All OCONUS safe haven locations require approval from Office of the Under Secretary of Defense (OUSD) which can take several weeks. Once you have DoS approval you are authorized to travel to the OCONUS location, but in order to get reimbursed for your every day living (per diem) expenses you must wait for OUSD approval. ................
