BACKGROUND

INFORMATION: The Fiscal Year 2004 Omnibus Appropriations Act, incorporated an across the board reduction of.59 percent to all FY 04 discretionary programs, including the PY 2003 Adult and Dislocated Worker allotments. Because formula allocation of the rescissions is mandatory, the State will restore the reductions in the PY 2003 LWIA formula grants with statewide funds.

ACTION TO

BE TAKEN: In order to ease any administrative burden caused by this matter, the State will unilaterally de-obligate the rescinded funds from the LWIA PY 2003 formula grants, and will unilaterally issue PY 2003 statewide grants in the same amount. The statewide grants are comprised of 10% administration, and 90% program, and can be used for adult, youth, or dislocated activities.
