SEWARD COUNTYJOB DESCRIPTIONPosition:Construction Foreman/Safety ManagerLast Revised:11/26/2018Job Status:Exempt/ Full-timeReports to:Highway SuperintendentSupervisory Responsibilities:Road Department employeesI.GENERAL FUNCTIONSSupervise employees and operate equipment in the construction and maintenance of the county roads and bridges. Manage Road Department safety programs. Construction Foreman/ Safety Manager is a safety-sensitive position. II.ESSENTIAL DUTIES & RESPONSIBILITIES Perform supervisory responsibilities in accordance with the current Seward County Personnel and Safety policies and applicable lawsCoordinate and oversee various road construction, repair and rebuilding projects such as paving, patching, inlet repair, head wall construction, erosion control, pipe installation and extension, grading, tree/brush/grass trimming/removal and debris removalDetermine work procedures, prepare work schedules/logs, and expedite workflowEstablish work zones and traffic control for employee and public safetyEvaluate new procedures, processes, and equipmentSecure supplies, materials and equipment for daily work projectsMaintain equipment and toolsReport to work outside of normal work hours for emergency operationsPerforms duties of equipment operators as needed.Train employees in safety matters, procedures and equipment operationCommunicate with managers, supervisors, co-workers, citizens, and others, maintains confidentiality; and represents the CountyApprove leave and overtime requests.Resolve performance problems by planning and implementing measures to improve employee performance.Determine the need for appropriate disciplinary action and apply appropriate disciplinary action for assigned employees following County procedures.Make decisions on road and bridge construction practices. Oversees and ensures the road department’s safety programs are being enforced.Instruct crews in the proper methods, procedures and techniques used in road maintenance.Inspect and evaluate work in process and the completed work performed by his/her assigned crew members.Establish flow lines for the installation of metal culverts, concrete box culverts, etc.Maintain an organized record keeping file of equipment maintenance reports, road maintenance performed, supplies used, time and attendance reports, Daily Activity Reports on projects and any other information required by the Road Department.Contact landowners concerning Road Department work on private property and county R-O-W. Contact Diggers Hotline/One Call Center for utility locates, etc. Inspect asphalt, culvert, concrete box culvert and bridge projects.Oversee, perform and is responsible for accident inspection program (both employee and public). Provide on the job training to team members.Direct and inspect the technical details of road and bridge construction and maintenance work.Inspect road and construction sites.Make mathematical computations needed to calculate the amount of materials needed to complete project.V.DESIRABLE TRAINING AND EXPERIENCEExtensive experience in understanding & implementing construction drawings Experience in leading a team in a construction environment.Five years’ experience operating heavy equipment or the types used in work duties required of this position, or graduation from a vocational training program in heavy equipment operation, or an equivalent combination of experience and training is required.VI.MINIMUM QUALIFICATIONSGraduation from a senior high school or equivalent Must 19 years of ageValid Nebraska driver’s licenseValid Commercial Driver’s License (CDL) – Class AMust be able to see while driving, with or without the use of glasses or contactsMust be able to lift a minimum of 75 lbs.VII.NECESSARY SPECIAL REQUIREMENTSMust maintain an acceptable level of attendance, punctuality, and availability as determined by the county; must work such regularly-scheduled hours as are determined by the county; must work any required overtime, weekends, and holidays.Must work at the assigned work site.Must travel as requiredVIII.WORKING CONDITIONS & PHYSICAL EFFORTFrequently required to stand and walkUse hands to finger, handle, or operate objects, tools or controls, Reach with hands and arms. Required to sit, climb, crawl, crouch, feel, grasp, finger, handle, lift, kneel, pulling, push, reach, stand, stoop, walk.Talk and listen on a two-way radio.Frequently lift and/or move up to 75 pounds Occasionally lift and/or move in excess of 75 pounds with assistanceSpecific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.Perform work in both an indoor garage facility and outdoors in all types of weather conditions and temperature variations.Exposed to grease, dirt, gas fumes, sun and inclement weather. Normal hazards are present in working with machinery and vehicles.Frequently works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, and vibration.
