19050635Westhill & Elrick Community Council 15th October Meeting - Key Points SummaryPublic Participation in Monthly Meetings - Covid restrictions have meant that many Community Councils have not met at all since March. WECC have managed to do so via firstly experimenting with, then adopting Zoom.?From the outset, one of our primary considerations was “how do we engage the public”??For the last two months at least we have been negotiating with the Holiday Inn about the prospect of re-convening our normal meetings in public but due to Covid restrictions they have not been able to accommodate us. Now with the re-tightening of Covid restrictions, the prospect of an “in-person” public meeting has receded again.So our thoughts again turned to the prospects of using Zoom and we gave Zoom access -for - the - public a trial run (albeit with limited public representation) at our October Meeting, and encouraged by the experience we will repeat it again for the AGM on 12th November. The AGM will include a presentation by the Shopping Centre Manager on the improvement works that have been carried out this year, and outlining plans for further improvements. Minutes of previous meetings can be viewed at Matters - Our Gateway Sculpture was designed to celebrate the strong sense of Community that helps define our town, and the recently published Westhill Strategic Needs Assessment reports that Westhill has the most racially and culturally diverse community in Aberdeenshire, with approximately 30 languages spoken here. With our diverse and inclusive community in mind, October marks the start of Black History Month in the UK, which is a time to celebrate the extraordinary contributions that black people have made in the UK and beyond. A2B Dial-A-Bus Service – This is to be re-introduced from the end of October onwards, subject to the prevailing government guidance.? The first services to be implemented will be Turriff Town and Rural A2B, followed by Westhill A2B.? This replacement service is likely to offer fewer journeys with reduced capacities, to deal with social distancing. You can register online with the Council (myAberdeenshire) to receive email and text alerts when the status of Westhill’s A2B service(s) is updated. Westhill Gateway Sculpture – Having secured 50/50% (?5k/5k) funding from the shire council, WECC are very pleased to announce that work on constructing the new path, resurfacing the existing path and laying a border around the heather beds is now provisionally scheduled for November. The new path will tie into the planned Westhill Orbital Path, a key part of the Westhill Walk and Cycle Project. Westhill Orbital Path – Having secured 100% shire council funding of ?14K WECC are also delighted to announce that a route for the Orbital Path has now been delineated and preparatory work for erecting signage is progressing well. Litter picking - Our September Litter Pick, arranged as a joint exercise including the Rotary Club, Tesco Staff, the McDonald’s Manager and some staff members, was a great success. We are pleased to report that McDonald’s carry out four Litter Picks per day in the area surrounding their new premises. Elsewhere our joint exercises with the Rotary Club are continuing such that, in total we are currently undertaking three litter picks per month, with some individuals doing additional picks. Early Years Funding - Aberdeenshire Council has decided to increase funding to 1140 hrs per annum from November, up from 900 hrs. For more details see Fund – WECC are delighted to report that they have recently secured ?10k funding to help town centre businesses recover from the impact of Covid 19. Working with our town centre management company (MAPP) WECC are planning to stage around Xmas, a promotion of Westhill as a place to shop and socialize – (Covid precautions permitting). Planning – Current applications are mainly to do with extensions or alterations to existing dwelling houses. The application for erection of 6 houses and a Convenience store (Co-op) at Strawberry Fields Road has been approved. Please include your home address and contact details along with a brief statement of why you would like to be a Community Councillor along with a brief indication of what you would like to help WECC achieve for our community of Westhill.** To be eligible to be a Community Councillor, individuals must:a. be aged 16 years or over, andb. reside in the area of WECC and be on the Electoral Register, orc. have had their ordinary or principle residence in the area of the Community Council for at least three months prior to nomination, andd. not be a member who is elected to serve on Aberdeenshire Council, or the Scottish, UK or European Parliaments.WECC also have the discretion to allow individuals to become a Community Councillor who do not reside in the area of the Community Council. Such individuals must: a. be permanently employed, or carry out regular self-employed work or voluntary work in the area of the Community Council; orb. own a business in the area of the Community Council. ................
