A MESSAGE FROM PRESIDENT ANTHONY WILLIAMS

The West Central Texas Council of Governments was organized in 1966 as a regional planning commission. Since its creation 47 years ago, the Council has established a notable record of service to our communities. To this end, the Council constantly undertakes new activities as well as continues its long-term programs and services. In addition, the Council has traditionally served as a forum for all jurisdictions in our nineteen county region to discuss issues of mutual interest.

The following report summarizes the outcomes of the regional activities established as a result of your collaboration with the Council. You will read of program accomplishments of the past year and work program strategies and goals for the coming year. This report shows "real" results: technical assistance for flood and wild fire victims, law enforcement officers trained, seniors provided with nutritious meals, extended interoperable public safety communications and expanded 911 emergency services capabilities. These activities are the result of the Council's cooperative efforts with each of you and the communities you represent.

During the past year, the Council's 911 services to the region increased in the area of wireless location technology. The Council saw an expansion in the levels of services provided through its 504 SBA Loan program. Further, this has been a year in which Homeland Security planning efforts were continued as we worked to further enhance our local interoperable communications capabilities through the purchase of improved technology. The Council's Aging and Disabled Resource Center continued to expand and increase services to this region's disabled and senior citizens.

I would like to extend my personal thanks to the many elected officials and citizens who have served on Council boards and advisory committees during the past year. I particularly want to thank the Executive Committee who oversees the daily operations of the Council. The members of the Council's Board of Directors and its Executive Committee collectively represent a remarkably committed and knowledgeable group, possessing a high level of governmental, financial, managerial and legal expertise. They have been more than generous in donating their time and energy to the Council and its activities and programs.

I am proud to be associated with an organization that truly cares about the citizens that we, as elected and appointed officials serve, and to know that the council continuously searches for new services and programs to serve the citizens of our west central Texas region.
