CALL TO ORDER AND PLEDGE:At 3:00pm Chair Bruce Wiseman called the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance. 2. APPROVAL OF THE MINUTES AND ADDITIONS TO THE AGENDA:May 24, 2017: Commissioner Joe Melroy made a motion to approve the meeting minutes as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.3. CALENDAR:WPPA Port Directors Seminar – The seminar is July 13 -14 and will be held in Long Beach Washington.Port Commissioners Seminar – The seminar is July 23 – 24 and will be held at the Alderbrook Resort in Union Washington.Added to the Agenda:Discovery Corridor Meeting – The meeting is Wednesday, June 21 at 4:00pm in the Clark County Hearing Room on the Sixth Floor at 1300 Franklin. Brent Grening will be one of the presenters at the meeting.4. PUBLIC COMMENTCouncilwoman Sandra Day stated the Big Paddle committee will meet tomorrow to debrief and welcomed any feedback from the public. She thanked the Port again for the use of the beautiful waterfront for the event.Tevis Laspa from the Friends of the Library mentioned the following upcoming fundraiser events:On June 22, 2017, the 3 Peaks Restaurant will donate 10% of all food and drink sold from 5:00 – 9:00pm to the Ridgefield Library Fund.On August 1, 2017, there will be a charity event from 6:00 – 9:00pm at the Ridgefield Community Center.On October 1, 2017 at 1:00pm, a golf tournament at Tri-Mountain Golf Course. 5. FINANCE:Payment of the Bills – Commissioner Melroy reviewed the bills and found them to be properly prepared; he made a motion to pay the bills for the month. Commissioner Hughes seconded the motion. The motion was carried. The bills totaled $1,437,008.83.Cash Graph – the cash graph is in the Commissioner’s dropbox.Resolution 2017-321: Adoption of Certain Financial Policies to Guide the Financial Activity Undertaken by the Port – Brent Grening and Paul Lewis explained the financial policies mentioned in the resolution. Commissioner Joe Melroy made a motion to adopt Resolution 2017-321 as presented. Commissioner Scott Hughes seconded the motion. The motion was carried.6. PARTNER PRESENTATION: RAIL SYSTEM SAFETY – JOHAN HELLMANBrent Grening introduced Johan Hellman, BNSF Government Affairs, Regional Assistant Vice President.Johan presented an overview of the railroad safety system with the BNSF Railway in the state of Washington. He stated BNSF moves approximately 10 million cars per year, which approximately half of the cars are consumer products. When Johan spoke about safety, he stated that BNSF Railway leads the industry in safety, due largely to the investments BNSF has made. He explained BNSF has wayside detectors every 20 – 40 miles that catch everything from hot bearings to wheel profiles and brakes to keep trains safe. Inspections of bridges and tracks are conducted twice as frequently as required by federal Government and in some instances, daily. He mentioned that technology plays a critical role in everything that the railroad does today, and demands a high amount of broadband infrastructure.7. REPORTS AND BUSINESS: ExecutiveCommercial & Office Projects Tour (Kennewick): Brent Grening stated the Port of Ridgefield and the Ridgefield City Council will take a 2-day trip to look at waterfront properties in Hood River and commercial properties in Kennewick. The tour is June 19 - 20.Corwin Trail Update – Brent Grening stated the Port property that is south of Corwin Beverage is wetland and undevelopable. Corwin Beverage is interested in making a walking trail on the property. The City’s pre-application meeting is on June 27, 2017. Brent will attend. Washington State Department of Fish and Wildlife Project – Brent Grening stated that the project is almost completed, today the agency was issued a 90-day temporary occupancy permit. The project is still under budget and on time with an official open date of July 5.Brent and the Commission gave a huge “thank you” to Laurie Olin, VP of Operations for her expertise in managing the project. Brent stated the Washington State Department of Fish and Wildlife will host an Open House at the new facility at 1:00pm on Wednesday, July 26, 2017. This is also our regular Port Commission meeting, however in lieu of the Port’s regular meeting, the public is welcome to join us for the Open House, more details will be coming.Off-property Phase 2 Clean-up Update – Brent stated the second phase of the neighborhood clean-up has started, there are 8 yards to clean, the anticipated completion date is August 8, 2017 and the cost of this phase is $829,000. InnovationLegislative Update – Nelson Holmberg distributed a handout that stated SB 5679 and HB 1702 are still in existence, though neither has had any movement during either of the special sessions. If there is to be any more action on these bills it will happen in the next two weeks. The Governor’s office still has interest in our bill and James Thompson from the WPPA is still meeting occasionally with the Governor’s staff.Washington DC Trip Update – Nelson Holmberg distributed a handout explaining the meetings they had in Washington DC. He and Brent had good productive meetings with the Leschi Group and the Washington Delegations regarding broadband. Brent added that working with the Leschi Group enhanced their meeting with Representative missionCommissioner Melroy stated this year’s Big Paddle was a huge success and thanked the many volunteers that helped. The committee will have a debrief meeting tomorrow. Commissioner Hughes mentioned he continues to get complaints from the public on the misuse of the trail; he has contacted the Ridgefield Police Department for assistance.8. PUBLIC AGENCY COMMENT:Councilwoman Sandra Day stated the two mobile homes on Main and Mill Streets are gone. She mentioned the right of way public use at the 35th Avenue Roundabout, the Sign Code and Development Code were discussed at the last meeting.9. PUBLIC COMMENT:Councilwoman Sandra Day asked if a start date was determined for the Ridgefield Railroad Overpass Project. Brent responded the Washington State Department of Transportation engineering department is still reviewing the project. We anticipate breaking ground sometime this year.10. ADJOURNMENT:The regular meeting adjourned at 4:49pm with no further comments or business. The next regular Commission meeting is scheduled for Wednesday, June 28, 2017 at 3:00pm.
