Dear Parents and Guardians:

You and your children are important to us. Franklin Fine Arts Center has one of the most extensive arts programs in the Chicago metropolitan area. Our philosophy is that creative expression is central to a well-rounded education and helps children succeed in all subject areas.

As we begin this school year, we would like to encourage you to be involved at Franklin Fine Arts Center. As our new school year begins together, we will strive to maintain a strong line of communication between administration, staff and families. We encourage all parents/guardians to take an active role in supporting your children and the school. There are many ways to volunteer. Supporting Friends of Franklin activities, attending LSC and FOF meetings, organizing special events, tutoring, helping a teacher in the classroom or on a field trip, and providing items on the teacher’s Wish List are excellent examples of ways you can become involved.

Throughout the year, notices of activities and meetings will be sent home. Franklin is a busy place, so I encourage you to stay connected by reading the monthly newsletters and the weekly Enews bulletin. If you have not already done so; please visit our website and sign up for the Enews bulletin so you do not miss out on important information. You may also check the school website at frequently or follow us on Twitter and Facebook for current information. Please feel free to call the office if you have questions throughout the year.

Franklin Fine Arts Center Mission Statement

Franklin Fine Arts Center provides a foundation for progressing to higher levels of achievement by ensuring all students a rich Fine Arts education.  We accomplish this goal by providing a challenging educational program: encouraging students to work collaboratively; focusing on individual learning styles; developing life and social skills; and promoting respectful behavior toward peers and adults.

Our History

Opened in 1837 at Canal and Lake Streets, Franklin is the fifth oldest organized school in Chicago. It was called School District No. 5 until 1858, when the school board decided to name schools after famous people.

A building was erected at Sedgwick and Division Streets in 1852, and there were several smaller branches throughout the neighborhood. In 1869, a larger building was constructed at the school’s current location. It was four stories high, with four rooms on each floor, and an assembly hall on the fourth floor.

In October of 1871, the Great Chicago Fire destroyed all 15 Franklin school buildings. The city immediately put up a stone-and-brick building on Franklin’s current lot and, seven years later, added a 12-room school for the primary grades.

In 1895, a state-of-the-art 24-room building was completed on the south side of our campus along Goethe Street. Today, you can still find the plaque honoring the original building on Wells Street near the campus baseball field.

The school’s current building went up on the north end of the campus in 1926. Originally used to alleviate crowding, the building housed only Franklin’s kindergarten and 7th and 8th grades, sharing space with Lane Tech. In 1973, the south building was torn down.

In 1979, Franklin Fine Arts Center was established for the purpose of integration and a commitment to the arts. For 40 years, students have explored, created, and developed their artistic talents, from kindergarten through 8th grade. Our goal is not only to provide the students with the knowledge and skills necessary to achieve at a high academic level, but also to encourage them to make a positive contribution to society.

Artistically, Franklin graduates have become working actors, scene designers, visual artists, graphic designers, singers, dance teachers, and film directors. More than 80 percent have gone on to college. We boast lawyers, doctors, business entrepreneurs, police, and fire fighters to name but a few other professions. Our alumni are successful and productive members of society. We are a National Magnet School of Distinction.

Important Parking Information EVERYONE needs to know

As a school, we generate income that helps support financial gaps in the budget by renting a portion of our lot during the school day and totally at night.

Catherine Cook School rents the entire line of parking spots that span along the fence by the train tracks, from 7:00 a.m. - 5:00 p.m. for their teachers. These spots are an automatic tow zone for cars that do not display the Catherine Cook parking pass, since their teachers need to know they have a spot as they arrive at work in the morning or back from lunch. NEVER PARK IN THOSE SPOTS- even if you are coming for a teacher meeting, volunteering or coming to see a show during school hours.

We also rent the lot to a valet company from 5:00 p.m. – 7:00 a.m. during the school year and all day during summer session and on weekends year round. You will be towed if you have not paid via their pay meter (on the sidewalk by the gate) or through their Spot Hero App during their contracted hours.

At no time should cars be in the parking lot using spots to just “sit and wait” for entry or block entry to spots. At no time should an unattended car be blocking another car or left in the flow of traffic. You will be asked to move immediately. Police will be called for repeat offenders to this rule. Please know that they do not have to be present to issue tickets. We take a picture of the offending car and plate and CPD will issue you a ticket via the mail.

Unauthorized vehicles may be towed at the owner’s expense during our school day. Our parking lot is monitored by Franklin security and Chicago Police Department for handicap and repeat parking infractions. The Chicago Department of Finance also has the right to scan and boot cars in the Franklin parking lot.

If you are coming to the school for a teacher conference, volunteering or classroom visits, you MUST report to the office for a parking pass to display on your dash while you are in the building so you are not towed when we do our parking lot sweeps.

The school does not provide parking for parents for drop off and pick up. The school will not reimburse parents who are ticketed or towed for parking illegally under any circumstances. Drivers must park on the surrounding streets or use the drop off area by the front field gate in the Student Safety Patrol designated area.

If you have any questions about parking – please do not hesitate to ask Mr. Jones, Mrs. Barrera, Officer Hernandez or Mrs. Lea in the main office.

ENTRY PROCEDURES

Supervision is not provided before 8:00 A.M. If your child is joining us for breakfast, they may enter the building at 8:00 a.m.

For safety reasons, students will not be able to enter the building prior to 8:15 a.m. unless attending a conference with a parent, escorted by a teacher or reporting to breakfast.

Students will line up outside in the designated homeroom line at 8:12 a.m. then enter the school at 8:15 a.m.

During inclement weather the students will be allowed to enter the building, beginning at 8:00 a.m. The designated staff will have specific line up procedures for each homeroom.

***Please note---Parents will be restricted from entering the building from 8:00 a.m.-8:25 a.m. as this is the time the children will enter the building to start their academic day. Access to the main office for parents will resume after 8:25 a.m.***

All students will be escorted out of the building with the homeroom teachers. For bus students; please have a conversation about getting onto the bus quickly as Mr. Jones will be moving busses quickly to keep traffic flowing on Evergreen.

Parents must notify the office by phone prior to 2:50 p.m. if special arrangements have been made for the student to be picked up at dismissal time by another parent or any other special circumstances. Any bus student, whose parent has not notified the school about any special arrangements before 2:50 p.m. will be directed to board the bus. We will not wait for calls to be made- so please have plans in place with your child before they leave home in the morning so your child knows exactly what will be happening at dismissal time.

****Please note---Parents will be restricted from entering the building from 3:00 p.m.-3:25 p.m. as this is the time we will be releasing the children from the building. Access to the main office for the parents will resume after 3:25 p.m.****

DISMISSAL PROCEDURES (cont.)

Early pick up:

If a parent is picking up a student for early dismissal, the parent must be in the office no later than 2:50 p.m. Please understand that with the switching from last period to home rooms to gather belongings and preparation time for homework procedures; there is no way for us to find students during the transition times when they are in the hallways. If you are not in the office before 2:50 p.m., you will be asked to wait until normal dismissal time and follow normal dismissal routine.

Please know that the parking lot will be monitored for parking infractions and cars may be towed at the owner’s expense. At no time should an unattended car be blocking another car or left in the flow of traffic. Security will be monitoring at drop off and dismissal time. Our lot is monitored by Rendered Services Towing Company. Our parking lot is also monitored by Chicago Police Department and Chicago Department of Finance (the boot folks).

Late Pick Up:

All students are expected to be picked up at dismissal time. Franklin offers a partnership with J @ School, an after school care provider, to parents whom have a need for after school care needs. Please refer to J @ School for their tuition rate scale for drop in services, if needed, so that in the event you have an emergency; you have coverage for your child.

If there is an emergency hindering a pick up at the expected 3:15 p.m. and you have not made a back-up plan with J@school; your child will be directed to the “late pick-up” table in the cafeteria where you will be asked by the monitoring staff member to sign the late pick up log when you arrive.

According to Chicago Public School’s Protocol for Students Left Stranded- if by 4:30 p.m., the parent, guardian, or emergency contact of the student has not been reached and/or no one has come to pick up the student, school staff shall call:

• DCFS Hotline at 1-800-25-ABUSE (252-8273) to report child neglect; and

• CPS Student Safety Center at 773-553-3335 to explain that a student is stranded and to provide the student’s emergency contact information.

• Principal or school delegate call the Safety Center when the outcome is determined, specifically the school or principal should let the Safety Center know when the student is picked up by parent/guardian/emergency contact, or when police has picked student up from school or principal has dropped the student off at the Police Station with Watch Commander.

Please remember- the expectation is that students are picked up at 3:15 p.m. for dismissal. The CPS protocol will be followed each time a late pick-up occurs.

You will receive report cards at the end of each of the four reporting periods. Parents are responsible for picking up the report card from the teacher at the end of the first and third reporting periods. These are “no school” days for students.

The second and fourth quarter report cards will be sent home with your child. Yes- students must attend school on these two days.

You will also receive progress reports every five weeks. Your child is responsible for delivering these progress reports to your home. School will distribute progress reports on the following days:

ACCEPTABLE USE AGREEMENT FOR USE OF THE INTERNET

Chicago Public Schools provides Internet access (collectively, the "CPS Network"). In order to use the Network, children under the age of 18 must obtain parental/legal guardian acknowledgment of the provisions of the Acceptable Use Agreement which is integrated into the Student Code of Conduct. Inappropriate use of the computer can result in disciplinary action taken under the provisions of the CPS Student Code of Conduct and/or other School Board Policies and division regulations governing student discipline. Any violation will be handled in accordance with School Board Policy and its implementing regulations.

AFTER SCHOOL PROGRAMS – (Not leaving school grounds and returning)

Many students take part in our after school programs yet they want to leave the school grounds to get a snack or hang out with a friend before they leave, then want to come back for the after school program. This is unacceptable for safety reasons. If your child is staying after school for a program, they must report to the cafetorium when the homeroom teacher dismisses them. They may bring their own snack and quickly eat it in the moments while waiting to be picked up for their program, while under supervision of Franklin staff. SCC infraction discipline will be issued if they do not report directly to the cafetorium to wait. Repeated infractions will involve SCC discipline and removal from the after-school program.

ARTICLES PROHIBITED AT SCHOOL

Problems arise each year because children have articles that are hazardous to the safety of others or interfere with school procedure. Such items include electronic games, trading cards and toys. Please do not allow your child to bring any of these items to school. Any child that is caught with these items will have to surrender the item to the staff member and a parent/guardian will have to retrieve the item from the school administration.

ATTENDANCE/ABSENCE STANDARDS

We encourage students to attend school regularly. The more they are absent, the more it affects their success in school. An attendance record with little to no absences is the foundation for strong academic standing. Students in grades third, sixth, and eighth who accumulate 8 unexcused absences may have to attend summer school, or in some cases, could be retained in the same grade for another school year. The only acceptable and excusable absences are: illness, religious holiday observances; death in the immediate family, circumstances that impacts the student's health and safety; and other situations/ family emergencies beyond the control of the student.

 If a child is absent, the following 2 steps must be followed to receive an excused absence:

1.     Parent must call school to report the absence (773-534-8510) prior to or the day of the absence.

2.     Upon return to school, send a note with your child stating the date(s) of the absence and the reason(s) for the absence.

It is the student’s responsibility to contact the teacher to arrange to pick-up homework if the student will be out more than 2 days for excused absence only. 

Students with chronic (eight or more) unexcused absences any time throughout the year will be subject to the Franklin attendance policy. This includes:

• Mandatory check in meetings with attendance team and home visits  

• Withheld from sports teams (practices and games)

• Withheld from going on end-of-the-school year trips and field day or graduation relate activities

• Withheld from dances, movies, or any other classroom incentives or extracurricular activity

• Withheld from non-curriculum school field trips

Students who have either an excused or unexcused absent on the day of a scheduled athletic event or extracurricular school-related activity will not be able to participate in the event.  

Attendance standards for 8th grade graduation events:

Our 8th grade students will be held to the following attendance standards in order to participate in the graduation events at the end of the year:

• no more than 8 absences

BIRTHDAY CELEBRATIONS

Franklin follows the CPS LearnWell healthy guidelines but still want the students to be able to celebrate their special day with their friends. Do not bring balloons to school. They create distraction to the classroom environment. Unhealthy treats will be turned away and sent back home if it does not meet the LearnWell requirements.

A small treat, no more than 100 calories, (please note that smaller amounts of unhealthy snacks to make them under 100 calories are not acceptable; i.e. donut holes or mini cupcakes) that aligns with the healthy school guidelines, can be passed out to their classmates at lunchtime. Please check the CPS website or call the school for guidelines. Some examples the kids enjoy are fruit cups, sugar free popsicles, yogurt smoothies and bags of popcorn just to name a few. Also, non-food items are popular such as bubbles, special pencils, stickers or other trinkets.

Due to CPS legal guidelines, no home baked goods are allowed to be shared in school. Due to concerns with allergies; certain ingredients such as peanuts/tree nuts are prohibited. Please be aware of your grade level allergy restrictions.

BREAKFAST/LUNCH

CPS participates in the National School Breakfast and Lunch programs, serving nutritious meals each school day at no cost. Your child is welcome to have breakfast or lunch served from the school’s kitchen, or you may send one from home, if you so choose. Breakfast is served from 8:00 a.m.-8:15 a.m. in the school’s cafetorium.

BUS SERVICE

School buses are operated by private companies under contract with the Chicago Board of Education. Only Franklin students who live more than 1.5 miles and less than 6 miles from school are eligible for bus service. If your child is eligible; you will receive a card with the assigned bus stop (school site), bus route number, and approximate arrival time. For the first few days, the bus arrival times may be inconsistent so be sure to get to the school site early and expect to wait. After a week or two of school, most drivers have their route solidified and times will be more predictable.

School bus sites are assigned by the bus company and the Chicago Board of Education Department of Transportation. If you have questions, please speak with the clerk in the Franklin office.

At the end of the school day, buses line up outside Franklin in numerical order. Your child’s teacher will dismiss your child. A bus monitor will check him/her onto the school bus. Get to know your child’s bus driver and exchange names so that you are familiar with him/her. Tell the driver about any special concerns your child has. Franklin assigns one staff member to each bus as a monitor. This person helps the driver to make sure that all the students are on the bus, and can help to address any concerns you may have.

BUS SERVICE (cont.)

If the bus does not arrive within ten minutes of the scheduled pickup or drop off time, phone the bus company. The bus company can establish radio contact with the bus driver and can tell you where the bus is and when it should arrive. If the regular driver is sick; a substitute driver will be assigned. It may cause the bus to be late as the new driver may not be familiar with the route. If you call the bus company, they can keep you posted on the situation. If the bus is running late in the morning, children will be recorded as “bus late drop off” and will not penalized for being late to school.

In case of an emergency; the bus company and school will make every effort to contact you. It is also a good idea to have emergency contact information in your child’s book bag so that they can give it to the bus driver if needed. Include your name, address, home and work phone numbers, and the names/phone numbers of any other individuals authorized to meet your child at the bus.

In general, the bus will not wait more than two minutes to pick up your child, so it is crucial to be on time at the school site. If a parent or other authorized individual is not there to pick up a child at the end of the day, the bus driver will keep him/her on the bus and communicate with you through the bus company. It is important to be on time for the bus. If your child will not be riding the bus to school, call the bus company as early as possible in the morning, or if it is a planned change, notify the driver the day before. If your child will be picked up at school, send a note to the teacher with your child in the morning. Students telling us by word of mouth or phone calls at the very end of the day will not suffice. If the teacher and office has not been notified, your child will be placed on the bus.

Students riding the bus are expected to conduct themselves in a safe, respectful manner. While on the bus, students are under the jurisdiction of the bus driver and must follow the driver’s instructions. The bus driver will only make assigned stops. There is no eating or drinking on the bus. Students must remain seated and should wear seat belts. Children may only ride on their assigned bus. No permission will be granted otherwise.

CAFETERIA BEHAVIOR

Every student is expected to eat something for lunch, whether they eat the school lunch or bring their own lunch. If your child is eating the school lunch, they may NOT supplement it with any other food or drink during the lunch period. Any lunch brought from home must include a main entrée, i.e., a sandwich or source of protein and follow the Healthy School Initiative guidelines (listed on the CPS website). No glass containers are allowed in the lunches brought from home. Also, no caffeinated beverages, i.e., soda, coffee drinks, highly sugared beverages or energy drinks are allowed. While eating meals in the cafeteria, your child is expected to follow these guidelines:

• Practice good manners and socialize quietly.

• Remain seated and raise hand if assistance is needed.

• Leave the table and surrounding area clean and orderly.

• Put trash in proper containers provided.

CELL PHONE POLICY (For Students)

Cell phones are not allowed, per Chicago Public Schools Board Policy. Franklin Fine Arts Center administration understands that there is some need for students to carry a cell phone for emergency reasons. Franklin’s administration will allow students to carry cell phones if the following regulations are followed:

• Cell phone must be powered off before students enter the building and kept powered off at all times and kept in their locked locker during school hours

• The school is not responsible for lost or stolen cell phones

• At no time should the phone be heard or seen during the school day, after-school programs or during school functions

• If the phone is heard or seen, it will be taken and held by the school’s administration:

o The student must conference and clarify their understanding with Mrs. Barrera about the cell phone policy to receive their phone back at the end of the day of their first infraction. Second policy infraction; parent/guardian will be required to pick the item up from administration; as it will not be released to the student on the 2nd infraction. If there is a third infraction, the student will be stripped of technology/cell phone privileges; according to CPS Student Code of Conduct.

CELL PHONE POLICY (For Adults)

We recognize that cell phones have become an integral part of everyday life. But, cell phones also cause problems when used imprudently, excessively and cause distractions in the classrooms, hallways and offices of the school.

To ensure we do not distract from the educational processes of the academic programs and to ensure student safety from unauthorized videotaping of other students; parents, visitors and guests are not permitted to use cell phone and/or communication devices within the school building or on school grounds where children and/or staff are present. If you need to take a call, please do so outside of the building. This is a safety measure to ensure the safety of our children, staff and parents.

CHANGE OF ADDRESS OR TELEPHONE

It is very important, for emergency and administrative reasons, that every child maintains an up-to-date address and phone record at the school office. Please notify the school immediately if there is a change in your address, telephone number, nanny/babysitter, or person to contact in an emergency. All information should be updated in person, in the main office.

CLASSROOM OBSERVATION POLICY

Parents are provided with the right to visit their child’s classroom at times mutually agreeable to the parent, teacher and principal under the Board of Education’s policy. Parents/guardians must contact the principal to set up the designated time to observe classrooms and follow proper visitor procedures. Only the principal and assistant principal can arrange for classroom observations. If there is an immediate concern, parents/ guardians should see the principal or assistant principal for immediate response.

Classroom observations are not allowed to interrupt the normal instructional procedures of the school day. Parents/ guardians are to be respectful, non-intrusive observers of the classroom. All concerns can be addressed in a parent/ guardian, teacher, administrator conference after the observation.

CLINIC/MEDICATION POLICY

Administration of medications, especially short term, should be done at home. However, if a student is required to take prescription or non-prescription medication during the school day, the following guidelines must be met:

1. A written order from the physician, dentist, or practitioner, stating the student’s name; name of medication; and the time, duration, and dosage to be given by the school, is required, along with the parent’s/guardian’s signature. Consent forms are available for your convenience in the nursing office.

2. A written request for the administration of medications during the school hours must be made by a licensed physician and submitted on the CPS medication request form. A written request and signed Parent’s Authorization to Release Medical Information must also be obtained by the parent/guardian. The form must include the home or cell phone number as well as an additional emergency contact number. These forms can be obtained in the nursing office.

3. The CSN, RN, principal or principal’s designee shall be responsible for initially receiving request from the parents/guardians and the licensed physician for a student to be given or to self-administer medication during school hours.

4. If medication is to be given during school hours, a written doctor’s request for medication must be obtained on a yearly basis or as needed for a change of medication or dosage.

In some situations, accommodations can be made for students with severe asthma to self-administer their inhaled asthma medication. The self-administration form will be needed for this to occur. Additional questions and concerns may be directed to the registered nurse at Franklin. All parents/guardians are required to provide the school nurse with updated and current work and home/cell phone numbers, or any other means of contact, should the need arise.

CLINIC/MEDICATION POLICY (cont.)

Medical and Emergency Procedures:

Whenever possible and prudent, the school will first notify the parent(s) or guardian(s) if a student has a medical emergency. Otherwise, the school will dial 911 for an emergency medical team to transport the student to a local hospital. The school will make every effort to contact the parents or guardians and give them specific information. Parents are responsible for immediately updating the school’s office with all contact information changes, as well as any medical conditions affecting the child. Parents are responsible for all medical costs affiliated with the obtaining of medical assistance for their child.

Other considerations:

Franklin has a counselor, special education teachers, and other specialists such as a psychologist, social worker, occupational therapist, and speech pathologist. If you have questions on how to utilize these resources available here at the school, please do not hesitate to bring them to the attention of the teacher or the principal.

CLOTHING/DRESS CODE

Students are required to wear appropriate clothing and shoes when on campus. Please be mindful of weather conditions and classroom temperatures. Please ensure shoes and sandals provide safety for feet and toes throughout the building.

Shorts/skirts must be an appropriate mid-thigh length and all clothing must cover undergarments. Midriffs must also be covered. Head coverings, unless religious, are not allowed inside the building. Winter or baseball hats may be acceptable outside for recess/lunch but need to be in lockers during school times.

Oftentimes, during the day; accidents may occur. It is suggested that your child keep a few articles of clothing in their locker for emergencies or when the weather changes.

For safety purposes, large purses/bags are not to be carried throughout the building. Girls may carry a small bag for feminine hygiene product needs (no larger than 8”x 6” clutch/purse). For safety reasons, back packs may not be worn throughout the day, unless it is clear plastic.

Student belongings should be stored in their lockers, when not in use, and valuables should be left at home. Remember- students transfer in and out of classrooms, so if they are not comfortable leaving personal items in the classroom or in their locker, it should be left at home. School is not responsible for lost/stolen items.

The Physical Education/Dance programs at Franklin allow each student to participate weekly in a variety of activities that promote physical, mental and social development. Students are required to dress in appropriate clothing that will enable them to participate fully in our program. Students are requested to wear proper dance/phys.ed. appropriate clothing. Franklin spirit wear may be purchased from the office.All parents/guardians of primary aged children, especially in grades Kindergarten- 2nd grade, should send an extra change of clothes and under garments for the teacher to keep at the school in case of an accident. This will allow us to get your child cleaned up so they do not have to sit in soiled clothes. This is common for children at their age, to have accidents periodically.

COMMUNICATION

If you have any concerns, questions, or comments, please share them with your child’s teacher. You can call the school and leave a message for the teacher, email or write a note and send it with your child. Since teachers cannot always return calls during the day, it is best to email the teacher. You may want to leave both a daytime and evening phone number along with a good time to reach you, if you would prefer to talk instead of type back and forth. The teacher can contact you by phone, or if needed, schedule a conference. If there are issues that your classroom teacher cannot address, feel free to contact the Principal or Assistant Principal.

CONDUCT AND COURTESY

Franklin Fine Arts Center is a community of students, teachers, administrators, and families working and learning together in a positive, supportive environment. Students are expected to interact thoughtfully and respectfully with everyone at FFAC. It is assumed that all students will contribute positively to the academic and social environment.

Clear behavioral expectations are communicated to students at each level of the school, and they are held responsible for the choices they make.

Students are taught they are responsible for their own choices. Our aim is to support students by providing natural and meaningful consequences for both positive and negative behavior choices. Faculty and staff guide students in investigating their alternatives and options, helping them become responsible citizens of our learning community.

DISCIPLINE POLICY

We will work together to assure that discipline doesn’t become an obstacle to our children’s educational success. All grade level teams will have in-class consequences for off-task, disruptive and disrespectful behavior. With our High Flyer expectation system, your child will get the chance to manage their own behaviors. Teachers will track the behavior infractions and deliver specific consequences that your child, will be required to execute. In the event that they do not learn from the first mistake and continue with a pattern of infractions, the staff will report discipline referrals to the discipline team.

For those who continually violate school rules in the classroom, on the playground, on school grounds and/or while attending school functions, consequences for referrals are dependent upon the frequency and severity; according to the CPS’s Student Code of Conduct (SCC). Each student receives their own copy of this SCC book and it is expected that you go over this book with your child, so you understand the consequences for the different types of infractions. Please also take specific time to review the new Student Rights and responsibility section of the SCC, released by CPS. If there are any questions/concerns around the discipline system, please see Mrs. Barrera.

EARLY DISMISSALS

For early dismissals prior to 2:50 p.m., parent/guardian must sign students out in the main office. Students will be called to the office for dismissal. No student will be released without having been signed out from the office. Children will be released only to individuals listed on the emergency form, submitted by the parent/guardian whom can present a valid I.D. There will be no exceptions to this policy, in the best interest for the safety of our children.

No students will be released from class twenty five minutes or less from dismissal. After 2:50 p.m., no calls to the rooms for early dismissals will be made. The security and ancillary staff will be preparing for their duty posts and getting busses lined up, therefore there will be no one to safely escort students for an early dismissal. Students will be walked out to their dismissal spots at 3:15 p.m. Please plan accordingly.

**In emergency situations; you must speak with an administrator before requesting a dismissal between 2:50-3:15 p.m.**

EMERGENCY FORMS

The purpose of the Emergency Form is to assist the school in locating the parent in the event of illness or emergency involving the child. It is very important that the school is able to locate you at any time. Please note any allergies or serious medical problems of which the school should be apprised. Let the school know of any changes on the form during the school year. Emergency Forms are to be completed every year. No child will be released to an adult unless the name appears on the emergency form.

EMERGENCY LOCATIONS

Walter Payton High School has agreed to house our pupils in the event it is necessary to do so. Walter Payton is located at 1034 N. Wells, Chicago, IL, 60610. The phone number is (773) 534-0034. No child will be released to an adult unless the name appears on the emergency form. Please be sure the emergency form is kept up to date at all times. This form can be updated in the main office.

ENEWS BULLETIN

The Friends of Franklin and some of our tech savvy parents help keep all the parents up to date with a weekly electronic newsletter that we call “eNews”. The eNews bulletin is an email that is sent out every Tuesday loaded with all kinds of important information and calendar dates for events and volunteer opportunities around the school. Please make sure to sign up for the eNews by visiting the Franklin Fine Arts Center website and scrolling downward on our home page and clicking on the red and white “Subscribe to our newsletter” button.

FIELD TRIPS

Field trips are considered a valued aspect of our instructional program and are encouraged in all curriculum areas. The students are at times transported by bus to off campus locations for the purpose of enriching learning experiences. However, all students participating in field trips MUST HAVE WRITTEN PERMISSION SLIPS on file with the teacher prior to leaving the building. Students whom do not have written permission will not be allowed to participate in the activity. Some trips will require the students to bring a sack lunch. The parent and child should be aware of the child’s acceptance of responsibility to be a good citizen and maintain contact with the person in charge during the entire field trip. Students must be appropriately dressed to attend the field trip. Cell phone policy is in effect on all field trips.

Field trip prior approved volunteers are taken on a first come first served basis. Many field trips have a limitation on the amount of adults due to the rules of the places we visit, so ensure you are an approved level volunteer and sign up with the teacher as soon as possible. Also, siblings are NOT allowed on school field trips.

Homework is a very important aspect of the instructional program at Franklin. Children should have homework in one or more subjects every night. In the primary grades, children should have a minimum time for daily homework of ½ hour. In the intermediate grades, 45 minutes; and the upper grades, 90 minutes. Children are expected to keep an assignment notebook, do all homework listed in the assignment notebook carefully and accurately, turn in homework on time, make corrections on homework marked and returned by the teacher and show it to their parent (s) each night.

Honor Roll:

In our commitment to excellence in education, academic achievement is recognized through the establishment of an honor roll for students in grades 2nd through 8th.

Honor Roll: You must maintain an “A” or "B" average in all subjects, with no behavior check marks.

ILLNESS OR PERSONAL INJURY AT SCHOOL

When a child is diagnosed with a communicable disease such as Chicken Pox, Strep Throat, Head Lice, etc., it must be reported to the school nurse. After appropriate treatment and recuperation, the student needs to check in through the school nurse or designee on returning to school, with approved paperwork from a physician. When a child experiences an acute illness: vomiting and/or diarrhea, undiagnosed rash, fever over 101, etc., the child needs to remain at home for 24 hours after symptoms subside before returning to school. Report specific health concerns, extended illness, chronic conditions, and infections to the school nurse or designee so that your child will receive appropriate activity adjustment as needed.

If your child becomes ill or is injured at school, every attempt will be made to reach you. If you or authorized emergency friends/relatives are not available and immediate treatment is advised, the child will be transported to the nearest hospital, with school personnel, via ambulance.

IMMUNIZATION REQUIREMENTS

All new children, according to the Illinois School Code (105 ILCS 5/27-8.1) must present a provider-documented immunization record on entry to Illinois schools. This must be an official document with the complete immunization date (month, date and year) for each immunization stamped on the record. The physician’s office/clinic must be clearly marked, along with a signature of the person giving the immunization. Your child must meet the current minimum requirements to be admitted to the school. Requirements are continually being revised. October 11, 2019 is the last date by which to submit proof of children’s medical exam and immunization compliance before your child will be excluded for medical compliance. No children will be enrolled without proper documentation of current immunization records. The following are immunizations required for a child to be enrolled in a Chicago Public School:

• Polio- children immunized according to an all-IPV or all-OPV schedule must show evidence of having received at least three doses, with intervals of no less than four weeks apart, and the last dose having been received on/after the 4th birthday.

• Children who received any combination of IPV and OPV must show evidence of having received at least four doses, with intervals no less than four weeks apart, and the last dose having been received on/after the 4th birthday.

• DTP/DtaP/Td- New this year- all 5th grader are required to receive this immunization with their yearly physicals. Also, four or more doses, with the last dose administered on/after the 4th birthday, at intervals of no less than four weeks apart, last dose at least six months since previous dose.

• For children entering school other than Pre-K, K and 1st grade, three doses of DTP/DtaP/Td with the last dose administered on/after the 4th birthday, at intervals of no less than four weeks apart, last dose at least six months since previous dose.

IMMUNIZATION REQUIREMENTS (cont.)

• Measles- two doses, 1st dose administered on/after the 1st birthday, 2nd dose no less than 4 weeks after the 1st dose.

• Rubella- 1 dose, administered on/after the 1st birthday.

• Mumps- 1 dose, administered on/after the 1st birthday.

• Hepatitis B (not required for grades K-4 or 11-12)- three doses, interval of at least 4 weeks between 1st and 2nd dose, interval of at least 2 months between 2nd and 3rd dose. For children entering the 5th grade for the 1st time after July 1, 2002, the interval between the 1st and 3rd dose must be at least 4 months.

• Varicella (chickenpox) [entering Kindergarten for the 1st time on/after July 1st, 2002] 1 dose, administered on/after the 1st birthday.

INCLEMENT WEATHER AND SCHOOL CLOSING

Winter Weather FFAC Policy

Please assure our children are sent with the proper outdoor wear, as the winter weather policy applies to all children at FFAC, only exempt with an approved 504 health/action plan with doctor documentation. 

 

Children will be outside for morning entry and recess when the temperature is 18 degrees and above and when the wind chill is above 0 degrees.    Children should have scarves, hat, gloves & coats to keep them warm.  

 

No children will be allowed to stay inside based on personal family preference, again, the only exception is medical documentation and a completed 504 health action plan.

LOST AND FOUND

Articles found in and around the school will be deposited in the Lost and Found located in the main office. Unclaimed items from the Lost and Found are given to charity at the end of each quarter, so please encourage your child to check the lost and found if they misplace something. Parents should label book bags, jackets, shoes, coats and any other items like Tupperware or water bottles that children may lose or leave behind.

MEDIA COVERAGE CONSENT

From time to time, news media representatives may use pictures or videotape of students in incidental news coverage. The CPS media consent form should be on file for the year, as soon as we return to school in the fall. If a parent objects to a student’s personal image being used, the school should be notified immediately. If a student is to be interviewed on school property by the news media, a parental consent is required to be on file. As we continue to strengthen our ties between media, technology and instruction, our children are often going to be highlighted on our website. It is necessary and required that all children being highlighted and celebrated on our website must have this consent on file. Any stage time will require students to have a media consent form on file.

MESSAGES TO STUDENTS (via phone or in person)

To ensure a good learning environment and to prevent unnecessary classroom disruptions, non-emergency messages will not be accepted. The office staff has been directed by administration to inform parents that they are not allowed to accept messages for children, unless, it is deemed an emergency. It is important that parents and children communicate before school, and have looked over the monthly calendar and schedules for activities going on. To make sure parents receive important information, permission slips, and publicity flyers, most of this information will be sent home with the student, emailed in the eNews and/or posted on the website. We ask that all parents/guardians check daily with your children for information coming home from the school.

OPEN HOUSE

Franklin’s Open House is held in September for parents/guardians and families. At this time, academic expectations, curriculum, and information on school operations and procedures are articulated. Parents will be given the opportunity to visit all programs and grade levels at Franklin as well as their child’s classroom and meet the teachers. Be sure to watch the website and eNews for the upcoming dates for current school year.

PARENTAL/GUARDIAN INVOLVEMENT

FRIENDS OF FRANKLIN FINE ARTS CENTER

The Friends of Franklin Fine Arts Center (FOF) is a not for profit organization (501(c) 3). It is the main fundraising organization of the school. Its purpose includes raising funds and community support to enhance the educational and arts program at Franklin. Board members include parents, teachers, and administrators who are elected to a two year term.

LOCAL SCHOOL COUNCIL (LSC)

The Local School Council (LSC) is the school’s governing body established by law under the School Reform Act. The LSC approves the budget annually, is responsible for overseeing the Continuous Improvement Work Plan and reviews the principal’s performance. It includes 6 parents, 3 staff members, 2 community representatives, and the principal.

There are multiple ways parents can be involved here at Franklin Fine Arts Center:

Back to School Open House Night - watch for a notice of this important evening meeting.

Report Card Pickup - Days are scheduled at the end of the first and third reporting periods in November and April. Parents MUST come to school and meet with the teacher to pick up the report card. A time slot will be scheduled based on your place in the alphabet.

Share your schedule - Talk with the teacher about opportunities to help out in the classroom or let the Friends of Franklin know of your availability.

Assist with a field trip – Talk to the teacher about how you can assist with or chaperone a field trip.

Become involved with Friends of Franklin – Watch the calendar for meeting dates. You can meet with representatives from FOF to discuss how you can become involved at special fundraisers and family events.

Performances and Assemblies - Check the eNews and the website for information about plays, assemblies and concerts. Some of these are repeated in the evening. You and your child are welcome to attend even if your child is not a participant. It is a great way to see what Franklin children can do.

Special Occasions - Talk with your child’s teacher if you wish to celebrate a birthday or other special occasion in the classroom. Franklin is mandated to follow the CPS Health and Wellness Program, so all snacks or treats must be healthy! A small treat, no more than 100 calories, that aligns with the healthy school guidelines, can be passed out at lunchtime. Please check the CPS website or call the school for guidelines. Unhealthy treats will be sent back home if it does not meet the requirements.

PARENT-TEACHER CONFERENCES

Parents and teachers must work closely together in order to develop and implement strong educational programs for children. Conferencing represents only one way in which the home and school can come together. In order for conferences to be successful and as informative as possible, please follow these procedures:

1. All Parents are requested to notify the teacher when they would like to have a parent/teacher conference. A written request or phone call will ensure sufficient time and privacy.

2. Decide with the teacher before you come if the conference is of a nature that should or should not be conducted in the presence of the child. (Children are often included in the conference.) If the child sees more than one teacher, in a departmental setting, please notify the homeroom teacher whether you are requesting an individual conference or a team conference, in which all teachers will need to prepare their schedules to free a time to meet with the parent.

3. All conferences are to be held in mutual respect on the part of the teacher and the parent, concentrating on doing what is needed to better assist our children to be educationally successful.

4. If you are unable to attend your scheduled conference, please let the teacher know as soon as possible. It will then be possible to reschedule.

PARENT PORTAL

Parents are expected to track their child’s academic success to check their child’s success via the Parent Portal, which is accessible through the Franklin website. On Parent Portal, for example, parents can see weekly grade updates, class and homework assignments, missing grades and make-up work needed, due to an excused absence. With checking your child’s student planner each night and utilizing the parent portal; parents can assure children are meeting academic expectations of the school.

PERSONAL PROPERTY

Children assume the responsibility for loss or damage to their clothing, equipment, books, or instruments that they bring to school on a daily basis. The school endeavors to protect all personal property but is not responsible for these items. Large sums of money and articles of sentimental or real value should not be brought to school. The school will not use instructional time, or assume the responsibility, to search for lost/stolen items that don’t belong at the school, example, cell phones, games, toys, money, purses etc.

PHYSICAL EDUCATION

Our physical education program allows each student to participate weekly in a variety of activities that promote physical, mental and social development. Children are required to dress in appropriate clothing that will enable them to participate fully in our program. PE shirts/shorts are available for purchase in the school office. Children, who are not prepared, will be graded accordingly and may not be allowed to participate, for safety reasons. Gym grades will be affected.

PROMOTION POLICY

It is the expectation that each student shall be promoted each year and graduate on schedule. The primary factor considered in making promotion decisions is the student’s successful completion of the curriculum for the assigned grade. Appropriate procedures and instruments will be used to evaluate performance of all students, including limited- English-proficient and special education students, according to the guidelines for promotion established by Chicago Public Schools. The Chicago Public School’s promotion policy for benchmark grades 3rd, 6th and 8th will be distributed at the beginning of the school year. Please assure that you read carefully and prepare your children, all year long, for successful completion of their current grade-level promotion criteria.

REPORT CARDS/ STUDENT PROGRESS REPORTS

Students receive report card marks at the end of each of the four reporting periods. Parents are responsible for picking up the report cards from the teacher at the end of the first and third reporting periods. Students will receive a five week progress report each grading period. We request that all parent/guardians review this information with their children and assist the students and teachers in making instructional gains from one academic report to the next.

SAFETY PATROL/DROP OFF AREA

Franklin has a designated area for “Kiss and Go” drop off for morning arrival. The parent must have the student ready for goodbye before they enter the designated area. The black wrought iron fencing around the field, just past the easternmost corner of the front of the building is the Safety Patrol drop off area. You will see middle school students in orange and yellow safety vests. Please pull up to the students and they will open the back door and help the child out. They will close the door and the car must pull directly away. The students will walk through the gate to the playground from there.

SCHOOL DIRECTORY

Friends of Franklin publish an annual family directory in the fall, after receiving permission from parents to list addresses and telephone numbers. This makes the communication between grade level parents easier for setting up social events and study groups outside of the school hours. More information about this directory will be sent home at the beginning of the school year from the Friends of Franklin group. Please submit your information so you are not left out of this valuable resource.

SCHOOL FEES

Fine Arts Fee: Families are asked to assist with extra support for our outstanding Fine Arts Department by paying the $40 Fine Arts fee. This much-needed, one-time fee allows our staff to offer extensive arts programming. This money assures funds for costumes, lighting, sheet music, art supplies, scripts and the many other things that make our top-notch Fine Arts program the best in the city. We greatly appreciate your participation. Our Fine Arts programs depend on this parent/community support.

Classroom Instructional Fee:  This flat fee of $25 per student will go directly to the student's classroom to help supplement the costs of needed instructional materials that CPS does not supply. Used entirely by the classroom teacher, this fee provides funds for student subscriptions, center supplies, leveled readers, classroom libraries, leveled support resources to the curriculum and the many other things that make our classrooms a rich instructional environment for our students.

SCHOOL HOURS

The hours for the official school day are from 8:15 a.m. – 3:15 p.m. Supervision is not provided before 8:00 a.m. For safety reasons, students should not be on the school grounds, unless in a morning program sponsored by the school or they are attending a scheduled conference with their parent & teacher. Supervision is not provided after 3:15 p.m., therefore, all parents/guardians must make arrangements to have children picked up no later than 3:15 p.m. daily. If your child is enrolled in an OST program, please check with the instructor for the end time of your child’s specific program.

Franklin Fine Arts Center and J at School, an After Care Provider, have partnered together to ensure students a safe place for after-school care. J at School operates at Franklin from 3:15 p.m. – 6:00 p.m., Monday through Friday; for an hourly rate of tuition. Please use the link provided on the website for registration. Your child must be registered for J at school if you expect them to have these services provided.

SCHOOL PROPERTY

Students are responsible for the proper care of all books, supplies, furniture and facilities supplied by the school. Students who destroy, disfigure or otherwise deface school property will be required to pay for the damage done or to replace the item and could be held responsible for vandalism and/or criminal trespassing on school property. Property damage will result in financial responsibility on the part of the parent/guardian and can result in holding of transcripts, transfers & student information in cases where families are financially obligated to replace, repair and/or compensate the school for the loss/damage of school property. All graduation activities will be withheld until the item is either replaced or paid for. Fines, inquiries and/or payment can be made in the main office.

SCHOOL SUPPLIES

All students are expected to bring supplies necessary for full participation in instruction. Each grade level supply list is listed on the school’s website.

SECURITY

Please be aware that all persons are subject to personal search and examination of their hand carried possessions when on school grounds, within school buildings and/or at school functions. All visitors, parents, children and community members must comply with the requests of CPS Security on staff at Franklin. Anyone entering onto the grounds must obey, adhere & respect the requests and directions of the CPS Security at all times.

SMOKE-FREE SCHOOLS

The City of Chicago and the Board of Education has adopted a policy of a smoke-free environment for all. No smoking will be allowed on District property. Anyone smoking on school grounds will be asked to leave school grounds while smoking. It is not acceptable to drop off/pick up children on school grounds while smoking. Parents/guardians will be asked to leave school grounds, dispose of cigarette and return to drop off/pick up children.

SPORTS FEES

All students who participate on a sports team must maintain no lower than a letter grade of “C” in all subjects. Students may not have any discipline suspensions. Athletes are expected to model appropriate Franklin behavior at all times.

There will be a $25 sports fee per sport to help pay for bussing, referee fees, and other sports-related expenses such as uniforms and registration fees. Athletes will not be able to begin their practice schedule or participate in any games until the fee has been paid.

STRIKE POLICY FOR 8TH GRADERS

This strike policy has been put in place to help ensure our eighth graders are preparing themselves for the responsibilities and self-control required of them in high school. This policy will help deter inappropriate behaviors that will result in negative consequences.

STUDENT CODE OF CONDUCT/STUDENT BILL OF RIGHTS

All Chicago Public School students are expected to following behavior guidelines set forth by the Board of Education. The Student Code of Conduct is distributed and reviewed with the students at the beginning of the school year. Parents are encouraged to review the document with their children to understand the rules, rights, responsibilities and consequences governing all CPS students.

TARDINESS

Instruction begins at 8:15 a.m. All children are expected to be on time for school every day. All tardies are considered unexcused with the exception of student appointments with doctors or legal agencies. In these cases, a statement from the doctor or legal agency must be secured to excuse the tardiness. Also, if a CPS school bus delivers the students tardy; it will be noted and that tardy will not count against the student. Excessive unexcused tardiness will be managed appropriately, as determined by the principal in accordance with the CPS student Code of Conduct. Students with tardiness will not be eligible for perfect attendance, and may not earn some privileges such as monthly/quarterly classroom rewards and field trips.

TELEPHONE USE

Children are not allowed to make telephone calls during the school day, or after school using the office phone, except in an emergency. In case of an illness, the school will make the call home. Please help your child to develop a routine of placing things that must be brought to school in a designated place the night before to ensure that lunch, books, homework, etc. will not be left at home. Children may, in an emergency, use the phones in the office with school clerk’s permission.

TEXTBOOKS

Textbooks issued during the school year or books checked out from the school libraries are the property of the Chicago Board of Education. Lost or damaged books shall be paid for by the parent/ guardian of the child the textbook was checked out to. Textbooks are extremely expensive and it is our expectation that students will cover them and keep them in good condition. Parents/Guardians are legally responsible for board property checked out to children and will be held responsible for the condition to which the property is returned in, as well as the financial replacement for lost/ damaged property. It is policy at Franklin Fine Arts Center that no transfers, transcripts and/or records will be released to parents/guardians unless all financial responsibility for board property has been cleared to zero. Refer to school property section for fee responsibilities for lost or damaged supplies.

TRANSFERS

When a child is transferring to another school, please notify the school office as soon as possible so that grades, materials, and student records can be gathered. All transfers, requested by parents/guardians, must have a transfer request form on file, signed by the parent/guardian to process the transfer. Before a parent/guardian will be granted a transfer, all school property fees, if incurred, must be settled and/or all school property returned in good condition. The only person that will be granted a transfer is the person whom enrolled the child in the school, and/or person whom has obtained legal guardianship of the child enrolled. No transfers will be allowed over the phone and/or per facsimile request.

VISITORS

Parents, community members and visitors are always welcome at Franklin Fine Arts Center. It is CPS Board of Education policy that all visitors sign in at the front security desk, check in at the main office, and receive administrative approval to move throughout the school. Visitors must always wear their visitor’s pass where it is clearly visible. All visitors must use the CPS Board of Education designated main entrance for entry/egress. Upon entry, everyone is required to follow the above requests for visitors. Anyone not following CPS Board policy will be considered trespassing on CPS school grounds and subject to legal action. Please also review the cell phone policy for adults.

VOLUNTEERS

All volunteers must be approved through Chicago Public Schools. Any adult that will have access to students, at any time, must have prior approval on file with both CPS and the school administration. The volunteer application is available on the CPS website under the Family and Community Engagement (FACE) page. Please reach out to Mrs. Barrera for assistance.

WATER BOTTLES

Hydration is important to our young people’s bodily functions. Franklin allows all students to carry a non-glass water bottle throughout the building, however, we reserve the right to check contents, if staff suspect something other than water is being consumed. Only water can be consumed in the classrooms. Other sealed drinks (according to above stated drink policy) in lunches are acceptable, kept in lunch bags until lunch time, and consumed in the cafetorium.

If there is a heat advisory; CPS will provide additional water, outside of breakfast/lunch times and classroom breaks at the water fountain.

WEBSITE

We are extremely dependant on our website- to be a link between the school, parents/guardians and the community. The site is constantly updated to reflect the most recent information of events going on at the school, highlighting the school’s current success and celebrating events that have taken place over the year.

It is strongly encouraged that everyone check the website daily and to use the website to become an even more critical part of your child’s education. Parents/guardians will be able to find the handbooks, class supply lists, teacher’s/staff’s contact information and the latest updates from your child’s teachers.
