience:Three (3) years’ experience as a Treatment Plant Operator and/or water planning, or other combination of water planning experience, work experience and education.Desired Special Qualifications: Possess or be able to obtain a Class "III" Distribution System License and a Class "III" Collection System License. ................
