SUMMARY OF RESPONSIBILITIES

To plan, coordinate, budget, and manage all areas of the Collection and Distribution systems through the supervisors to achieve effective, timely and quality completion of repairs and projects. To develop and maintain both a safe facility environment and a workforce capable of meeting the Service Authority production and delivery requirements in the present and future.

ESSENTIAL JOB FUNCTIONS

1. Manage and organize all collection and distribution maintenance activities and new service operations to utilize the skill and experience of the workforce to effectively and efficiently provide water and sewer services to Augusta County residents safely and without interruption. To assist with the planning and organization of all in-house capital construction projects. Plan the use of facilities, equipment, and personnel to meet current and future water and sewer requirements, including department budgets, facility improvements and capital expenditure programs.

2. Ensure the proper use of the Service Authorities Collection and Distribution work order system. Develop reports showing work accomplished.

3. Motivate and delegate responsibilities and appropriate authority to subordinate supervisory personnel to achieve maximum efficiency through availability and proper use of skills, man-hours, materials, machines, and equipment. Provide completion schedules to supervisory personnel. Develop quality standards and follow-up on completed projects to assure customer satisfaction. Handle customer inquiries. May be required to perform duties of all assigned personnel.

4. Develop and recommend approval of an annual operating budget for the department. Establish and maintain procedures and controls in order to manage the department within budget guidelines. Analyze periodic reports comparing actual results with the budget plan. Take corrective action where indicated.

5. Establish safety standards. Ensure the use of proper safety devices, equipment, and methods and maintenance of general housekeeping; maintain a constant awareness of and take corrective action on hazardous conditions and practices. Ensure compliance with applicable laws and regulations required by the Occupational Safety and Health Act, Department of Environmental Quality, the Virginia Health Department, and other federal, state, and local regulatory agencies.

6. Conduct performance evaluations of subordinate employees on a timely basis. Reward and discipline subordinate employees in accordance with Service Authority policies. Develop personnel by effective direction, counseling, and training. Responsible for scheduling of overtime, night, and weekend duty personnel. Answer emergency calls after hours from customers on questions, complaints, etc., and subordinates for assistance with questions and major breakdowns.

7. Maintain accurate and timely personnel, production, and operating cost records and reports. Maintain work areas, tools, and equipment in a clean and orderly manner.

WORKING CONDITIONS

1. Regularly works in outside weather conditions.

2. Subject to contact with liquid water, wastewater and vapors, confined space, electricity, hazardous materials, and blood borne pathogens while performing duties. Occasional exposure to dust, fumes, noise, extreme heat/cold, uneven terrain, and heights.

3. Frequent standing and walking. Occasional sitting, lifting (up to 75 pounds without assistance and over 75 pounds with operator or mechanical assistance), pushing, pulling, twisting, climbing, stooping/bending, kneeling, crawling, reaching, grasping, repetitive movements, and driving.

4. Required to work irregular schedules on an as needed basis, which includes overtime, night duty, standby, weekends, and holidays. Subject to call-in for emergency assignments.

5. Must have a cell phone or home telephone.

QUALIFICATIONS/BASIC JOB REQUIREMENTS

1. Associate Degree in Business preferred but not required.

2. Prefer a minimum of ten (10) years of supervisory experience in construction and maintenance of public works.

3. Ability to communicate, both verbally and written, and read in English to understand directions, procedures, and communicate to others.

4. Must have an understanding of basic mathematics, mechanical knowledge, use general hand tools, and operate a motor vehicle.

5. Must be thoroughly familiar with the water and sewer systems of the Service Authority to properly construct, maintain, or repair the system including; water lines, sewer lines, valves, hydrants, and meters.

6. Ability to perform several tasks at the same time, to diagnose and solve problems, and have the ability to supervise.

7. Must exhibit a positive attitude to effectively deal with the public, agency officials, and co-workers.

8. Must possess, or have the ability to obtain within six (6) – twelve (12) months of employment, a valid Class A (combination vehicle) Commercial Driver’s License with Tanker Endorsement for vehicles with Air Brakes).

SAFETY REGULATIONS AND HAZARDS

1. Must observe all Authority safety rules and regulations and wear protective equipment as required (e.g., hearing protection, protective clothing, eye protection, gloves, safety shoes, seat belts etc.).

2. Must be trained as Competent Person for Confined Space.

3. Must be trained as Competent Person for Trenching.

4. Must be trained as Competent Person for Fall Protection.

5. Must be Fork Lift Certified.

6. Must be Flagger Certified.

7. Must be Work Zone/Safety Certified.

8. Held accountable for safety and PPE use of all employees supervised.
